Approve the Plan for the Development of Performing Arts in Vietnam until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Cultural Heritage dated July 12, 2001;
Pursuant to Decree No. 92/2002/NĐ-CP dated November 11, 2002 of the Government detailing the implementation of certain provisions of the Law on Cultural Heritage;
Considering the proposal of the Minister of Culture, Sports and Tourism at the report No. 1229/BVHTTDL-NTBD dated October 29, 2007,
DECISION:
Article 1. Approve the Plan for the Development of Performing Arts in Vietnam until 2010 with the main contents as follows:
I. GUIDING PRINCIPLES
1. Developing performing arts aims to contribute to building a modern and distinctive national culture.
2. Preserving and promoting the value of traditional art forms while establishing and developing modern art forms.
3. Promoting socialization of performing arts activities, enhancing the effectiveness of state management. Mobilizing all domestic and foreign resources and the participation of the whole society in building and developing Vietnamese performing arts.
II. OBJECTIVES
1. General objectives:
a) Developing performing arts with a priority focus on investment in preserving and promoting traditional performing arts; building and developing some classical world art forms suitable for Vietnamese conditions and training young talents for performing arts.
b) Implementing the socialization of performing arts to mobilize the intellectual and material potential of the whole society to care more about cultural activities of the people.
c) Strengthening the introduction of Vietnamese performing arts to the world, selectively absorbing the best of advanced foreign arts. Enhancing infrastructure and technology for performing arts activities.
2. Specific Objectives:
a) For traditional arts:
- Maintaining and developing traditional art forms such as tuong, cheo, cải lương, Nhã Nhạc imperial court music of Hue... Preserving and popularizing outstanding works with value for each form;
- Collecting, restoring, consolidating and developing some traditional art forms that are at risk of being lost such as: ca tru, chau van, hát xẩm, dance movements, folk songs of ethnic minorities...
b) For modern arts:
- Developing modern art forms: contemporary singing, dancing, music, symphony, chorus, opera, ballet, ethnic folk drama, spoken drama...
- Preserving and developing works of high artistic quality domestically. Investing in staging works of high artistic quality from abroad.
c) Improving the quality of works and competitions, festivals:
- Organizing the creation and staging of 5 to 8 high-quality performing arts works on topics commemorating the 1000th anniversary of Thang Long and other themes of innovation, historical and cultural traditions according to various performing arts forms;
- Continuing to maintain regional, national and international competition, festival formats.
d) Enhancing the enjoyment of performing arts by domestic audiences and strengthening international exchanges:
- Performing arts before audiences:
+ Increasing the level of appreciation of performing arts by the people, ensuring that the average number of performances seen per person per year across the country reaches 0.4 by 2010, and 0.2 in remote areas;
+ Increasing the number and expanding the territory of Vietnamese performance groups traveling to other countries.
- On radio and television:
+ Increasing the broadcasting time of programs introducing Vietnamese performing arts in special sections for overseas Vietnamese and foreign listeners through common languages.
đ) Building infrastructure and technology.
Investing in updating equipment for performing arts activities towards using modern equipment. Renovating and upgrading existing theaters, and simultaneously constructing new theaters and cultural centers to improve conditions for serving the public's enjoyment of arts.
III. MAIN SOLUTIONS
1. Organizing networks of performing arts groups towards socializing performing arts activities:
a) Central art units under the Ministry of Culture, Sports and Tourism: continuing to maintain public forms of traditional and outstanding art groups such as: tuong, cheo, cải lương, circus, ethnic folk music, symphony, European classical dance (ballet), puppetry, musical drama.
b) Art units at local levels: reducing the number of groups (converting to non-public performing arts groups or merging), retaining only one traditional and outstanding public art group of the locality.
c) Art units under the armed forces: The Ministry of Culture, Sports and Tourism will coordinate with the Ministry of Defense and the Ministry of Public Security to develop plans for organizing art units towards efficiency and compactness, submitting them to competent authorities for approval.
d) Non-public art units:
- Encouraging non-state economic sectors to participate in various forms to preserve and promote national cultural values, develop traditional, folk, and ethnic art forms, and serve performing arts performances;
- Encouraging collective and private entities to establish theaters, art centers, organize performing arts activities, trade in performance equipment, sound, lighting...
