Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Quality of Goods Ordinance dated December 24, 1999;
Pursuant to the Regulation on establishment, review, and issuance attached to Decision No. 135/1999/QĐ-BNN-KHCN dated October 1, 1999;
At the proposal of the Director of the Science and Technology Department and Product Quality Control Department.

Article 1. Issued together with this decision is the industry standard: 14 TCN 120-2002: Water conservancy works - Masonry and paving bricks - Technical construction and acceptance requirements.
Article 2. This Decision shall take effect fifteen days from the date of issuance and shall supersede QPTL.2-1971: Construction and paving brick regulations for water conservancy works issued pursuant to Decision No. 05 KT/QĐ dated January 6, 1971 of the Minister of Water Resources.
Article 3. The Heads of the Ministry's Office, Directors of the Science and Technology Department and Product Quality Control Department, and Heads of related units are responsible for implementing this Decision. /./
