CIRCULAR

REGULATIONS ON PROFESSIONAL STANDARDS FOR INFORMATION TECHNOLOGY SPECIALIST CIVIL SERVANTS

Pursuant to the Civil Servant Law dated November 15, 2010; 11 in 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, use, and management of civil servants;

Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Cadre and Civil Servant Department,

The Minister of Information and Communications issues this Circular on professional standards for information technology specialist civil servants.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the professional standards for information technology specialist civil servants.

Clause 2. This Circular applies to civil servant positions currently working in the field of information technology at public service units and other organizations and individuals related thereto.

Article 2. Interpretation of terms and abbreviations

Point 1. Terms used in this Circular shall be understood as follows:12. Leather shoes a) Information technology training fields include: Computer Science, Electronics and Computer Science, Computer Science, Telecommunications and Computer Networks, Software Engineering, Information Systems, Information Technology, Information Security, Computer Engineering Technology, Communication Technology, Management Information Systems, Computer Engineering, Applied Computer Science, Applied Mathematics, and other fields under the Computer and Information Technology group as defined by the Ministry of Education and Training in the List of Education and Training Level IV - College and University Degree;

b) Related training fields include: Computer Science Education, Electronics and Telecommunications;

c) Information Technology Specialist Civil Servant Grade I includes the following civil servant positions: Information Security Grade I; System Administrator Grade I; Information Technology Inspector Grade I; Software Developer Grade I;

d) Information Technology Specialist Civil Servant Grade II includes the following civil servant positions: Information Security Grade II; System Administrator Grade II; Information Technology Inspector Grade II; Software Developer Grade II;No.e) Information Technology Specialist Civil Servant Grade III includes the following civil servant positions: Information Security Grade III; System Administrator Grade III; Information Technology Inspector Grade III; Software Developer Grade III;

f) Information Technology Specialist Civil Servant Grade IV includes the following civil servant positions: System Administrator Grade IV; Software Developer Grade IV.

a) IT: Information Technology;

e) Circular No. 01/2014/TT-BGDĐT: Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Minister of Education and Training on the Six-Level Foreign Language Competency Framework for Vietnam.

2. Master the viewpoints, policies, guidelines, and resolutions of the Party and State laws concerning the specialized field; 11 3. Be honest, objective, and have a high sense of responsibility towards assigned tasks; fulfill all duties of a civil servant in professional activities.

4. Have a strong sense of moral cultivation, maintain professional integrity, honor, and reputation; refrain from exploiting job positions or assigned tasks for personal gain; foster unity, creativity, willingness to learn new things, and self-improvement; have a cooperative spirit, assist colleagues, share work experiences; actively participate in scientific research projects, technical innovations to develop the profession and enhance competence.

Article 3. General standards for professional ethics

1. Implement the Party’s guidelines, policies, and state laws, as well as industry and local regulations on information and communications.

5. Adhere to laws on state secrets protection; ensure information security and confidentiality, and national defense and security.

3. Truthful, objective, with a high sense of responsibility for the assigned work; fulfill all obligations of a civil servant in professional activities.

4. Be conscious of cultivating ethics, maintaining professional integrity, honor, and reputation; not to abuse the position or assigned tasks for personal gain; be united, creative, willing to learn new things, and improve qualifications.shall Be aware of cooperation, support colleagues, share experiences in work; actively participate in scientific research topics, technical improvements to develop the profession and enhance qualifications.

Adhere to laws on protecting state secrets; ensure the safety, confidentiality of information and national defense and security.

Chapter II

OCCUPATIONAL STANDARDS

Section 1. INFORMATION SECURITY OCCUPATIONAL TITLES

Article 4. Level I Information Security

1. Duties:

a) Direct the organization to analyze and designpolicies information systems ensuring security for specialized databases, integrated databases at national, sectoral, inter-sectoral, ministry level, or economic zones, or inter-provincial, provincial levels;

b) Direct the development of plans to protect information systems, establish regulations and procedures for information security;

c) Organize or participate in organizing the review of projects and programs on information security for information systems, specialized databases, integrated databases. Participate in appraising initiatives, inventions, and scientific research results on information security, information technology, and IT applications in practice;

d) Lead the implementation of projects and programs; directly or participate in resolving complex issues related to information security projects involving multiple IT technical sectors. Directly participate in maintaining, servicing, and repairing security systems for information systems of units and sectors according to assigned tasks. Resolve software system security incidents, information systems, and databases when requested;

