REGARDING THE APPROVAL OF THE STATUTES OF THE VIETNAM BEEKEEPERS ASSOCIATION

THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 on the right to establish Associations;

Pursuant to Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government, stipulating the organization, operation, and management of associations;

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government, stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Home Affairs;

Considering the proposal of the Chairman of the Vietnam Beekeepers Association and the Director of the Department for Non-Governmental Organizations,

DECISION:

Clause 4 of Article 6Approves the Statutes of the Vietnam Beekeepers Association which were adopted at the Fifth National Congress of Delegates on October 8, 2003.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Chairman of the Vietnam Beekeepers Association and the Director of the Department for Non-Governmental Organizations shall be responsible for implementing this Decision.

CHARTER

VIETNAM BEEKEEPERS ASSOCIATION (AMENDED)

PART I

Name of the Association:

Article 1. Name of the Association

The official name in trade is Vietnam Beekeepers Association, international name: Vietnamese Beekeepers Association, abbreviated as: VBA

The Vietnam Beekeepers Association is a social-professional organization of beekeepers and individuals engaged in economic and scientific-technical fields serving the beekeeping industry.

The Vietnam Beekeepers Association has legal personality, its own seal, and separate account. The main office of the Association is located in Hanoi and it has representative offices in provinces and centrally-administered cities (the establishment of representative offices is subject to legal regulations).

The Vietnam Beekeepers Association operates within the framework of the laws of the Socialist Republic of Vietnam and according to the Association's Statutes approved by the National Congress and ratified by the Ministry of Home Affairs. It is a member of the Vietnam Association for Science and Technology and is under the state management of the Ministry of Agriculture and Rural Development.

The Vietnam Beekeepers Association is a member of the International Beekeeping Federation (APIMONDIA) and the Asian Apicultural Association (AAA).

Article 2. Objectives - Tasks of the Association:

1. To widely gather beekeepers and individuals working in economic and scientific-technical fields related to beekeeping, fostering mutual assistance among members to enhance their professional expertise and ethics, contributing to the development of the beekeeping industry and the construction of a prosperous, equitable, and civilized Vietnam.

2. To represent members in relations and transactions with domestic and international agencies, organizations, and individuals to develop the Association and protect the legitimate rights of members. It serves as a legitimate representative body in relations with the International Beekeeping Federation (APIMONDIA), the Asian Apicultural Association (AAA), and other specialized associations as prescribed by law.

3. To develop the organizational network, membership, and material-technical infrastructure of the Association, ensuring its unity and credibility.

4. To represent members in providing advisory opinions and critiques to state agencies in the formulation of policies, projects, and economic-technical standards and norms for the beekeeping industry.

5. To train and disseminate widely advanced science and technology progress and production, processing, preservation, and consumption experiences to members to improve productivity, quality, reduce costs, and continuously enhance the efficiency and reputation of the beekeeping profession.

6. To conduct economic activities in accordance with the law to generate income for the Association's fund such as organizing and managing training centers, services, economic-technical consulting, holding conferences, seminars, and domestic and international study tours in the fields of science and technology and commerce of the beekeeping industry.

7. To publish periodicals, journals, specialized information, teaching materials, and economic-technical guidance documents for the beekeeping industry.

Chapter II

MEMBERS

Article 3. Members:

Organizations and citizens of Vietnam directly raising bees or working in the beekeeping industry, who voluntarily comply with the Charter of the Association and submit an application to join the Association, may be admitted as members of the Vietnam Beekeeping Association. Overseas Vietnamese with knowledge about the beekeeping industry, enthusiastic in contributing to the Association, may be considered for admission as supporting members of the Vietnam Beekeeping Association by the Standing Committee.

Article 4. Responsibilities of members:

1. Respecting and complying with the Charter and Resolutions of the Association, promoting new membership recruitment, actively studying and engaging in activities to continuously improve their skills and scientific-technical level in order to fulfill tasks assigned by the Association.

2. Safeguarding economic and technical materials of the Association that have not been publicly disclosed and protecting the property of the Association.

3. Regularly participating in Association activities, paying membership fees and dues as stipulated by the Association.

Article 5. Rights of members:

1. Discussing, providing opinions, voting, questioning, criticizing, and making suggestions regarding the work of the Association.

2. Electing and being candidates for leadership bodies of the Association.

3. Receiving assistance from the Association in production, business, training, consulting, and information on domestic and international beekeeping.

4. Receiving the Association's journal and specialized information and enjoying other benefits established by the Association.

5. Requesting to leave the Association.

Supporting members cannot run for election or nomination to the Association's leadership body or vote on Association issues.

Chapter III

ORGANIZATION AND ACTIVITIES OF THE ASSOCIATION

Article 6. The organization and activities of the Association operate on the principles of voluntarism, self-management, and self-financing. The structure of the Association includes:

1. At the Central level: The Vietnam Beekeeping Association.

2. At provincial and centrally-administered city levels (hereinafter referred to as provinces): Provincial Beekeeping Associations.

