Pursuant to Decision No. 445/QD-TTg of the Prime Minister, 2,500 tons of rice from the national reserve will be exported to Thanh Hoa Province for famine relief purposes, effective from the date of issuance. The Chairman of the People's Committee of Thanh Hoa Province shall be responsible for managing and allocating this quantity of rice.

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Thanh Hoa Province (document number 1353/UBND-KTTC dated April 4, 2008) and the opinion of the Ministry of Finance (document number 4521/BTC-DTQG dated April 17, 2008),
DECISION:
Article 1. Release (without payment) 2,500 tons of rice from the national reserve to support Thanh Hoa Province for famine relief.
The Chairman of the People's Committee of Thanh Hoa Province shall be responsible for managing and allocating the provided rice according to regulations and to the appropriate recipients; at the same time, actively utilize the local budget to implement famine relief measures.
Article 2. This Decision takes effect from the date of signature.
Article 3. The Ministers of Finance, Labor, Invalids and Social Affairs, Planning and Investment, Agriculture and Rural Development; the Head of the Central Steering Committee for Flood and Storm Prevention and Control; and the Chairman of the People's Committee of Thanh Hoa Province are responsible for implementing this Decision./.
