 RESOLUTION

On directing the construction of the first Dung Quat oil refinery plant

NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;

Pursuant to the Law on the Supervision Activities of the National Assembly;

Based on the examination of the Government's Report, the Report on the opinions of the Standing Committee of the National Assembly, the Summary Report on the opinions of voters and the opinions of National Assembly deputies at the seventh session of the 11th National Assembly regarding the project to construct the first Dung Quat oil refinery plant;

RESOLVES

Article 1: The National Assembly notes that the failure to adequately direct the preparation, implementation, and supervision of the project to construct the first Dung Quat oil refinery plant, resulting in significant delays, substantial economic waste, reduced investment efficiency, negative impact on public trust, and the emergence of many complex issues requiring resolution, constitutes a major shortcoming of the Government and the National Assembly, which requires profound lessons to be learned during the direction of the construction of important national projects.

Article 2: Focus on directing the implementation of the project to construct the first Dung Quat oil refinery plant with the requirement of ensuring progress, quality, and overall effectiveness of the project.

Article 3: Request the Government:

1. To resolutely direct the completion of the construction of the first Dung Quat oil refinery plant in 2008, and put the plant into operation in 2009.

2. Adjust the investment decision to be consistent with actual conditions and report to the Standing Committee of the National Assembly to ensure that the plant has advanced technology, products suitable for market requirements, and meets safety and environmental protection standards.

3. Take measures to maximize the project's effectiveness; ensure sufficient and timely capital for the construction of the plant.

4. Strictly direct the implementation process of the project to prevent waste, loss, and corruption.

5. Ensure unified centralized direction, clearly define the responsibilities of ministries and sectors in state management of the project.

Article 4: Annually, the Government shall report to the National Assembly on the implementation of the project; the Standing Committee of the National Assembly, the Committee for Science, Technology and Environment, the Ethnic Council, and other Committees of the National Assembly shall supervise the implementation of this Resolution and report the results of their supervision to the National Assembly.

This Resolution was adopted by the 11th National Assembly, seventh session of the Socialist Republic of Vietnam on June 14, 2005./.
