Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and subsequent amendments and supplements;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

At the proposal of the Director of the Science-Technology and Environment Department and the Director of the Vietnam Vehicle Inspection Agency;

The Minister of Transport issues this Circular on National Technical Regulations on quality, technical safety, and environmental protection for specialized motorcycles

Article 1. Attached to this Circular are National Technical Regulations on quality, technical safety, and environmental protection for specialized motorcycles.

Registration code: QCVN 13:2023/BGTVT.

Article 2. Implementation clause

1. This Circular takes effect from July 1, 2024.

2. This Circular abolishes Clause 5 of Article 1 of Circular No. 56/2011/TT-BGTVT dated July 11, 2011 issued by the Minister of Transport on six National Technical Regulations on road motor vehicles.

3. Transitional Provisions

a) Certificates of quality and technical safety and environmental protection for specialized motorcycles, Factory Release Certificates or Acceptance Reports for modifications issued according to Technical Regulation QCVN 13:2011/BGTVT shall continue to be valid until their expiration date;

b) For imported specialized motorcycles with arrival dates at ports or border gates of Vietnam prior to the effective date of QCVN 13:2023/BGTVT, QCVN 13:2011/BGTVT shall apply.

Article 3. Implementation Organization

The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments, the Director of the Vietnam Vehicle Inspection Agency, the Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
