Regarding Delegation of Authority to Review and Approve the Results of Bidding for Procurement of Scientific and Technological Equipment by Research and Development Units under the Ministry Funded from State Science Affairs Budget
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
- Pursuant to Decree No. 86/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
-Pursuant to Circular No. 121/2000/TT-BTC dated December 29, 2000 of the Ministry of Finance guiding the implementation of bidding for procurement of office supplies, materials, equipment, and working tools funded by state budget for state agencies, armed forces, mass organizations, and state-owned enterprises;
- Considering the proposal of the Director of the Department of Science and Technology and the Director of the Department of Finance,

Article 1. Udelegates authority to the Director of the Department of Science and Technology to approve the results of bidding for procurement of scientific and technological equipment from the state science affairs budget with a value below VND 1 billion and to review and submit for approval by the Ministry the results of bidding for procurement of scientific and technological equipment with a value of VND 1 billion or more.
Article 2. The Director of the Department of Science and Technology shall be responsible for leading and coordinating with the Director of the Department of Finance to review the results of bidding for procurement of scientific and technological equipment by research and development units under the Ministry.
Article 3. The Head of the Office of the Ministry, the Directors of the Departments of Science and Technology and Finance, and the Heads of relevant units under the Ministry shall be responsible for implementing this decision.
This Decision takes effect fifteen days from the date of signature./.