đ) Lead the compilation of technical guidelines, procedures, standards; set technical norms in analyzing, designingpolicies and deploying information security systems;policies and implement information security systems;

e) Lead or participate in building strategic programs and projects for developing information security systems within the sector. Develop information confidentiality policies;

g) Lead or participate in setting research science objectives, training programs for information security, information technology for staff, civil servants, and officials of the sector; lead or participate in compiling training materials, textbooks, and teaching information security, information technology for staff, civil servants, and officials of the sector;toinformation technology for officials, civil servants, and civil employees in the sector;

h) Lead or participate in applied IT research topics; summarize experiences in technical management and IT application deployment in practice;

i) Lead professional and vocational summaries; draft contents for domestic and international professional conferences;n lboth domestically and internationally;

k) Lead the establishment of objectives, contents, programs, materials, and organize vocational training for Level II Information Security officers;

l) Participate in the council reviewing the appointment or promotion of positions or ranks for Level II Information Security officers.

2. Qualifications regarding education and training:

a) Hold a master's degree or higher in fields related to information technology education;logohave a master's degree or higher in relevant fields of information technology;

b) Have a foreign language proficiency level of 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for training to meet the criteria for the Information Security Level I position. rockmeet the criteria for the Information Security Officer Grade I position.

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

c) Officers promoted from the Information Security Level II position to the Information Security Level I position must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum cumulative tenure of 06 (six) years (from 72 months) in the Information Security Level II position and equivalent positions, including at least 02 (two) years (from 24 months) in the Information Security Level II position.

Article 5. Level II Information Security

1. Duties:

a) Take the lead in organizing the analysis and design of systems to ensure security for information systems, specialized databases, integrated databases at national, sectoral, inter-sectoral, ministry levels, or for economic zones or inter-provincial, provincial levels;

b) Take the lead or participate in building plans to protect information systems;

c) Take the lead or participate in building regulations and procedures on information security;

d) Organize or participate in organizing the review of projects and programs on information security for information systems, specialized databases, integrated databases. Participate in appraising initiatives, inventions, and scientific research results on information security, information technology, and IT applications in practice;

đ) Take the lead or participate in organizing the implementation of projects and programs; directly or participate in resolving complex issues related to information security projects involving multiple IT technical fields. Directly participate in maintaining, servicing, and repairing security systems for information systems of units and sectors according to assigned tasks. Resolve incidents regarding software system security, information systems, databases when required;n lprotect software systems, information systems, databases when required;

e) Take the lead or participate in compiling technical guidance documents, procedures, standards; establish economic-technical norms in analyzing, designing, and deploying information security systems;

g) Take the lead or participate in building strategic programs and projects for developing information security systems within the sector. Participate in establishing information confidentiality policies;

h) Take the lead or participate in building objectives, scientific research programs, training and development programs on information security, information technology for cadres, civil servants, and employees of the sector; take the lead or participate in compiling training materials and textbooks, participate in teaching information security, information technology for cadres, civil servants, and employees of the sector;

i) Take the lead or participate in applied IT research topics; summarize experiences in technical management and implementing IT applications in practice;

k) Summarize professional business knowledge; participate in preparing content for professional seminars both domestically and internationally; trboth domestically and internationally;

l) Guide business operations for lower-level Information Security officers;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

b) Have a level 3 (B) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;1c) Hold a certificate for standard position training for Level II Information Security;

b) Effectively perform tasks as prescribed by laws on information technology, information security, and other relevant laws;

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

c) Officers promoted from Level III Information Security to Level II Information Security must meet all requirements set out in Clause 2 and Clause 3 of this Article and have a minimum total tenure of 09 (nine) years (from 108 months) in the Level III Information Security position and equivalent positions, including at least 03 (three) years (from 36 months) in the Level III Information Security position;

Article 6. Level III Information Security

a) Directly participate in maintaining, servicing, and repairing security systems for information systems of units and sectors according to assigned tasks. Resolve incidents regarding software system security, information systems, databases when required;

b) Directly build standard response and incident handling procedures for computers;

c) Participate in compiling technical guidance documents, procedures, standards; establish economic-technical norms in analyzing, designing, and deploying information security systems;

d) Participate in building strategic programs and projects for developing information security systems within the sector;

