PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the Organization of People's Councils and People's Committees dated June 21, 1994;

Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Minister of Natural Resources and Environment and the Minister of Home Affairs, 

DECIDES:

Article 1. Establish the Department of Natural Resources and Environment under the People's Committee of provinces and centrally governed cities based on the merger of the organization of the Land Administration (or Land Administration - Real Estate) and other organizations performing state management functions regarding water resources, mineral resources, and environment within the Departments of Agriculture and Rural Development, Industry, Science, Technology, and Environment.

The Department of Natural Resources and Environment is a specialized agency assisting the People's Committee of provinces and centrally governed cities in carrying out state management functions over land resources, water resources, mineral resources, the environment, meteorology and hydrology, surveying, and mapping within the province or centrally governed city. The Chairman of the People's Committee of provinces and centrally governed cities shall specify the functions, tasks, powers, and organizational structure of the Department of Natural Resources and Environment in accordance with the guidelines of the Minister of Natural Resources and Environment and the Minister of Home Affairs.

Article 2. Rename the Department of Science, Technology, and Environment to the Department of Science and Technology under the People's Committee of provinces and centrally governed cities.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Minister of Natural Resources and Environment, the Minister of Home Affairs, and the Ministers and Heads of ministries equivalent to ministries and agencies under the Government, and the Chairmen of the People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
