CIRCULAR
Regulations on Managing Secondary School Students in the People's Public Security Force
Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Training Department;
The Minister of Public Security issues this Circular stipulating the management of secondary school students in the People's Public Security Force.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability

This Circular stipulates principles, contents, and activities related to student management; rights and obligations of students; allocation of responsibilities for managing secondary school students in the People's Public Security Force.

a) Vietnamese students and foreign students studying the secondary education program; foreign students studying the Vietnamese language enhancement program and reviewing middle school cultural knowledge at the Cultural School.
b) Units under the Ministry of Public Security, public security agencies of provinces and centrally-administered cities (hereinafter referred to as public security units and localities).
Article 2. Principles of Student Management
1. Adhering to the Party’s policies and guidelines, state policies and laws, regulations of the Ministry of Education and Training, the Ministry of Public Security, and the school.
2. Ensuring discipline, regularity, unity, and comprehensiveness.
3. Combining closely various management measures with the application of educational activity rules, prioritizing education; mobilizing the participation of units, organizations, individuals, and families in student management work.
4. Promoting self-awareness and self-management among students.
5. Respecting customs, traditions, and cultural identities of each country and ethnic group; maintaining and promoting friendly relations and solidarity between Vietnam and countries where students are studying.
Article 3. Contents of Student Management Work
1. Organizing enrollment, receiving applications, and handling administrative matters during the enrollment process for students; arranging students into classes; recognizing class officers (class president, vice-president), team officers (team leader, vice-leader); arranging accommodation for students.
2. Managing students' academic activities, training, and movements:
a) Managing, updating, supplementing, and utilizing students' records;
b) Organizing opening sessions at the beginning of the semester and school year for students to study and research relevant documents from the Party, State, Ministry of Public Security, and the school concerning their academic activities, training, and participation in movements;
c) Organizing physical exercise and health training activities for students; conducting political ideology, ethics, and cultural lifestyle education for students;
d) Monitoring and evaluating students' awareness, attitudes towards self-study, training, and participation in activities and movements; assessing training results and ranking student collectives; organizing commendation and rewards for outstanding collectives and individuals, and disciplinary actions for students violating regulations; organizing regular dialogues between the Principal and students; collecting feedback from students on the school's educational management work;
đ) Organizing extracurricular self-study activities; creating mechanisms and encouraging students to participate in competitions; motivating students to help each other in studies and training, building civilized and cultural lifestyles;
e) Implementing policies and benefits for students as prescribed; visiting, encouraging, and assisting students with difficult circumstances and those who are beneficiaries of social policies; resolving complaints and reports related to students;
g) Organizing training in police orders for students; participating in cultural, artistic, sports activities, and clubs both within and outside the school; participating in social and charitable activities for community welfare;
h) Proposing the establishment of mass organizations; implementing Party development and Ho Chi Minh Communist Youth League work among students;
i) Implementing school health work, organizing health check-ups for students upon enrollment; caring for, preventing diseases, and conducting regular health checks for students; proposing solutions for cases that do not meet health standards for study and training; organizing students to participate in labor and environmental sanitation activities;
k) Organizing students to take turns on duty and guard shifts, ready to accept tasks when required by superiors;
l) Resolving other issues related to students as prescribed.
3. Ensuring security and order in the surrounding areas of the school; disseminating, popularizing, and educating the law; guiding students on fire safety, traffic safety, crime prevention, drug abuse prevention, and other activities related to students.
4. Processing procedures to propose competent authorities to issue and extend visas for foreign students.
5. Receiving and transferring foreign students; exchanging information about the management of foreign students; implementing policies and benefits for foreign students.
6. Understanding the situation of students, confirming compliance with the Party's policies and guidelines, state policies and laws, and local regulations during students' summer and Tet holidays.
Chapter II
SPECIFIC PROVISIONS
Article 4. Rights and Obligations of Students
1. Rights of students:
a) Enjoying the rights stipulated in Article 35 of Circular No. 32/2020/TT-BGDĐT dated September 15, 2020 issued by the Minister of Education and Training on the Charter of Secondary Schools and High Schools and Multi-grade Schools (hereinafter referred to as Circular No. 32/2020/TT-BGDĐT);
b) Enjoying material support standards and regulations for living conditions in the People's Public Security Force.
