Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Considering the proposal of the Minister of Education and Training in Document No. 1961/DH and SDH dated March 16, 2004,

Article 1. The Institute for Strategy and Development under the Ministry of Planning and Investment is assigned the task of training doctoral candidates; the Ministry of Education and Training shall consider and specify the specific fields of study.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and municipal people's committees directly under the central government, and the Director of the Institute for Strategy and Development are responsible for implementing this Decision.
