REGARDING THE PROVISION OF THE NORTH LUAN BRIDGE ON NATIONAL HIGHWAY 4B
THE MINISTER OF TRANSPORTATION
Pursuant to the Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
BASED ON DOCUMENT NO. 6109/KTN DATED NOVEMBER 27, 1993 FROM THE OFFICE OF THE GOVERNMENT ON THE MATTER OF MOTOR VEHICLES CROSSING THE VIETNAM - CHINA BORDER;
TO MAXIMIZE THE UTILIZATION OF THE NORTH LUAN BRIDGE TO MEET THE ECONOMIC EXCHANGE NEEDS AT THE MONG CAIN CUSTOMS GATE (DONG HUNG IN CHINA);
CONSIDERING THE REPORT OF THE TRANSPORTATION DEPARTMENT OF QUANG NINH PROVINCE IN LETTER NO. 90/GTVT DATED FEBRUARY 15, 1994;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE VIETNAM HIGHWAY ADMINISTRATION AND THE PEOPLE'S COMMITTEE OF QUANG NINH PROVINCE,

Article 1: IT IS NOW PROVIDED THAT THE NORTH LUAN BRIDGE AND THE 650-METER SECTION OF NATIONAL HIGHWAY 4B LEADING TO THE BRIDGE ARE LOCATED WITHIN THE TERRITORY OF QUANG NINH PROVINCE.
Article 2: THE TRANSPORTATION DEPARTMENT OF QUANG NINH PROVINCE IS ASSIGNED THE TASK OF ORGANIZING FORCES TO MANAGE AND REPAIR THE NORTH LUAN BRIDGE AS PROVIDED IN ARTICLE 1 FROM APRIL 1, 1994, WITH FUNDS PROVIDED BY THE CENTRAL BUDGET.
Article 3: THE SECRETARIES OF THE MINISTRY'S OFFICE, THE DIRECTOR OF THE TRANSPORTATION DEPARTMENT OF QUANG NINH PROVINCE, THE DIRECTORS OF THE VIETNAM HIGHWAY ADMINISTRATION, THE HEADS OF THE PLANNING AND INVESTMENT DEPARTMENT, THE FINANCE AND ACCOUNTING DEPARTMENT, THE PERSONNEL AND LABOR RELATIONS DEPARTMENT, THE PUBLIC SECURITY AND TRANSPORTATION DEPARTMENT, THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND OTHER ADVISORY DEPARTMENTS UNDER THE MINISTRY SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION IN ACCORDANCE WITH THEIR RESPECTIVE FUNCTIONS AND POWERS.
