CIRCULAR
Issuing National Technical Regulations on
mercury content in fluorescent lamps
Pursuant to the Minamata Convention on Mercury;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
The Government issues this Decree amending and supplementing the list of narcotic substances and precursors promulgated together with Decree No. 57/2022/NĐ-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.
Pursuant to the Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Technical Standards and Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Implementing the Resolution No. 52/NQ-CP dated June 21, 2017 of the Government approving the Minamata Convention on Mercury;
At the proposal of the Director of the Chemicals Administration;
The Minister of Industry and Trade promulgates this Circular on National Technical Regulation on Mercury Content in Fluorescent Lamps.
Article 1. This Circular annexes the National Technical Regulation on Mercury Content in Fluorescent Lamps.
Code: QCVN 02:2020/BCT.
Article 2. This Circular takes effect from July 1, 2022.
Article 3. Implementation Organization
1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.
2. Heads of the Ministry's Office; Directors of the Chemicals Department; Directors of Industry and Trade Departments of provinces and centrally governed cities; Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade for guidance or study for amendment and supplementation as appropriate./.