đ) Participate in building objectives, scientific research programs, training and development programs on information security, information technology for cadres, civil servants, and employees of the sector; participate in compiling training materials and textbooks, participate in teaching information security, information technology for cadres, civil servants, and employees of the sector;

e) Take the lead or participate in applied IT research topics; summarize, draw lessons from professional business knowledge, technical management, and implementing IT applications in practice;

e) Lead or participate in applied information technology research projects; summarize, draw lessons from professional and operational experience, technical management, and implement applications of information technology in practice; in practical situations;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

b) Have a level 2 (A2) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;12. Leather shoes c) Hold a certificate for standard position training for Level III Information Security.

c) Hold a certificate for Information Security Officer Grade III standards training;

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

c) Officers promoted from Level III Information Security to Level II Information Security must meet all requirements set out in Clause 2 and Clause 3 of this Article and have a minimum total tenure of 09 (nine) years (from 108 months) in the Level III Information Security position and equivalent positions, including at least 03 (three) years (from 36 months) in the Level III Information Security position;

Mục 2. TITLE OF SYSTEM ADMINISTRATOR

Article 7. System Administrator Level I

1. Duties:

a) Direct the organization of management of information technology services, administration of information networks, computer networks for the entire sector, inter-sectoral, ministry level, or for economic regions or inter-provincial, provincial levels.无效b) Organize or participate in organizing the review of projects and plans regarding information networks, computer networks at the sectoral, inter-sectoral, provincial levels. Participate in appraising initiatives, inventions, and research results on information technology and its applications in practice.

c) Direct the implementation of projects and plans; directly or participate in resolving complex issues related to architectural projects involving multiple information technology engineering fields and assigned tasks. Directly participate in maintaining, operating, and servicing information networks, computer networks of units and sectors according to assigned tasks. Resolve network issues when required.

d) Chair the compilation of technical guidance materials, procedures, standards; establish economic-technical norms in analyzing and designing information networks, computer networks.n lđ) Chair or participate in developing programs and strategic projects for information network development within the sector.

e) Chair or participate in applied information technology research topics; participate in developing projects for information technology research work development within the sector.

g) Chair or participate in setting training objectives, programs for information technology capacity building for sector staff; chair or participate in compiling training materials and courses, participate in teaching information technology to sector staff.

h) Prepare content for domestic and international business exchanges on system administration.

i) Summarize and draw lessons from professional, business, technical management, and practical application of information technology.k) Develop objectives, programs, materials, and organize capacity building for lower-level system administrators.êl) Participate in the review board for appointment or promotion to the position or rank of system administrator below Level I.

2. EDUCATIONAL QUALIFICATIONS AND CAPACITY BUILDING STANDARDS:

a) Hold a master's degree or higher in relevant information technology fields.

c) Have a certificate for capacity building for the System Administrator Level I title.n lc) Staff promoted from the System Administrator Level II position to the System Administrator Level I position must fully meet the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the System Administrator Level II position and equivalent positions of six years (from seventy-two months), including at least two years (from twenty-four months) holding the System Administrator Level II position.

Article 8. System Administrator Level II

a) Chair the organization of management of information technology services, administration of information networks, computer networks for the sector, inter-sectoral, ministry level, or for economic regions or inter-provincial, provincial levels. rockb) Organize or participate in organizing the review of projects and plans regarding information networks, computer networks at the sectoral, inter-sectoral, provincial levels. Participate in appraising initiatives, inventions, and research results on information technology and its applications in practice.

c) Directly participate in maintaining, servicing, and servicing information networks, computer networks of units and sectors according to assigned tasks.

b) Have a foreign language proficiency level of 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Chair the compilation of technical guidance materials, procedures, standards, establish economic-technical norms in analyzing and designing information networks, computer networks.无效 e) Chair or participate in developing training objectives, programs for information technology capacity building for sector staff; chair or participate in compiling training materials and courses, participate in teaching information technology to sector staff.

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

g) Chair or participate in applied information technology research topics; participate in developing projects for information technology research work development within the sector.

h) Summarize and draw lessons from professional, business, technical management, and practical application of information technology.

