REGARDING THE APPROVAL OF INVESTMENT FOR THE PROJECT TO STABILIZE LIVING CONDITIONS, PRODUCTION, AND ECONOMIC-SOCIAL DEVELOPMENT IN THE MONG ETHNIC GROUP AREA OF MUONG LAT DISTRICT, THANH HOA PROVINCE UNTIL 2010

PRIME MINISTER
Based on the Law on the Organization of the Government dated December 25, 2001;
BASED ON THE DECISION APPROVING THE IMPLEMENTATION PLAN FOR THE PROJECT "ECONOMIC AND SOCIAL DEVELOPMENT IN THE WESTERN REGION OF THANH HOA PROVINCE";
CONSIDERING THE PROPOSAL OF THE MINISTER OF PLANNING AND INVESTMENT (IN DOCUMENT NO. 2369/BKH-TĐ&CSHT DATED APRIL 10, 2007) AND THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF THANH HOA PROVINCE (IN REPORT NO. 05/TTr-UBND DATED MARCH 23, 2007).
DECISION:
Article 1. APPROVES THE INVESTMENT FOR THE PROJECT TO STABILIZE LIVING CONDITIONS, PRODUCTION, AND ECONOMIC-SOCIAL DEVELOPMENT IN THE MONG ETHNIC GROUP AREA OF MUONG LAT DISTRICT, THANH HOA PROVINCE UNTIL 2010. THE TOTAL INVESTMENT CAPITAL IS 291,424 BILLION VND, OF WHICH THE CENTRAL BUDGET WILL SUPPORT 184.2 BILLION VND, AND THE REMAINING CAPITAL WILL BE RAISED FROM LEGAL SOURCES.
Article 2. DIRECTS THE PEOPLE'S COMMITTEE OF THANH HOA PROVINCE TO INCORPORATE THE OPINIONS OF RELATED MINISTRIES AND SECTORS, COMPLETE THE PROJECT, REVIEW AND APPROVE IT IN ACCORDANCE WITH REGULATIONS; DIRECT THE ORGANIZATION AND IMPLEMENTATION OF THE PROJECT AND BE FULLY RESPONSIBLE FOR ITS EFFECTIVENESS.
DIRECTS THE MINISTRY OF PLANNING AND INVESTMENT TO LEAD AND COORDINATE WITH THE MINISTRY OF FINANCE AND OTHER RELATED MINISTRIES AND SECTORS TO BALANCE THE TARGETED SUPPORT FUNDS FOR THANH HOA PROVINCE TO IMPLEMENT THE PROJECT IN ACCORDANCE WITH THE SCHEDULE.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES AND AGENCIES, AND THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF THANH HOA PROVINCE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
