Regarding the preferential allowance system for statistical work staff among cadres and civil servants

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Considering the proposals of the Minister of Planning and Investment, the Minister of Home Affairs, and the Minister of Finance,
DECISION:
Article 1. Cadres and civil servants classified under the Statistics Officer ranks (including the General Director) shall be entitled to the preferential allowance for statistical work staff as stipulated below:
1. The General Director of the General Statistics Office and Senior Statistics Officers shall receive a preferential allowance equal to 10% of their current salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
2. Principal Statistics Officers shall receive a preferential allowance equal to 15% of their current salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
3. Statistics Officers and College-level Statistics Officers shall receive a preferential allowance equal to 20% of their current salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
4. Diploma-level Statistics Officers shall receive a preferential allowance equal to 25% of their current salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
Article 2. Sources of Funds
The financial resources for implementing the preferential allowance system for statistical work staff as prescribed in this Decision shall be allocated within the annual state budget according to the provisions of the State Budget Law.
Article 3
1. This Decision shall take effect 45 days from the date of issuance.
2. The preferential allowance for statistical work staff as prescribed in this Decision shall be applied starting from April 1, 2009.
Article 4. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to guide the implementation of this Decision.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
