WHEREAS, the Road Traffic Law dated June 29, 2001;

Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government on the tasks, powers, responsibilities for state management, and organizational structure of the Ministry of Transport;Considering the proposal of the Director of the Science and Technology Department, the Director of the Legal Affairs and Transport Department, the Director of the Vietnam Highway Administration, and the Director of the Vietnam Vehicle Inspection Administration.

We hereby promulgate with this Decision the "Regulations on Types and Models of Motorized Road Vehicles Permitted to Participate in Traffic."

Clause 4 of Article 6This Decision shall take effect from January 1, 2002, and all previous regulations that conflict with these Regulations shall be abolished.

Article 2. The Heads of the Ministry's Office, the Directors of the Science and Technology Department, the Legal Affairs and Transport Department, the Vietnam Vehicle Inspection Administration, the Vietnam Highway Administration, the Directors of Provincial Departments of Transport and Public Works, and the heads of relevant units shall guide, inspect, and bear responsibility for implementing this Decision according to their respective functions and duties.

Article 3. MINISTRY OF TRANSPORT

Article 1. These Regulations stipulate the basic technical parameters of types and models of motorized road vehicles (motor vehicles) imported, produced, assembled, and modified to participate in traffic on the territory of the Socialist Republic of Vietnam.

1. General Provisions

Article 2. These Regulations do not apply to motor vehicles of the Military and Police used for national defense and security purposes.

Article 3. Definitions In these Regulations, the following terms are defined as follows:

Point 3.1. Length of Motor Vehicle: The distance between two vertical planes perpendicular to the longitudinal symmetry plane of the vehicle passing through the outermost points at the front and rear of the vehicle (all parts of the vehicle including those protruding forward and backward such as towing hooks, impact absorbers must lie between these two planes).

Point 3.2. Width of Motor Vehicle: The distance between two parallel planes to the longitudinal symmetry plane of the vehicle passing through the outermost points on both sides of the vehicle (all parts of the vehicle including those protruding outward such as wheels, door handles, impact absorbers... must lie between these two planes except for rearview mirrors).

Point 3.3. Height of Motor Vehicle: The distance between the horizontal resting surface and the horizontal plane touching the highest part of the vehicle (all parts installed on top of the vehicle must lie between these two planes. Height is determined when the vehicle is in operating condition without load).

Point 3.4. Rear Overhang of Motor Vehicle: The distance between the vertical plane passing through the center of the rear wheels to the outermost point at the rear of the vehicle (including towing hooks, license plates... and other fixed parts attached to the vehicle).

Article 2. Basic Technical Parameters of Motor Vehicles Permitted to Participate in Traffic:

Clause 1. Maximum Dimensions

Point 1.1. Maximum Dimensions for Cars, Tractors, Semi-Trailer Trucks, Passenger Coaches with Coupled Trailers, and Tractor-Trailer Combinations:

a- Length - Car: 12.20 meters - Semi-Trailer Truck (Truck with Semi-Trailer), Passenger Coach with Coupled Trailers, Truck with Trailer, Tractor with Trailer: 20.00 meters

b- Width All types of vehicles: 2.50 meters

c- Minimum Turning Radius of Motor Vehicles: The minimum turning radius of the outer front wheel should not exceed 12.0 meters.

Point 1.2. Maximum Dimensions for Motorcycles and Scooters:

a- Two-Wheel Motorcycles, Scooters - Length: 2.5 meters - Width: 1.3 meters - Height: 2.0 meters

b- Three-Wheel Motorcycles, Scooters - Length: 3.5 meters - Width: 1.5 meters - Height: 2.0 meters

Clause 2. Maximum Axle Load

Single axle: 10 tons Double axle depending on the distance between the centers of the axles d: + d< 1.0 meters: 11 tons + 1.0 ≤ d < 1.3 meters: 16 tons + d≥ 1.3 meters: 18 tons Triple axle depending on the distance between the centers of adjacent axles d: + d≤ 1.3 meters: 21 tons + d> 1.3 meters: 24 tons

Clause 3. Fuel - Motor vehicles are only permitted to use fuel types that comply with current standards and regulations; - For motor vehicles equipped with gasoline engines, they must use engines capable of running on unleaded gasoline.
