Regulations on functions, tasks, and organizational structure of the Information Technology Center

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Considering the proposal of the Director of the Information Technology Center and the Director of the Department of Organization and Cadres;

DECISION:

Article 1. Position and Function

The Information Technology Center is a public service unit under the Ministry of Agriculture and Rural Development. The Center implements the focal point for the application and development of information technology, library, and specialized agricultural statistics serving management, guidance, and operation activities of the Ministry and entities with needs.

The Center is authorized to use its seal and open separate accounts in accordance with the law.

The headquarters of the Information Technology Center is located in Hanoi City.

Article 2. Tasks of the Center

1. Application and development of information technology, construction of information technology infrastructure serving management and guidance activities of the Ministry, including:

a) Implementation of the Government's electronic government program of the Ministry;

b) Participation in building strategies, plans, projects, programs on the application and development of information technology within the direct management scope of the Ministry (the Department of Science and Technology will submit to the Minister for approval); organization of implementation after approval;

c) Participation in building and organizing the implementation of information technology management regulations of the sector after approval;

d) Construction and organization of operation and exploitation of the network information system of the agriculture and rural development sector;

đ) Research and application of information technology achievements serving management, guidance, and operation activities of the Ministry; serving professional activities, business operations in the sector;

e) Development of specialized agricultural software and rural development;

2. Construction, organization of management and exploitation of integrated data centers serving management, guidance, and operation activities of the Ministry, serving professional and business activities in the sector.

3. Management and development of the Ministry of Agriculture and Rural Development's electronic information website and e-commerce portal.

4. Organization of collection, synthesis, and analysis of information serving leadership of the Ministry and entities with needs:

a) Information serving the development of science and technology in the sector;

b) Participation in researching and proposing information serving management, guidance, and operation activities of the Ministry;

c) Participation in providing production and market information for agricultural products;

d) Provision of agricultural information publications and industry standards.

5. Implementation of specialized agricultural and rural development statistical activities:

a) Participation in building and submitting to the Ministry (the Department of Planning and Comprehensive will submit to the Minister for approval) issuance of legal normative documents, strategies, plans, projects, programs on specialized agricultural and rural development statistical surveys; organization of implementation after approval;

b) Conducting statistical surveys, basic reporting systems, and comprehensive national reports in the sector according to regulations;

c) Organization and implementation of statistical activities serving management requirements of the Ministry;

d) Collection, synthesis, and analysis of agricultural and rural development statistical data; establishment and development of statistical data banks and networks; compilation of Statistical Yearbooks and statistical materials of the sector;

đ) Building and submitting to competent authorities for publication of statistical data according to the law.

6. Agricultural Library:

a) Organization of agricultural and rural development library activities serving entities with needs;

b) Establishment of an electronic library, connection to domestic and international library networks.

7. Organization of professional training and instruction in fields under the Center according to the Ministry's plan and the needs of entities with needs.

8. Implementation of consulting and services related to: statistics, information, information technology, libraries serving entities with needs according to the law and self-financing:

a) Preparation or participation in evaluation, consulting bidding, supervision of construction for statistics, information technology, library projects;

b) Consulting and transferring technology related to statistics, information, information technology, libraries.

9. Cooperation and exchange with domestic and foreign organizations and experts to receive and improve technological levels, management experience, and development of information technology, libraries, statistics, information, information technology, libraries;

10. Management of organization, budget, assets, and other resources assigned; implementation of personnel policies and labor regulations within the Center's management scope; implementation of revenue-generating activities according to the law.

Article 3. Organizational Structure

1. Leadership of the Center:

The Center has a Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development in accordance with current regulations.

The Director of the Center manages and is responsible before the law and the Minister for all activities of the Center according to the law.

Deputy Directors of the Center are responsible before the Director and the law for the performance of their assigned tasks.

2. Organizational Structure:

a) General Affairs Office;

b) Electronic Information Website Management Office;

c) Information Technology Development Office;

d) Data and Geographic Information Office;

đ) Information Office;

e) Statistics Office;

g) Library;

h) Ho Chi Minh City Branch of the Information Technology Center.

Each Office has a Head and Deputy Head.

Heads and Deputy Heads are appointed by the Center Director in accordance with the Ministry's management delegation regulations.

The Center Director is responsible for drafting the Center's organizational and operational charter for approval by the Ministry, defining tasks, staffing, and working regulations for Offices and subordinate units.

Article 4. Effective date

This Decision takes effect 15 days from the date of publication in the Official Gazette, replacing Decision No. 129/2003/QĐ-BNN dated December 5, 2003 of the Minister of Agriculture and Rural Development on the functions, tasks, powers, and organizational structure of the Information Technology Center,

Abolish previous decisions on the tasks and organizational structure of the Center that conflict with this Decision.

Article 5. Responsibilities for Implementation

The Director of the Office, the Head of the Cadre and Civil Servant Organization Department, the Heads of agencies and units related to the Ministry, and the Director of the Information Technology Center are responsible for implementing this decision./.
