Approving the project on production, issuance, and management of Identity Cards

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards;

Considering the proposal of the Ministry of Public Security in Report No. 593/BCA (C11) dated April 20, 2004; the proposal of the Ministry of Planning and Investment in Document No. 1585 BKH/QPAN dated March 22, 2004, and the proposal of the Ministry of Finance in Circular No. 2629/TC-VI dated March 15, 2004 regarding the project on production, issuance, and management of Identity Cards,

Pursuant to …;

Article 1. Approves the project on production, issuance, and management of Identity Cards of the Ministry of Public Security with the main contents as follows:

1. Project name: "Project on production, issuance, and management of Identity Cards".

2. Objectives of the project:

- Building a system for collecting, receiving, and managing identity card registration data automatically via a nationwide computer network.

- Producing and issuing new identity cards according to Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards on a modern production line, meeting citizens' travel and transaction needs, contributing to national security and social order.

- Producing and issuing 24 million identity cards in Phase I from 2004 to 2007. From 2008, implementing Phase II until the completion of the project. Ensuring that every Vietnamese citizen aged 14 and above receives an identity card with a unique number, preventing duplication and forgery.

3. Project sponsor: National Police Agency - Ministry of Public Security.

4. Project management form: The sponsor directly manages and implements the project.

5. Investment content and total budget:

- Investment content:

+ Investment in information collection and establishment of a national data center.

+ Establishing two complete centers in Hanoi and Ho Chi Minh City.

+ Producing identity cards with two-way barcode printing, lasting 15 years.

+ Constructing an identity card production line with a capacity of 10 million cards/year, meeting the project's requirements and other types of secure cards.

- Total investment budget from the state budget for the period 2004-2007 is VND 467,836,000,000 - Four hundred sixty-seven billion, eight hundred thirty-six million dong.

In addition to the aforementioned budget, the Ministry of Public Security will be allocated a budget equivalent to the fees collected from the issuance of identity cards, to invest until the completion of the entire project.

- For imported equipment and materials required to implement the project, they shall be exempted from import tax according to current regulations.

6. Sources of Funding:

Allocate from the state's centralized construction investment capital.

As for imported equipment and materials in foreign currency, assign the Ministry of Public Security to coordinate with the Ministry of Finance to implement.

7. Implementation timeline:

- Phase I: From 2004 to 2007: allocate from the state's centralized construction investment capital. All revenues from the identity card issuance fee, the Ministry of Public Security will remit to the state budget according to current regulations.

- Phase II: From 2008 until the end of the project.

Article 2. Assign the Minister of Public Security to approve: total budget estimate; equipment lists, bidding plans, tender review; organization of implementation and settlement of investment funds according to state regulations.

Article 3. The Ministry of Finance and the Ministry of Planning and Investment are responsible for allocating capital and coordinating with the Ministry of Public Security to ensure the project is implemented on schedule. The Ministry of Public Security is responsible for directing and supervising the implementation of the project in accordance with current laws.

- The Ministry of Finance leads and coordinates with the Ministry of Public Security to unify the fee levels, collection methods, and issuance fees for identity cards. Specify the management and distribution of funds for implementing the project during Phase II.

Article 4. This Decision shall take effect from the date of signing.

Article 5. The Minister of Public Security, the Ministers, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, People's Committees of provinces and centrally-administered cities are responsible for enforcing this Decision.