2. Obligations of students:
a) Fulfilling tasks prescribed in Article 34 of Circular No. 32/2020/TT-BGDĐT;
b) Strictly adhering to regulations of the Ministry of Public Security and school rules and regulations.
Article 5. Organization of Student Units
1. Student units within the school are organized into classes and groups. Each class shall not exceed 35 students, including class officers consisting of a Class President and from 01 to 02 Vice Presidents; group officers consisting of a Group Leader and 01 Deputy Leader.
2. Class officers and group officers are elected or nominated by students; the class collective organizes a trust vote at the beginning of each academic year. The voting results serve as one of the bases for the Principal to decide on recognizing and assigning duties to class officers and group officers.
Article 6. Duty Roster and Guard Duty Organization
1. The entire school student duty roster is managed by the unit commander assigned the responsibility to manage students. The class-level student duty roster is managed by the student management officer.
2. The class duty roster is managed by the class officers, with the task of assisting the student management officer in keeping track of student numbers, situations, proposing solutions and handling requests related to duty roster, guard duty, and student management.
3. The Principal specifies the student duty roster and guard duty work to ensure suitability with the age characteristics of students and the requirements and management tasks of the school.
Article 7. Daily Activity Schedule
1. Students carry out daily activities according to the schedule decided by the Principal.
2. The time for organizing activities is flexibly adjusted according to the season, ensuring suitability with the age of students, creating conditions for students to participate in physical development activities.
Article 8. Leave Regulations
1. Students are entitled to leave during Tet holidays, public holidays, and summer vacation as prescribed by the State.
2. The Principal decides on other leave cases for students ensuring humanistic considerations and suitability with local customs and traditions, ethnic groups, regions, and areas.
Article 9. Content, Grading Scale, and Method of Evaluating Discipline Results
1. Content of Discipline Evaluation:
a) Political viewpoint, moral character; ethics, lifestyle; community relations;
b) Awareness, attitude, and compliance with the regulations of the People's Public Security Force, relevant regulations concerning students;
c) Awareness, attitude, and learning outcomes;
d) Awareness, attitude, and participation in collective activities and mass movements both inside and outside the school;
e) Awareness, attitude, and completion of assigned tasks.
2. The Principal details the grading scale and criteria for evaluating the contents specified in Clause 1 of this Article, suitable for the student population and the educational objectives of the school.
3. Evaluation Methods:
a) Monthly discipline points are the total points achieved according to the scale specified in Clause 2 of this Article;
b) Semester discipline points are the average of monthly discipline points in the semester plus bonus points (if any);
c) The discipline points of students specified in point a and b of this clause are evaluated on a scale of 10 and rounded to one decimal place.
4. The discipline results of students in each semester are evaluated at four levels:
a) Excellent: From 8.0 points to 10 points;
b) Good: From 6.5 points to less than 8.0 points;
c) Satisfactory: From 5.0 points to less than 6.5 points;
d) Unsatisfactory: Less than 5.0 points.
5. The annual discipline results of students are evaluated according to the provisions at point b of Clause 2 of Article 8 of Circular No. 22/2021/TT-BGDĐT dated July 20, 2021 issued by the Minister of Education and Training on the evaluation of secondary school and high school students (hereinafter referred to as Circular No. 22/2021/TT-BGDĐT).
Article 10. Evaluation of training results for specific cases
1. Evaluation of semester training results for students subject to disciplinary action:
a) At the time of evaluation, if the student has not been recognized as having improved, the training result of the student shall be evaluated at the level of Not Achieved;
b) At the time of evaluation, if the student has been recognized as having improved, the training result of the student shall be evaluated based on the semester training points but shall not exceed the Achieved level;
c) In the preceding semester, if the student has not been recognized as having improved and in the subsequent semester up to the time of evaluation, the student has been recognized as having improved (for the disciplinary form of the preceding semester), then the student's training result shall be evaluated as if the student had not violated discipline in that semester.