1. Duties:

i) Participate in compiling programs, materials and organizing capacity building for lower-level system administrators.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsk) Participate in preparing content and exchanging business on system administration domestically and internationally.

c) Have a certificate for capacity building for the System Administrator Level II title.policiesc) Staff promoted from the System Administrator Level III position to the System Administrator Level II position must fully meet the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the System Administrator Level III position and equivalent positions of nine years (from one hundred eight months), including at least three years (from thirty-six months) holding the System Administrator Level III position. in practical situations;

c) Directly participate in maintaining, servicing, and repairing communication networks, computer networks of the unit or sector according to assigned tasks;

d) Lead or participate in compiling technical guidance materials, procedures, and norms in analyzing and designing communication networks, computer networks;

g) Chair or participate in setting training objectives, programs for information technology capacity building for sector staff; chair or participate in compiling training materials and courses, participate in teaching information technology to sector staff.

e) LDeputy ministers of ministerial-level agencies, Lead or participate in building training programs for information technology for officials, civil servants, and civil employees in the sector; lead or participate in compiling teaching materials, textbooks, and teaching information technology to officials, civil servants, and civil employees in the sector;

g) Lead or participate in applied information technology research projects; participate in developing projects for the development of information technology research work in the sector;

h) Summarize, draw lessons from professional and operational experience, technical management, and implement applications of information technology in practical situations;

i) Participate in compiling programs, materials, and organizing training for lower-grade System Administrators;

k) Participate in preparing content and exchanging system administration skills both domestically and internationally.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

c) Cshall have a level 3 (B1) foreign language proficiency;1c) Hold a certificate for standard position training for Level II Information Security;

c) Hold a certificate for System Administrator Grade II standards training;

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

c) A civil servant promoted from the System Administrator Grade III position to the System Administrator Grade II position must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have at least nine years (from 108 months) in holding the System Administrator Grade III position and equivalent positions, including at least three years (from 36 months) in holding the System Administrator Grade III position.

Article 9. System Administrator Level III

1. Duties:

a) Participate in managing information technology services, maintaining, administering, directly configuring, and monitoring computer networks including hardware, system software, application software, and all other configurations according to assigned tasks;

b) Participate in reviewing projects and plans related to information networks and computer networks;

c) Directly participate in maintaining, servicing, and repairing information networks and computer networks of units and sectors according to assigned tasks. Resolve network issues when requested;

d) Participate in compiling technical guidance documents, procedures, and norms in analyzing and designing information networks and computer networks;

đ) Participate in training information technology for officials, civil servants, and employees of the sector; lead or participate in compiling training materials and textbooks, and teach information technology to officials, civil servants, and employees of the sector;c, viên chức of the sector; lead or participate in compiling training materials and textbooks, and teach information technology to officials, civil servants, and employees of the sector;

e) Lead or participate in research topics on applied information technology; participate in building projects to develop information technology research work in the sector. Summarize professional experience, management techniques, and practical applications of information technology.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

b) Have a foreign language proficiency level of 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for standard position training for System Administrator Level III.

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

c) Employees who are promoted from the title of System Administrator Level IV to System Administrator Level III must fully meet the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the title of System Administrator Level IV and equivalent titles of 03 (three) years (from 36 months), including at least 01 (one) year (from 12 months) holding the title of System Administrator Level IV.

Article 10. System Administrator Level IV

1. Duties:

a) Directly participate in maintaining,n lservicing, andn lmaintaining information networks and computer networks of units and sectors according to assigned tasks;

b) Operate network systems; monitor, detect errors; track access frequencies through specialized programs; resolve simple faults;õa) Hold a diploma in relevant or closely related fields of information technology education at the college level or higher;

2. Qualifications regarding education and training:

c) Hold a certificate for standard position training for System Administrator Level IV.1c) Hold a certificate for standard position training for Level II Information Security;

c) Hold a certificate for standard position training for System Administrator Level IV.

