Pursuant to Resolution No. 08/2004/NQ-CP dated June 30, 2004 of the Government on further promoting decentralization in state administration between the Government and provincial/municipal people's committees directly under the central government;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

The Prime Minister hereby delegates the ministers and chairpersons of provincial/municipal people's committees directly under the central government to base on the standards, procedures, and formalities prescribed by laws regarding the management of cadres in subordinate management boards as follows:

Pursuant to Decree No. 108/2006/NĐ-CP dated September 22, 2006 of the Government detailing and guiding the implementation of certain provisions of the Investment Law;

Considering the proposal of the Minister of Home Affairs,

DECISION:

Article 1. 1. The Minister of Culture, Sports and Tourism shall appoint, reappoint, relieve from duty, accept resignation, dismiss, transfer, reward, and discipline the Director and Deputy Directors of the Board of Management of the Ethnic Cultural and Tourism Village.

2. The Minister of Science and Technology shall appoint, reappoint, relieve from duty, accept resignation, dismiss, transfer, reward, and discipline the Director, Deputy Directors, and members of the Board of Management of the Hoa Lac High-Tech Park.

3. The Chairperson of the provincial/municipal people's committee directly under the central government shall appoint, reappoint, relieve from duty, accept resignation, dismiss, transfer, reward, and discipline the Director, Deputy Directors, and members of the Boards of Management of industrial zones, export processing zones, high-tech parks, and economic zones under the provincial/municipal people's committee directly under the central government.

This Decision takes effect fifteen days after its publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.

Ministers, heads of ministerial-level agencies, heads of governmental agencies, chairpersons of provincial/municipal people's committees directly under the central government, and directors of management boards specified in Clauses 1, 2, and 3 of Article 1 are responsible for implementing this Decision./.

Article 2. Effectiveness

This Decision shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decision are hereby repealed.

Article 3. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities, and Directors of Management Boards specified in Clauses 1, 2, and 3 of Article 1 shall be responsible for implementing this Decision./.
