Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 103/CP-ĐMDN dated December 15, 1999 of the Government authorizing the Minister of Agriculture and Rural Development to decide on the establishment of Vinabomi Flour Company;
Considering the proposal of the Board of Directors of Southern Foodstuff Corporation and the Director of the Personnel Department,

Article 1. Establish Vinabomi Flour Company based on restructuring the Vinabomi Flour Mill Workshop;
The international trading name of the Company is VINABOMI. Vinabomi Flour Company is a subsidiary unit under the accounting control of Southern Foodstuff Corporation, permitted to open accounts at banks in accordance with state regulations and allowed to use its own seal for transactions; The main office of the Company is located at 2623 Pham The Hien Street, District 8, Ho Chi Minh City.
Article 2. Vinabomi Flour Company shall have a General Director and Deputy General Directors assisting him, appointed by the Board of Directors and the General Director of Southern Foodstuff Corporation;
The functions, tasks, rights, organization, staffing, and business sectors of the Company shall be defined by Southern Foodstuff Corporation on the principle of streamlined organization, effectiveness, and within the scope of business sectors authorized for the Corporation. Southern Foodstuff Corporation is responsible for registering the business for Vinabomi Flour Company in accordance with the provisions of the law.
Article 3. This Decision takes effect from the date of signature.
The Head of the Ministry's Office, the Director of the Personnel Department, the Heads of units related to the Ministry, the Board of Directors of Southern Foodstuff Corporation, and the General Director of Vinabomi Flour Company are responsible for implementing this Decision./.