3. At grassroots level: Branches; Grassroots organizations with at least five members can establish branches.

If necessary, a provincial Beekeeping Association can be established in a province. The establishment is decided by the People's Committee of the province in accordance with the law. A provincial association that agrees to the Charter of the Vietnam Beekeeping Association and submits an application to join will be recognized as a member association.

Article 7. The highest leadership body of the Vietnam Beekeeping Association is the National Congress, held every four years. An extraordinary congress can be convened if at least two-thirds of the Central Executive Board members or at least half of the regular members request it. The number and composition of delegates attending the congress are determined by the current Central Executive Board.

Responsibilities of the Congress:

- Summarize and evaluate the Association's activities during the previous term, discuss directions and action plans for the new term.

- Approving and amending the Charter (if necessary)

- Elect the Central Executive Board and the Central Inspection Board.

- Deciding important matters concerning the purpose, mission, rights, and responsibilities of the Association.

Article 8. The Central Executive Board is the leadership body between congress terms. The number of Central Executive Board members is set by the Congress and directly elected.

The Executive Board has the following responsibilities:

- Lead the implementation of the Congress resolutions.

- Leading the implementation of the Association's Charter

- Develop relations with domestic and international organizations, contributing to the development of the Association.

- Guiding and inspecting the activities of provincial associations and directing the specialized sub-committees of the Association.

- Elect the Central Standing Board and the Chairman, (one or more) Vice Chairmen, General Secretary.

- The Central Executive Board meets regularly once every six months (except in emergencies).

Article 9. The permanent body of the Central Executive Board is the Standing Committee, consisting of the Chairman, Vice Chairmen, Secretary-General, and some members, with the number of Standing Committee members not exceeding one-third of the total number of Central Executive Board members.

The Standing Committee of the Association has the following tasks:

- Direct the implementation of decisions of the Central Executive Board of the Association between two sessions of the Central Executive Board.

- Recognizing the Executive Boards of provincial associations and issuing membership cards.

- Planning and reporting on the Association's activities according to the regulations of the Central Executive Board.

- Monitoring the activities of provincial associations and specialized sub-committees.

- The Standing Committee meets regularly once every three months. When necessary, upon the proposal of the Chairman and Secretary-General, the Standing Committee may convene an extraordinary meeting.

Article 10. The Chairman of the Association is elected by the Central Executive Board among its standing members, presides over meetings of the Central Executive Board and the Standing Committee, implements resolutions of the Central Executive Board and the Standing Committee, and is responsible under the law for all activities of the Association.

Article 11. The Vice Chairmen are elected by the Central Executive Board, appointed by the Chairman to lead specific areas of the Association's activities.

Article 12. The Secretary-General is elected by the Central Executive Board, directly handles Association affairs assigned by the Chairman, and manages all activities of the Central Association Office.

Article 13. When necessary, upon the proposal of the Association's Secretary-General, the Standing Committee may consider and decide to establish specialized sub-committees and organizations to support the development of the Association. Establishment follows legal provisions.

Article 14. Inspection Committee:

The Central Executive Board elects an inspection committee, which has the following responsibilities:

- Inspecting the implementation of congress resolutions, the Charter, rules, and annual work programs of the Association.

- Inspect members in their activities to commend and reward them, while identifying signs of violations of the law to promptly correct them.

- Inspecting the economic and financial activities of the Association and its affiliated organizations; examining and resolving complaints and reports.

Chapter IV

REWARDS AND DISCIPLINE

Article 15. Organizations and members with outstanding achievements are commended by the Association or recommended for commendation by competent state authorities.

Article 16. Organizations and members damaging the reputation and prestige of the Association, violating the Charter and Resolutions of the Association, shall be disciplined from reprimand to expulsion. In cases causing material damage, in addition to disciplinary measures, they must also compensate according to the law.

Article 17. Member organizations and individuals of the Association who fail to pay membership fees or participate in three consecutive sessions without valid reasons within one year, will be removed from the membership list.

Chapter V

ASSETS AND FINANCES

Article 18. Sources of income for the Association:

- Membership fees are collected annually (the specific amount is determined by the Central Executive Board).

- Income from the Association's activities such as services, consulting, publishing, seminars, training courses...

- Donations and sponsorships from domestic and foreign organizations and individuals.

Expenditures of the Association include: expenses for scientific and technical activities, consulting and service activities, communication work, vocational training, international cooperation, membership fees, office expenses, insurance, welfare, and administrative costs of the management body.

Article 19. The Association's finances are managed according to the regulations of the Central Executive Board based on compliance with state financial and accounting systems. Idle funds of the Association (if any), including foreign currencies, may be deposited for savings to increase the Association's fund.

Article 20. When the Association or an organization of the Association is dissolved, it must inventory the assets and funds of the Association or organization and report to the Central Executive Board of the Association for handling in accordance with the provisions of the Law.

Chapter VI

IMPLEMENTING PROVISIONS

Article 21. These Bylaws consist of VI Chapters and 22 Articles, which were adopted at the Fifth National Congress of the Vietnam Beekeeping Association on October 8, 2003, and became effective pursuant to the approval decision of the Ministry of Home Affairs.

Article 22. Only the National Congress of the Association has the right to supplement and amend the Bylaws./.
