Pursuant to the Inspection Law dated June 15, 2004 and Decree No. 41/2005/NĐ-CP dated March 25, 2005 of the Government detailing and guiding the implementation of certain articles of the Inspection Law;
Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Public Security;
Pursuant to Decree No. 63/2006/NĐ-CP dated June 23, 2006 of the Government on the organization and operation of the Inspection of the People's Public Security Force;
At the proposal of the Inspector General and the Director of the Legal Department of the Ministry of Public Security.

Article 1. Attached to this Decision is the "Inspection Procedure for a specialized inspection of the People's Public Security Force".
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Directors of the General Departments, the Commanders of the Security Guard Service, the Heads of units under the Minister, the Directors of the Public Security Departments of provinces and centrally governed cities are responsible for implementing this Decision.
