MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to Decree No. 160/2004/ND-CP dated September 3, 2004 of the Government detailing the implementation of certain provisions of the Post and Telecommunications Ordinance on telecommunications;

Pursuant to Decision No. 1009/QD-BTTTT dated July 11, 2008 of the Minister of Information and Communications approving the Project to build the National Humanitarian Portal;

At the proposal of the Director of the Telecommunications Department,

DECISION:

Article 1. Issuing the message rates and the ratio for dividing message rates from fixed telecommunication networks and mobile information networks to the National Humanitarian Portal as follows:

1. The message rate from fixed telecommunication networks and mobile information networks to the National Humanitarian Portal is 300 dong per message (including 10% VAT), regardless of peak or off-peak hours.

2. The message rate from fixed telecommunication networks and mobile information networks to the National Humanitarian Portal shall be divided according to the ratio of 40/60, wherein:

- Vietnam Post and Telecommunications Corporation shall receive 40%;

- Telecommunication enterprises with subscribers sending messages to the National Humanitarian Portal shall receive 60%.

Article 2. This Decision takes effect from the date of publication in the Official Gazette.

Article 3. The Head of the Ministry's Office, the Director of the Telecommunications Department, the Director of the Planning and Finance Department, the Heads of agencies and units under the Ministry of Information and Communications, the General Directors of Vietnam Post and Telecommunications Corporation, and the General Directors and Directors of related telecommunication enterprises are responsible for implementing this Decision.
