THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the agreement document number 1876/THCN-DN dated March 8, 1999 on the transformation of the Vocational Secondary School of Foodstuffs and Agricultural Supplies into the Secondary School of Foodstuffs and Agricultural Supplies by the Ministry of Education and Training;

Considering the proposal of the Director of the Personnel Department,

 DECISION:

Article 1Now, the Vocational Secondary School of Foodstuffs and Agricultural Supplies is transformed into the Secondary School of Foodstuffs and Agricultural Supplies under the Ministry of Agriculture and Rural Development. The Secondary School of Foodstuffs and Agricultural Supplies is a public service training unit with legal personality, its own seal, operational funds provided by the State, and it is allowed to open an account at the State Treasury.

The headquarters of the School is located in Dong Xuan Commune, Soc Son District, Hanoi. The School has a second campus located in Van Phu Commune, Chau Giang District, Hung Yen Province.

Article 2The main tasks of the School are as follows:

1- Training and upgrading middle-level technical and economic staff for the foodstuffs and agricultural supplies sectors.

2- Training and upgrading workers' technical skills for the foodstuffs and agricultural supplies sectors.

3- Participating in research and application of scientific and technological advancements related to the School's training programs and transferring technological advancements to serve production.

4- Linking and cooperating with organizations such as educational institutions, research and production businesses both domestically and internationally to combine training with production.

5- Managing the organization, staffing, and assets of the School according to the directives of the Ministry and general regulations of the State.

Article 3Scale of training and fields of training:

1- Scale of training: student enrollment from 800 to 1000 students

2- Fields of training:

a)Secondary level: training fields include:

Processing and preservation of foodstuffs (code 12-01)
Trade and services (code 20-02)
Accounting (code 20-04)
Industrial and domestic electricity (code 06-03)
For the above training fields, the School is responsible for developing study plans, course programs, and textbooks which must be approved by the Ministry before the commencement of training classes.

b)Vocational level: maintaining the current vocational training fields.

Article 4The organizational structure of the School includes:

1- Leadership: the Principal and Deputy Principals of the School remain unchanged. The Principal is responsible to the Minister of Agriculture and Rural Development and the law for leading and managing all activities of the School. The Deputy Principals assist the Principal and are responsible for specific areas assigned by the Principal.

2- Functional departments, subject groups, vocational departments, practical workshops: initially maintaining the existing organizational structure of the School and gradually implementing the charter of public secondary schools according to Decision No. 761/GD-ĐT dated March 3, 1997 of the Ministry of Education and Training.

Article 5The Director of the Office of the Ministry, the Director of the Personnel Department, the Principal of the Secondary School of Foodstuffs and Agricultural Supplies, and the Heads of relevant units under the Ministry are responsible for enforcing this Decision./.