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

Section 3. INFORMATION TECHNOLOGY AUDITOR TITLES

Article 11. Information Technology Auditor Level I

1. Duties:

a) Inspect and evaluate compliance with requirements, regulations, and policies on information technology and cybersecurity of agencies, organizations, and information systems;June 2024;b) Direct the implementation or directly assess the quality of results of information technology/cybersecurity projects according to objectives, technical designs of project files, and established standards and norms (SNo.n products may include infrastructure equipment, system software, application software...);

c) Participate in appraising inventions, innovations, and scientific research results on information technology/cybersecurity and their practical applications;policies d) Lead in compiling technical guidance documents, procedures, and norms in assessing and inspecting information technology products within ministries, sectors, and localities;n lđ) Lead or participate in developing programs and strategic projects for the development of information technology/cybersecurity applications in the sector;

e) Lead or participate in setting goals, research programs, and training for information technology/cybersecurity for officials, civil servants, and employees of the sector; lead or participate in compiling training materials and textbooks, and teach information technology/cybersecurity to officials, civil servants, and employees of the sector;

g) Lead in summarizing professional experience, drafting content for domestic and international professional seminars;

h) Summarize professional experience, management techniques, and practical applications of information technology/cybersecurity; i) Lead in establishing goals, contents, programs, materials, and organizing training for lower-level Information Technology Auditors;k) Participate in review boards for the appointment or promotion of lower-level Information Technology Auditors.

b) Have a foreign language proficiency level of 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for standard position training for Information Technology Auditor Level I.

b) Effectively perform duties as prescribed by laws on information technology, cybersecurity, and other relevant laws;

c) Employees who are promoted from the title of Information Technology Auditor Level II to Information Technology Auditor Level I must fully meet the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the title of Information Technology Auditor Level II and equivalent titles of 06 (six) years (from 72 months), including at least 02 (two) years (from 24 months) holding the title of Information Technology Auditor Level II.

k) Participate in the review board for appointing or promoting the Information Technology Certification Officer Grade II position for lower-grade civil servants.

2. Qualifications regarding education and training:

c) Directly participate in maintaining, servicing, and servicing information networks, computer networks of units and sectors according to assigned tasks.

b) Have a level 4 (B2) foreign language proficiency as stipulated in CircularNo. 01/2014/TT-BGDĐT;

c) Hold a certificate for Information Technology Certification Officer Grade I standards training;

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

Article 12. Information Technology Inspector Level II

1. Duties:

a) Inspect and evaluate compliance with information technology and cybersecurity requirements, regulations, and policies of agencies, organizations, and information systems.

b) Lead the organization and implementation or directly assess the quality of results of IT/Cybersecurity projects according to their intended purposes, technical designs outlined in project proposals, and established standards (Inspection products may include infrastructure equipment, system software, application software...).

e) Lead or participate in setting goals, research programs, and training for information technology/cybersecurity for officials, civil servants, and employees of the sector; lead or participate in compiling training materials and textbooks, and teach information technology/cybersecurity to officials, civil servants, and employees of the sector;

d) Lead or participate in compiling technical guidance documents, procedures, and norms for economic and technical assessments of IT products within ministries, sectors, and localities.

đ) Lead or participate in developing programs and strategic projects for the development of IT/Cybersecurity applications within the sector.

e) Lead or participate in setting research science goals, training programs for IT staff in the sector; lead or participate in compiling training materials and courses, and teaching IT to officials, civil servants, and employees in the sector.

g) Lead or participate in scientific research topics on IT/Cybersecurity applications; summarize and draw lessons from professional and operational experiences, technical management, and practical IT/Cybersecurity applications; prepare content for domestic and international specialized workshops.n lq) Manage technical operations and implement IT/Cybersecurity applications in practice.

i) Guide operational practices for Information Technology Inspectors of lower levels.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

b) Have a level 3 (B) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;1c) Hold a certificate for standard position training for Level II Information Security;

c) Hold a certificate for training to meet the criteria of Information Technology Inspector Level II.

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

c) Officers promoted from Level III Information Security to Level II Information Security must meet all requirements set out in Clause 2 and Clause 3 of this Article and have a minimum total tenure of 09 (nine) years (from 108 months) in the Level III Information Security position and equivalent positions, including at least 03 (three) years (from 36 months) in the Level III Information Security position;

c) An officer promoted from the Information Technology Inspector Level III to Level II must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have at least nine years (from 108 months) in holding the Information Technology Inspector Level III position and equivalent positions, including at least three years (from 36 months) in the Information Technology Inspector Level III position.

Article 13. Information Technology Inspector Level III

1. Duties:

a) Inspect and evaluate compliance with information technology and cybersecurity requirements, regulations, and policies of agencies, organizations, and information systems.

c) Hold a certificate for training to meet the criteria of Information Technology Inspector Level III.

