CIRCULAR

Issuing 03 National Technical Regulations

on batteries, engines for electric bicycles

and engines for motorcycles, electric motorbikes

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Article 1. Amending and supplementing certain provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology on the announcement of conformity to standards, announcement of conformity to technical regulations, and methods for assessing compliance with standards and technical regulations, which have been amended and supplemented by Circular No. 02/2017/TT-BKHCN dated March 31, 2017

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

The Minister of Transport issues this Circular amending and supplementing certain articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018, issued by the Minister of Transport on quality inspection, technical safety, and environmental protection for railway transportation vehicles, and Circular No. 18/2019/TT-BGTVT dated May 20, 2019, issued by the Minister of Transport guiding the implementation of Decree No. 139/2018/NĐ-CP dated October 8, 2018, of the Government on business operations of vehicle inspection services.

The Minister of Transport issues this Circular to issue 03 National Technical Regulations on batteries, engines for electric bicycles and engines for motorcycles, electric motorbikes.

Article 1. Attached to this Circular are 03 National Technical Regulations:

1. National Technical Regulation on engines for electric bicycles;

Code: QCVN 75:2019/BGTVT.

2.  National Technical Regulation on batteries for electric bicycles;

Code: QCVN 76:2019/BGTVT.

Code: QCVN 90:2019/BGTVT.

Article 2. This Circular takes effect from May 10, 2020 and revokes: Circular 40/2014/TT-BGTVT dated September 15, 2014 issued by the Minister of Transport on national technical regulations on engines for electric bicycles and national technical regulations on batteries for electric bicycles; Clause 1, Article 1 of Circular 82/2015/TT-BGTVT dated December 30, 2015 issued by the Minister of Transport on national technical regulations on engines for motorcycles, electric motorbikes.

Article 3. "The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Vehicle Inspection Agency, and the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./."