2. Students who take leave at the request of the competent authority to perform political tasks, participate in competitions, tournaments, movements, and common activities shall be evaluated based on the duration of the summons, requirements, and results of the assigned tasks.
3. Organize for students to train during the summer break according to Article 13 of Circular No. 22/2021/TT-BGDĐT.
Article 11. Bonus Points
1. Subjects eligible for bonus points:
a) Students who win awards in contests organized or initiated by the Ministry of Public Security, central ministries, agencies, provincial Departments of Education and Training, and schools;
b) Students serving as class officers, team officers, League officers;
c) Students recognized by the competent authority for commendation due to outstanding achievements in crime prevention and suppression work, ensuring security and order, disaster prevention, disease control, fire prevention and extinguishing, rescue operations, and social activities.
2. Principles for awarding bonus points:
a) Bonus points are added once to the student’s semester training points. If a student wins an award or receives commendation after the mid-term or annual summary period, the bonus points will be added in the next semester. The total bonus points shall not exceed 15% of the average monthly training points in the semester;
b) For students winning awards in different contests and receiving commendations from various levels, the highest value bonus point range shall apply;
c) For students holding multiple positions or responsibilities, bonus points shall be added once at the highest level.
3. The Director of the Training Department shall stipulate the bonus point levels for the subjects specified in Clause 1 of this Article.
Article 12. Classification of Class Groups
1. Classification of class groups for the academic year includes four levels: Outstandingly Fulfilling Tasks; Excellently Fulfilling Tasks; Fulfilling Tasks; and Not Fulfilling Tasks.
2. A class group Outstandingly Fulfilling Tasks must meet the following criteria:
a) 100% of students have achieved satisfactory grades and training results;
b) At least 20% of students achieve the title of Excellent Student or higher;
c) There is at least one student achieving the title of Outstanding Student;
d) No students are subject to disciplinary action;
đ) The group is united, supportive in studies and training, organizes many competitive activities, and actively participates in campaigns initiated by the Ministry of Public Security, provincial Departments of Education and Training, and schools.
3. A class group Excellently Fulfilling Tasks must meet the criteria set out in points a, b, d, and đ of Clause 2 of this Article.
4. A class group Fulfilling Tasks must meet the following criteria:
a) At least 80% of students have achieved satisfactory grades and training results;
b) No students are subject to disciplinary action involving suspension from school for a limited period;
c) The group is united, supportive in studies and training, and participates in campaigns initiated by the Ministry of Public Security, provincial Departments of Education and Training, and schools.
5. A class group Not Fulfilling Tasks when it does not meet the criteria for a class group Fulfilling Tasks.
Article 13. Withdrawal from School
1. The Principal decides to withdraw students from school and notifies the local police authority where the initial screening took place and hands over the student to their family when the student falls under one of the following circumstances:
a) The student submits a withdrawal request; the request includes the consent of the father, mother, or legal representative;
b) There is a conclusion from a competent health authority regarding the student's lack of health standards to continue studying and training at the school;
c) The student violates the provisions set out in Article 8 of Circular No. 48/2023/TT-BCA dated October 10, 2023, issued by the Minister of Public Security on political standards for public security officers.
2. The Principal decides to withdraw foreign students from school and notifies and hands over the student to the diplomatic mission responsible for training when the student falls under one of the following circumstances:
a) There is a document from the diplomatic mission responsible for training requesting the student's withdrawal;
b) There is a conclusion from a competent health authority regarding the student's lack of health standards to continue studying and training at the school.
Article 14. Awards
1. Commendation of students shall be carried out according to the provisions of Article 15 of Circular No. 22/2021/TT-BGDĐT and Clause 1 of Article 38 of Circular No. 32/2020/TT-BGDĐT.
2. Commendation of class collectives:
a) Award the title "Outstanding Collective" to class collectives achieving the classification level "Collective Successfully Completed Outstanding Tasks";
b) Award the title "Advanced Collective" to class collectives achieving the classification level "Collective Successfully Completed Good Tasks".
