THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
BASED ON THE DECREE NO. 199/2013/NĐ-CP OF NOVEMBER 26, 2013 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
Pursuant to Decision No. 04/2010/QD-TTg dated January 25, 2010 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Forest Administration General Department;
Pursuant to Decision No. 594/QD-TTg dated April 15, 2013 of the Prime Minister approving the Project "National Forest Inventory and Census Program for the Period 2013-2016";
Based on the decisions of the Minister of Agriculture and Rural Development: No. 2239/QD-BNN-KH dated August 20, 2010 promulgating regulations on basic survey management in agriculture and rural development, No. 1588/QD-BNN-TCCB dated July 9, 2013 on decentralizing some tasks within the management authority of the Ministry of Agriculture and Rural Development to the Water Resources General Department, the Forest Administration General Department, and the Fisheries General Department; No. 2152/QD-BNN-TCCB dated September 23, 2013 on assigning the task of managing and organizing the implementation of the Project "National Forest Inventory and Census Program for the Period 2013-2016"; No. 2939/QD-BNN-TCCB dated February 12, 2013 on establishing the Management Board of the Project "National Forest Inventory and Census Program for the Period 2013-2016";
Considering the proposal of the Forest Administration General Department at document No. 1425/TCLN-KL dated September 16, 2014 regarding the assignment of tasks to implement forest surveys in 25 provinces during the period 2014-2015,
DECISION:
Article 1. Assigning tasks to units to organize the implementation of forest surveys in 25 provinces during the period 2014-2015 under the Project "National Forest Inventory and Census Program for the Period 2013-2016" approved by Decision No. 594/QD-TTg dated April 15, 2013 of the Prime Minister (hereinafter referred to as the Project), specifically as follows:
1. Units implementing forest surveys include:
a) The Institute of Forest Survey and Planning shall conduct forest surveys in the territory of 18 provinces: Nghe An, Dien Bien, Lai Chau, Son La, Lao Cai, Ha Giang, Cao Bang, Vinh Phuc, Thai Nguyen, Phu Tho, Quang Ninh, Lang Son, Hai Phong, Hai Duong, Ha Nam, Nam Dinh, Thai Binh, Binh Thuan;
b) The University of Forestry shall conduct forest surveys in the territory of 5 provinces: Thanh Hoa, Ninh Binh, Hoa Binh, Hanoi, Bac Giang;
c) The Vietnam Institute of Forest Science shall conduct forest surveys in the territory of 2 provinces: Tuyen Quang, Yen Bai.
Units shall be responsible for conducting forest surveys in accordance with the contents, methods, and results prescribed in Decision No. 594/QD-TTg dated April 15, 2013 of the Prime Minister approving the Project "National Forest Inventory and Census Program for the Period 2013-2016"; Supporting provincial authorities in organizing technical training for forest census; Guiding provincial authorities on the content of census, census methods, establishment of forest management files, compilation of census results, establishment of forest and forestry land databases, reporting census results, and related tasks as prescribed.
2. Assigning the Forest Administration General Department:
a) To take the lead and coordinate with relevant agencies and units in directing, guiding, inspecting, and supervising the implementation of forest inventory and census work in accordance with the schedule, content, and quality prescribed in Decision No. 594/QD-TTg dated April 15, 2013 of the Prime Minister approving the Project "National Forest Inventory and Census Program for the Period 2013-2016", Decision No. 2152/QD-BNN-TCCB dated September 23, 2013 of the Minister of Agriculture and Rural Development on assigning the task of managing and organizing the implementation of the Project "National Forest Inventory and Census Program for the Period 2013-2016" and legal provisions;
b) To summarize, evaluate, and report to the Ministry on the annual results of the implementation of the assigned tasks by the units implementing forest surveys as stipulated in Clause 1, Article 1 of this Decision.
3. The Management Board of the Project "National Forest Inventory and Census Program for the Period 2013-2016" shall be responsible for assisting the Forest Administration General Department in organizing the implementation of the Project as prescribed in Decision No. 2939/QD-BNN-TCCB dated December 12, 2013 of the Minister of Agriculture and Rural Development and legal provisions.
4. The Financial Department, the Planning Department, the Cadre and Civil Servant Organization Department, and the Construction Management Bureau shall, based on their assigned functions and tasks, be responsible for taking the lead and coordinating with the Forest Administration General Department to guide and inspect the organization and implementation of the Project in accordance with the regulations.
Article 2. This Decision takes effect from the date of issuance.
Article 3. The Head of the Ministry's Office, the Director of the Forest Administration General Department, the Heads of the Planning Department, the Financial Department, the Cadre and Civil Servant Organization Department, the Director of the Construction Management Bureau, and the heads of relevant agencies and units shall be responsible for enforcing this Decision./.