2. Training human resources:
a) Standardizing the cadre of teachers in cultural and artistic schools soon. Enhancing their qualifications through various forms: in-house training, domestic and international professional exchanges, inviting experts...
b) Adding some subjects and majors to the training programs of artistic schools such as: hát ả đào, chau van, Nhã Nhạc imperial court music of Hue, water puppetry, program director for music and dance, cultural arts managers, marketing of performing arts...
c) Expanding training formats:
Encouraging semi-public, private, and joint training formats both domestically and internationally, with short-term and long-term courses.
d) Incorporating traditional performing arts and folk songs into the education system in a reasonable manner.
3. Infrastructure:
Construct new theaters and cultural centers in accordance with urbanization development processes, suitable to the economic and cultural conditions of each locality, population size, and density. Increase investment in material infrastructure and technical equipment for artistic performances by units from 10% to 15%, depending on the actual situation of each unit and the ranking criteria to ensure social and economic effectiveness.
4. Mechanisms and policies:
a) Mobilize and diversify various forms of contributions both domestically and internationally. Subjects facing difficulties under policy regulations shall be exempted or have their contributions reduced.
b) Subsidize costs for organizations and individuals, and exempt compulsory labor obligations for those performing in remote areas to serve political tasks.
c) Establish mechanisms and policies to reward and nurture veteran artists who have made significant contributions to the national performing arts industry.
d) The State recognizes and awards prestigious titles to artists and artisans according to the Law on Competition and Rewards for outstanding achievements, providing subsidies and assistance to help them preserve, perform, donate, and pass down performing arts heritage to future generations.
5. Sources of funding:
a) Central budget funds allocated according to plans.
b) Local budget funds allocated according to plans.
c) Defense budget funds allocated according to plans.
d) Funds raised from individual and organizational social investments.
đ) Funds raised from other legitimate sources.
Article 2. Implementation
1. The Ministry of Culture, Sports and Tourism is responsible for leading and coordinating with relevant agencies to implement the following tasks:
a) Direct the implementation of the Master Plan according to the approved content.
b) Develop, issue, and submit to competent authorities for issuance related documents as prescribed, and organize the implementation of the Master Plan nationwide.
c) Coordinate with the Vietnam Federation of Literature and Art Associations, central specialized art associations, the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Vietnam Women's Union, the Vietnam Farmers' Association, the Vietnam Veterans' Association, etc., to participate in implementing the Master Plan.
d) Promote information about the new policies and mechanisms of the Master Plan that have been approved.
2. The Ministry of Planning and Investment will coordinate with the Ministry of Culture, Sports and Tourism and related ministries to develop and implement investment plans for material infrastructure for public artistic units.
3. The Ministry of Finance is responsible for developing and issuing, within its authority, related documents concerning financial policies needed to supplement the socialization of performing arts activities, tax support, preferential policy measures, etc., to implement the Master Plan and ensure funding for the approved contents of the Master Plan.
4. The Ministry of Education and Training will closely coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to incorporate traditional performing arts and folk songs into the education system, supplementing majors and training methods according to the orientation of the Master Plan.
5. The Ministry of Natural Resources and Environment will coordinate with the Ministry of Culture, Sports and Tourism to develop and issue, within their authority, related documents concerning land rental support policies, land funds for cultural construction projects, etc.
6. The Ministry of National Defense and the Ministry of Public Security are responsible for coordinating with the Ministry of Culture, Sports and Tourism to reorganize artistic units within armed forces, enhancing cooperation in professional artistic work to ensure that these units develop in line with the overall orientation set out in the Master Plan.
7. Vietnam Television and Voice of Vietnam Radio are responsible for increasing the content and broadcasting time of artistic programs (folk music and dance, traditional stage) for domestic compatriots, overseas Vietnamese, and international audiences, in line with the objectives of the Master Plan.
8. Provincial People's Committees shall, based on economic, cultural, and social conditions, direct the Departments of Culture, Sports and Tourism to develop and implement local Master Plans with content consistent with the approved Master Plan proposal of the Ministry of Culture, Sports and Tourism.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
