The Minister of Labor - Invalids and Social Affairs issues this Circular to stipulate the framework for intermediate vocational qualification programs for the following occupationson Retail Sales in Supermarkets, Agricultural Machinery Operation, Steel Reinforcement - Weldingconcerning the classification and determination of state management authority in the field of crop production as follows:

Article 1. This Circular hereby promulgates the framework for intermediate vocational qualification programs for the occupations: Retail Sales in Supermarkets, Agricultural Machinery Operation, Steel Reinforcement - Welding; applicable to vocational colleges, intermediate vocational colleges, universities, colleges, and intermediate specialized colleges (collectively referred to as vocational training institutions), both public and private, that have registered to provide training for these occupations, but not mandatory for foreign-invested vocational training institutions.

1. Framework for intermediate vocational qualification program for the occupation "Retail Sales in Supermarkets" (Annex 1).

2. Framework for intermediate vocational qualification program for the occupation "Agricultural Machinery Operation" (Annex 2).

3. Framework for intermediate vocational qualification program for the occupation "Steel Reinforcement - Welding" (Annex 3).

Article 2. Based on the provisions of this Circular, the directors of vocational training institutions that have registered to provide training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.

Article 3. This Circular takes effect from February 15, 2014.

The Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the Vocational Training Administration, vocational training institutions that have registered to provide intermediate vocational qualification training for the three occupations specified in this Circular, and related units are responsible for implementing this Circular./.
