Regarding the regulation on the content of state management of barcode numbers
and the state management agency for barcode numbers
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Science, Technology and Environment andthe Ministers, Heads of the Government Organization and Cadre Department,
DECISION:
Article 1. The content of state management of barcode numbers includes:
1. Issuing legal normative documents and standards for barcode activities.
2. Uniformly managing the national barcode number database and the issuance ofbarcode numbers.
3. Organizing guidance for research and development activities of barcode technologyin production, business, and other fields.
4. Organizing and managing international cooperation activities related to barcodes;activities representing Vietnam at the International Article Numbering Association (EANInternational).
5. Managing fees related to barcode activities.
6. Inspecting and supervising compliance with legal normative documents on barcodeactivities; resolving complaints and accusations and handling violations of lawsregarding barcode activities.
Article 2. The Ministry of Science, Technology and Environment shall be responsible before theGovernment:
1. Implementing unified state management over barcode activities nationwide.
2. Developing plans for the development and management of barcode activities,specifying the division of responsibilities and levels of management in this field.
Article 3. The Ministry of Finance shall cooperate with the Ministry of Science, Technology andEnvironment to set fee levels for barcode activities; guiding the implementation ofsystems for collecting, paying, managing, and using fees collected from barcodeactivities.
Article 4. Ministries, ministerial-level agencies, government-affiliated agencies, and provincialPeople's Committees under central cities shall organize the application of barcode technologyaccording to the guidance of the Ministry of Science, Technology and Environment.
Article 5. This Decision takes effect from the date of signature. Previous regulationscontrary to this Decision are abolished.
Article 6. Ministers, heads of ministerial-level agencies, heads of government-affiliatedagencies, and chairpersons of provincial People's Committees under central cities areresponsible for implementing this Decision./.
