OF THE MINISTRY OF HEALTH NO. 451-BYT/QD ON JUNE 21, 1984 ESTABLISHING
THE HEALTH GUIDANCE COMMITTEE FOR INDUSTRIES OF THE MINISTRY OF HEALTH.

THE MINISTER OF HEALTH.

Pursuant to Decree No. 153-CP dated October 5, 1961 of the Council of Ministers on the tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to point 6, Section III of Resolution No. 55-HĐBT dated April 2, 1984 of the Council of Ministers on health work during the immediate period;

After reviewing the health status of enterprises in some industries and considering the necessary requirements for health guidance work serving the health of workers while preparing to submit to the Council of Ministers for supplementation and amendment of Decision No. 91-TTg dated April 25, 1974 of the Prime Minister,

Pursuant to …;

Article 1. Establish the Health Guidance Committee for Industries of the Ministry of Health to perform the following tasks and authorities:

1. To serve as the permanent office: Receive reports from healthcare units in public, agricultural, forestry, and industrial enterprises, agencies, and schools to promptly propose measures to the Minister for resolution or delegate to departments, bureaus, and committees to resolve matters serving the health of officials, employees, or students in these industries.

2. Monitor and grasp the health activities of industries, focusing initially on key industries with a high concentration of workers.

3. Guide, urge, and inspect the operation of industry health services to implement policies and directives regarding health work protecting the health of officials, workers, and students in these facilities.

4. Study and prepare for the organization of the summary of Decision No. 91-TTg dated April 25, 1974 and related sections concerning industry health in Resolution No. 15-CP dated January 14, 1975.

Article 2. Appoint the following comrades to the Health Guidance Committee for Industries:

1. Dr. Phạm Song, Deputy Minister of Health, Head.

2. Pharmacist Vũ Đức Minh, Deputy Director of the Personnel Department, Permanent Member.

3. Dr. Nguyễn Kim Đương, Deputy Director of the Disease Prevention and Treatment Department, Member.

4. Dr. Lê Đình Công, Deputy Director of the Sanitation and Epidemic Prevention Department, Member.

5. Professor Đặng Đức Bảo, Director of the Institute of Occupational Medicine, Member.

The permanent office of the Committee is located at the Personnel Department (Ministry of Health).

Article 3. The following specialists assist the Health Guidance Committee for Industries:

1. Dr. Phùng Văn Giang, Specialist of the Office of the Ministry.

2. Dr. Bùi Trọng Nhân, Specialist of the Disease Prevention and Treatment Department.

3. Dr. Phạm Ngọc Lên, Specialist of the Sanitation and Epidemic Prevention Department.

4. Dr. Nguyễn Việt Tiến, Specialist of the Planning Department.

5. Pharmacist Trần Lệ Mỹ, Material Supply and Basic Construction Bureau.

The above-mentioned officers and specialists remain within the staffing of their respective departments and bureaus but are allocated time to be focal points for consolidating and proposing timely solutions to health-related issues within the scope of their department's functions and responsibilities; they also have the responsibility to report results and comply with assignments from the Health Guidance Committee for Industries to prepare specialized topics for the summary meeting of Decision No. 91-TTg.

Article 4. Heads of departments, bureaus, and committees shall, based on their defined functions and responsibilities, cooperate with the Health Guidance Committee for Industries to resolve related issues.

Article 5. This Decision takes effect from the date of issuance and revokes Decisions No. 254-BYT/QD dated June 12, 1975 and Decision No. 971-BYT/QD dated August 24, 1976.

Article 6. Comrades in charge of offices, heads of departments, bureaus, and committees (Ministry of Health), Director of the Institute of Occupational Medicine, Directors of Provincial Health Departments, and those named in Article 2 and Article 3 above are responsible for implementing this Decision.