3. Qualifications regarding professional expertise and skills:

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

Section 4. SOFTWARE DEVELOPMENT TITLES

Article 14. Software Developer Level I

1. Duties:

a) Lead the analysis of requirements in the design of information systems, databases, and application software systems to program in suitable languages.

b) Organize or participate in organizing reviews of projects and proposals for information systems, specialized databases, integrated databases, and application software. Participate in appraising innovations, inventions, and research outcomes on IT and its applications in practice.

c) Lead the implementation of projects; directly or participate in resolving complex issues of IT projects. Directly participate in programming for databases, information systems, and application software of the unit or sector according to assigned tasks. Resolve system issues during programming when required. Analyze the relationship and dependency between database management systems; develop systems, extract information, and generate reports as required.

d) Lead the compilation of technical guidance documents, procedures, and norms for economic and technical analysis, design, and programming of software systems.policies - economic and technical norms in the analysis, design, and programming of software systems.

đ) Lead or participate in developing programs and strategic projects for the integration of information systems, databases, and application software within the sector.

k) Participate in review boards for the appointment or promotion of Software Developers of lower levels.

a) Be proficient in professional duties related to the organizational and operational activities of the sector, locality, unit, and relevant facilities concerning assigned tasks;

b) Effectively perform tasks in accordance with laws on information technology and other relevant laws;

c) An officer promoted from the Software Developer Level II to Level I must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have at least six years (from 72 months) in holding the Software Developer Level II position and equivalent positions, including at least two years (from 24 months) in the Software Developer Level II position.

Article 15. Development of Software Level II

1. Duties:

a) Directly implement the analysis of requirements in the designs of information systems, databases, software application systems, and proceed with programming according to appropriate languages;

b) Participate in compiling technical guidance documents, procedural regulations, and establishing economic-technical norms in the analysis, design, and programming of software systems;policies applied information technology research projects; summarize, draw lessons from professional and operational experience, technical management, and implement applications of information technology in practical situations; participate in preparing content for specialized operational seminars

c) Maintain and handle issues related to software systems;

d) Lead or participate in research topics on applied information technology sciences; summarize and draw lessons from professional and business practices, technical management, and the practical application of information technology; participate in preparing content for domestic and international specialized seminars;both domestically and internationally; in related to assigned tasks;

đ) Guide business operations for lower-level software development officers.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in relevant or closely related fields of information technology;

b) Have a level 3 (B) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;1c) Hold a certificate for standard position training for Level II Information Security;

Article 16. Development of Software Level III

1. Duties:

Article 17. Development of Software Level IV

1. Tasks

a) Participate in analyzing requirements in the designs of information systems, databases, software application systems, and proceed with programming according to appropriate languages;

b) Participate in compiling technical guidance documents, procedural regulations, and establishing economic-technical norms about programming software systems;

c) Maintain and handle issues related to software systems;

d) Participate in compiling technical guidance documents, operational procedures of software systems; participate in summarizing professional and business practices;đ) Participate in researching scientific topics at the grassroots level and technical improvements related to activities in the field of information technology;

2. Training and Refresher Course Standards

Hold a diploma in relevant or closely related fields of information technology or higher;

a) Hold a master's degree or higher in fields related to information technology education;logoc) Hold a certificate for standard position training for Software Development Level IV.

Chapter III

IMPLEMENTING PROVISIONS

Article 18. Effective Date

1. This Circular serves as the basis for implementing recruitment, utilization, management, and training and refresher courses for information technology professionals in public service units.

Article 19. Implementation

2. Public service units shall base their recruitment, utilization, and management of staff on the provisions of this Circular, in accordance with the provisions of this Circular.

a) Review job positions in the unit, develop plans to appoint to corresponding professional positions within units under their management authority, submit to the competent authority for review and decision-making or decide according to their authority;

3. The heads of public service units directly managing and utilizing civil servants shall be responsible for:

d) Examine and propose the Ministry of Home Affairs to appoint to professional positions and grade salaries for Grade I employees;tođ) Regularly report the results of appointments and salary grading for employees in public service units under their management to the Ministry of Information and Communications and the Ministry of Home Affairs before December 10 each year.

5. Non-public institutions, organizations, and units may apply the provisions of this document for recruitment, utilization, and management of personnel.

Article 20. Responsibility for Implementation

1. The Minister, head of a ministerial-level agency, head of an agency under the Government, and the Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Circular.