3. The Principal presents commendation certificates to: Outstanding Students, Excellent Students; Outstanding Collectives; Advanced Collectives.
Article 15. Handling Violations
1. Handling violations by students shall be carried out according to the provisions of Clause 2 of Article 38 of Circular No. 32/2020/TT-BGDĐT.
2. The Director of the Training Department issues a framework for handling student violations; aggravating and mitigating circumstances; methods for handling violations.
Article 16. Responsibilities of the Board of Directors
1. The Principal is responsible before the Director of the Training Department for all educational management work related to students of the school; detailing legal normative documents, directives, and guidance from superiors into regulations, rules, and implementation documents. Based on management requirements and actual conditions of the school, the Principal defines the responsibilities and rights of units and individuals within the Cultural School in managing students; decides the number of classes assigned to direct student managers. At any given time, each direct student manager manages no more than two classes.
2. The Deputy Principal in charge of student management is responsible before the Principal for the area entrusted, has the responsibility to direct functional units of the school to study proposals, plans, and measures to implement regulations on student management issued by the Ministry of Education and Training and the Ministry of Public Security; coordinates with other Deputy Principals to organize the implementation of various aspects of student education management work of the school.
3. Other Deputy Principals in charge of other areas of work, based on assigned tasks, have the responsibility to lead functional units, Party organizations, and mass organizations to cooperate with units tasked with managing students to carry out various aspects of student education management work.
Article 17. Responsibilities of the Training Bureau
The Training Bureau shall be responsible to the Minister of Public Security for managing secondary school students in the People's Public Security Force; coordinate with the Foreign Relations Bureau and the representative office of the sending country or the representative office of the Ministry of Public Security of Vietnam abroad (in cases where the sending country does not have a representative office in Vietnam) to organize the implementation of tasks specified in Clause 5, Article 3 of this Circular.
Article 18. Responsibilities of Local Public Security Organs
1. The local public security organ where the school is located shall take the lead in organizing the implementation of the tasks specified in Clause 3, Article 3 of this Circular; coordinate in implementing the tasks specified in Clause 4, Article 3 of this Circular.
2. The public security organ at the commune level where the student resides shall cooperate with the Cultural School to organize the implementation of the tasks specified in Clause 6, Article 3 of this Circular.
Article 19. Information Reporting System
1. The Cultural School shall report on the management work of secondary school students in the People's Public Security Force to the Training Bureau before the 20th day of each month (the reporting time shall be carried out according to the information reporting system regulations in the People's Public Security Force).
2. Before the last day of the third month of each quarter, the Training Bureau shall notify the situation of educational management of students in the People's Public Security Force, including the management of secondary school students.
Chapter III
IMPLEMENTING PROVISIONS
Article 20. Effective Date
1. This Circular takes effect from August 4, 2025.
2. Decision No. 1603/2007/QĐ-BCA(X14) dated December 14, 2007, issued by the Minister of Public Security on the Regulations on Management and Education of Students in Cultural Schools of the People's Public Security Force, shall cease to be effective from the date this Circular takes effect.
3. Abolish the provisions concerning foreign students studying the secondary education program, the Vietnamese language training program, and middle school cultural knowledge review courses at the Cultural School in Decision No. 1107/2008/QĐ-BCA(X11) dated August 21, 2008, issued by the Minister of Public Security on the Regulations on Management of Foreign Students in Public Security Academies and Schools of Vietnam.
4. When the legal normative documents cited in this Circular are amended, supplemented, or replaced, the relevant contents of this Circular shall also be changed according to the amended, supplemented, replaced, or newly issued documents.
Article 21. Organization of Implementation
1. The Training Bureau shall be responsible for guiding, monitoring, and inspecting the implementation of this Circular.
2. The Cultural School shall disseminate, implement, and organize the implementation of this Circular within the school.
3. In case of difficulties or obstacles during the implementation process, the relevant local public security organs and the Cultural School shall report to the Ministry of Public Security (through the Training Bureau) for timely guidance.
