THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Personnel Department.
DECISION:
Article 1. Position and Functions
The National Center for Rural Water Supply and Environmental Sanitation is a public service unit under the Ministry of Agriculture and Rural Development, serving the state management of the Ministry in the field of rural water supply and environmental sanitation throughout the country.
The National Center for Rural Water Supply and Environmental Sanitation (hereinafter referred to as the Center) is reorganized based on Article 3, Clause 24 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government.
The Center has legal personality, operates with funds from the State budget, has its own seal and bank account, and is a self-managed public service unit subject to the provisions of the law regarding public institutions.
The headquarters of the Center is located in Hanoi City.
Article 2. Tasks
1. Participate in building the National Strategy, National Target Programs, policies, national technical standards, planning, and plans within the scope of rural water supply and environmental sanitation; implement them after they are issued by competent authorities.
2. Develop procedures, norms, economic and technical standards suitable for each region and area according to the assignment of the Minister on rural water supply and environmental sanitation, submit them to the Ministry for issuance and implementation after approval.
3. Provide professional guidance, consult, train to enhance capacity, disseminate information and propaganda to the Rural Water Supply and Environmental Sanitation Centers of localities.
4. Compile reports on the implementation of rural water supply and environmental sanitation.
5. Test and certify the quality of rural water supply and environmental sanitation; build and manage the national database on rural water supply and environmental sanitation.
6. Conduct scientific research and transfer technology related to rural water supply, wastewater treatment, waste disposal, and environmental sanitation according to the regulations of the State.
7. Propose programs and projects; undertake the role of project owner and project manager for national, international, regional, and provincial projects in the field of rural water supply and environmental sanitation assigned by the Ministry.
8. Cooperate with organizations and individuals both domestically and internationally in the field of rural water supply and environmental sanitation according to the provisions of the law.
9. Provide consulting and services: survey, design, supervision, construction, exploration of underground and surface water, supply of materials and equipment, communication, water quality analysis, environmental assessment, and other related works in the field of rural water supply and environmental sanitation.
10. Manage organization and staffing; implement salary systems and incentive policies, rewards, and disciplinary measures for staff and employees of the Center; build a cadre and staff team according to the provisions of the law.
11. Manage and use financial resources and assets effectively according to the provisions of the law.
12. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure
1. Leadership:
The leadership of the Center consists of the Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development according to regulations.
The Director of the Center is responsible before the Minister of Agriculture and Rural Development and the law for all activities of the Center.
The Deputy Directors assist the Director in overseeing and directing certain tasks according to the Director's assignment, and are responsible before the Director and the law for the tasks assigned to them.
2. Organizational Structure:
a) Administrative and General Affairs Department,
b) Planning and International Cooperation Department,
c) Training and Communication Department,
d) Science and Technology Department,
e) Water Quality and Environment Testing Department,
f) Southern Region Permanent Office,
g) Central Region Permanent Office.
3. Subordinate Units:
a) The Consulting and Technology Transfer Center for Water Supply and Environmental Sanitation, abbreviated as the Consulting and Technology Transfer Center;
The Consulting and Technology Transfer Center uses its own seal and bank account, operates under a self-management mechanism, and ensures its own funding according to regulations; its headquarters is located in Thanh Tri District, Hanoi City (current location).
b) Other subordinate units of the Center are established and operate according to separate proposals submitted to the Ministry for approval.
The Director of the Center is responsible for defining the tasks and staffing of departments, permanent offices, and subordinate units; drafting the Charter of the Center's organization and operation for approval by the Ministry.
Article 4. Effective date
This Decision takes effect fifteen days after its publication in the Official Gazette; it replaces Decision No. 122/2003/QĐ-BNN dated November 10, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Rural Water Supply and Environmental Sanitation Center and previous regulations of the Ministry that conflict with this Decision.
Article 5. Responsibilities for Implementation
The Head of the Ministry's Office, the Director of the Personnel Department, the heads of relevant agencies and units under the Ministry, and the Director of the National Center for Rural Water Supply and Environmental Sanitation are responsible for implementing this Decision./.
