Pursuant to the Government Organization Law dated June 19, 2015;

WHEREAS Pursuant to the Law on Thrift and Combating Wastefulness dated November 26, 2013;

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to the Law on Fees and Service Charges dated November 25, 2015;Pursuant to Decree No. 120/2016/ND-CP dated August 23, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Fees and Service Charges;Pursuant to Decree No. 16/2015/ND-CP dated February 14, 2015 of the Government stipulating the self-management mechanism of public service units;

On the basis of Pursuant to Decree No. 141/2016/ND-CP dated October 10, 2016 of the Government stipulating the self-management mechanism of public service units in the economic sector and other services; At the proposal of the Minister of Information and Communications and the Minister of Finance;

PURSUANTThe Prime Minister issues this Decision on the application of financial mechanisms for the Radio, Television and Electronic Information Department under the Ministry of Information and Communications. The Radio, Television and Electronic Information Department shall implement a financial self-management mechanism like that of public service units in the economic sector and other services that self-fund their regular expenses as prescribed in Decree No. 16/2015/ND-CP dated February 14, 2015 of the Government stipulating the self-management mechanism of public service units and Decree No. 141/2016/ND-CP dated October 10, 2016 of the Government stipulating the self-management mechanism of public service units in the economic sector and other services and the guiding documents for implementing these Decrees.

The Radio, Television and Electronic Information Department may use retained fee revenues to fund its activities, including: Procurement and major repair of assets, machinery, and equipment; supplementary income for employees to ensure the completion of assigned tasks.p;

This Decision takes effect from December 1, 2017 and applies from the 2017 budget year.The Ministers of Information and Communications, Finance, Planning and Investment, Home Affairs and the heads of relevant agencies are responsible for implementing this Decision./.

Article 1. The Radio, Television, and Electronic Information Department shall implement the financial autonomy mechanism like that of economic public service units and other self-financing public service units according to the provisions set forth in Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the autonomy mechanism of public service units and Decree No. 141/2016/NĐ-CP dated October 10, 2016 of the Government on the autonomy mechanism of public service units in the economic sector and other services, and the guiding documents for the implementation of these Decrees.

Article 2. The Radio, Television, and Electronic Information Department may use retained revenue from fees to fund its activities, including: expenditures for purchasing, major repairs of assets, machinery, and equipment; supplementary income for employees to ensure the completion of assigned tasks.

Article 3. This Decision takes effect from December 1, 2017 and applies from the 2017 budget year.

The Ministers of the Ministry of Information and Communications, Ministry of Finance, Ministry of Planning and Investment, Ministry of Home Affairs, and the Heads of related agencies are responsible for implementing this Decision.
