OF THE PRIME MINISTER GOVERNMENT DECREE NO. 422/TT, DATED NOVEMBER 25, 1961 REGULATING THE STORAGE AND USE OF PRECIOUS METAL OBJECTS AND GEMSTONES FOR STATE ORGANIZATIONS AND ENTERPRISES
Currently, due to operational needs, some state organizations and enterprises are storing precious metal objects and gemstones such as gold, silver, platinum, diamonds, jade...
To prevent loss, preserve properly, and avoid improper use leading to deterioration and damage of state property, the Prime Minister stipulates principles for the storage and use of precious metal objects and gemstones as follows:
1- State organizations and enterprises storing precious metal objects and gemstones must inventory them and report to financial agencies, the State Bank, and the Police for monitoring in managing state assets.
For items no longer needed to be stored, they should be reported to financial agencies and handed over to the State Bank for storage.
2- Organizations and enterprises storing precious metal objects and gemstones must establish internal regulations on preservation and usage procedures according to technical standards to prevent loss and damage as follows:
- Regarding preservation: there must be secure storage facilities, protective measures in place, entrusted to trustworthy individuals with defined responsibilities, and procedures for inventory entry and exit and movement of items.
- Regarding use: necessary technical processes should be established. Anyone using these precious objects must comply with the regulations.
Damaged items no longer usable must be sold back to the State Bank to recover valuable materials.
3- For historical artifacts made of precious metals and gemstones, which are preserved by museums for public display, models should be displayed instead of original pieces. If displaying original pieces is necessary, strict protection plans must be implemented. In cases where there are many such items, the museum only needs to keep a necessary number, with the rest handed over to the State Bank for storage.
Based on these regulations, relevant Ministries should study and develop guidance plans for organizations and enterprises in their sectors to implement them.
