Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;
BASED ON Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum amount of knowledge and requirements for competencies that students must achieve upon graduation from vocational college and higher vocational school levels;
At the proposal of the Director General of the Vocational Education Department,
The Minister of Labor, Invalids and Social Affairs issues this Circular to stipulate the minimum amount of knowledge and requirements for competencies that students must achieve upon graduation from vocational college and higher vocational school levels in groups of professions in the fields of architectural engineering technology, construction engineering, mechanical engineering, electrical engineering, electronics, communications, and chemistry.
Article 1. Along with this Circular, the Regulations on the minimum amount of knowledge and requirements for competencies that students must achieve upon graduation from vocational college and higher vocational school levels for professions in the fields of architectural engineering technology, construction engineering, mechanical engineering, electrical engineering, electronics, communications, and chemistry are issued for application at vocational colleges, higher vocational schools, and universities offering higher vocational school programs (hereinafter referred to as "schools"), including:
1. Profession: Architectural Engineering Technology;
2. Profession: Construction Engineering Technology;
3. Profession: Mechanical Engineering Technology;
4. Profession: Machine Manufacturing Technology;
5. Profession: Automotive Engineering Technology;
6. Profession: Mechatronics Engineering Technology;
7. Profession: Electrical and Electronics Engineering Technology;
8. Profession: Electronics and Telecommunications Engineering Technology;
9. Profession: Control and Automation Engineering Technology;
10. Profession: Chemical Engineering Technology;
11. Profession: Dyeing Chemical Technology;
12. Profession: Biotechnology.
Article 2. DELEGATING THE TOTAL DIRECTOR OF THE GENERAL DEPARTMENT OF VOCATIONAL EDUCATION TO ISSUE DETAILED REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM VOCATIONAL COLLEGE AND HIGHER VOCATIONAL SCHOOL LEVELS FOR EACH JOB POSITION ACCORDING TO EACH TRAINING PROFESSION AS STIPULATED IN Article 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS APPLICABLE TO THEIR OWN INSTITUTIONS.
Article 3. This Circular shall take effect from February 10, 2019.
Ministries, ministerial-level agencies, agencies under the Government, political-social organizations, People's Committees of provinces and centrally-run cities having schools under their jurisdiction; schools registered to operate vocational education and training at the vocational college and higher vocational school levels for the professions specified in Article 1 of this Circular, and other related organizations and individuals are responsible for implementing this Circular./.
