DECREE
Issuing the Regulation on Management and Use of the Gratitude Repayment Fund

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Ordinance 26/2005/PL-UBTVQH11 on Preferential Treatment for Those Contributing to the Revolution dated June 29, 2005;
Pursuant to the Regulation on the Working Relationship between the Government and the Vietnam Fatherland Front Central Committee issued on April 24, 1996;
After reaching consensus with the Standing Board of the Chairman's Council of the Vietnam Fatherland Front Central Committee;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECREE
Article 1. The Regulation on Management and Use of the Gratitude Repayment Fund is hereby promulgated together with this Decree.
Article 2. The Minister of Labor, Invalids and Social Affairs and the Minister of Finance shall be responsible for guiding the implementation of this Decree.
Article 3. This Decree shall take effect 15 days from the date of publication in the Official Gazette and shall supersede Decree No. 91/1998/NĐ-CP dated November 9, 1998 of the Government on the issuance of the Regulation on Construction and Management of the "Gratitude Repayment" Fund and Decree No. 07/2005/NĐ-CP dated January 24, 2005 of the Government amending and supplementing Articles 12 and 13 of the Regulation on Construction and Management of the "Gratitude Repayment" Fund promulgated together with Decree No. 91/1998/NĐ-CP dated November 9, 1998 of the Government.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees directly under the central government are responsible for implementing this Decree./.
