Regulations on Industrial Electrical Equipment for Vocational Training at Intermediate and Higher Vocational Levels

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to Decision No. 33/2008/QD-BLDTBXH dated April 10, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating the framework program for intermediate vocational level and the framework program for higher vocational level for the Industrial Electrical profession;
Based on the results of the evaluation by the Evaluation Council for the Minimum List of Equipment for Industrial Electrical Vocational Training and the proposal of the General Director of the Vocational Training Administration regarding the issuance of regulations on Industrial Electrical Vocational Training equipment applicable to intermediate and higher vocational levels,
The Minister of Labor, War Invalids and Social Affairs hereby stipulates the regulations on Industrial Electrical Vocational Training equipment for intermediate and higher vocational levels as follows:
Article 1. Scope of Regulation and Applicability
1. This Circular specifies in detail the Industrial Electrical Vocational Training equipment for intermediate and higher vocational levels applicable to intermediate vocational schools, higher vocational schools, universities, colleges, and specialized secondary schools that have registered to conduct Industrial Electrical Vocational Training at intermediate and higher vocational levels (hereinafter referred to collectively as schools).
2. This Circular does not compulsorily apply to schools that do not train according to the framework programs already issued pursuant to Decision No. 33/2008/QD-BLDTBXH dated April 10, 2008 of the Ministry of Labor, War Invalids and Social Affairs on the issuance of the framework program for intermediate vocational level and the framework program for higher vocational level for the Industrial Electrical profession.
Article 2. Minimum List of Equipment for Industrial Electrical Vocational Training
1. The minimum list of equipment for Industrial Electrical Vocational Training at intermediate vocational level (Annex 1 attached);
2. The minimum list of equipment for Industrial Electrical Vocational Training at higher vocational level (Annex 2 attached).
Article 3. Content of the Minimum List of Equipment
1. The minimum list of equipment for Industrial Electrical Vocational Training is developed based on the framework program for intermediate vocational level and the framework program for higher vocational level for the Industrial Electrical profession. The list includes:
a) The minimum quantity and types of equipment required to implement courses and modules;
b) Pedagogical requirements for each piece of equipment in each course and module;
c) A consolidated list of the minimum equipment for compulsory courses and modules;
d) A consolidated list of the minimum equipment for elective modules;
e) Common technical requirements for each piece of equipment.
2. The minimum list of equipment for Industrial Electrical Vocational Training at intermediate and higher vocational levels is the minimum list of equipment that schools must have to organize training and learning for a maximum of 18 students in a practical class, according to the framework program already issued pursuant to Decision No. 33/2008/QD-BLDTBXH dated April 10, 2008 of the Ministry of Labor, War Invalids and Social Affairs on the issuance of the framework program for intermediate vocational level and the framework program for higher vocational level for the Industrial Electrical profession.
Article 4. Application of the Minimum List of Equipment
Schools shall base their scale of training (number of practical classes); the minimum list of equipment for vocational training; specific practical plans to determine the necessary quantity of equipment, ensuring the quality of vocational training.
Article 5. Responsibilities of schools
In accordance with the provisions of this Circular, the Principals of the schools shall organize and direct the establishment of investment plans, procurement, management, and utilization of vocational training equipment to ensure the effectiveness of the investment capital.
Article 6. Implementation Provisions
1. This Circular shall take effect 45 days from the date of signature.
2. The Ministries, ministerial-level agencies, governmental agencies, political-social organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, schools, and related units shall be responsible for implementing this Circular. During the implementation process, if there are any difficulties, it is requested that relevant agencies, organizations, and individuals promptly reflect these issues to the Ministry of Labor, Invalids, and Social Affairs for research and resolution.
