PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister in charge of the Sports Management Committee at Document No. 90/UBTDTT dated March 18, 2002,
DECISION:
Article 1. The Organizing Committee for the 22nd Southeast Asian Games in 2003 in Vietnam shall be established with the following members:
- Chairperson: The Minister in charge of the Sports Management Committee.
- Deputy Chairperson in charge of day-to-day operations: The Deputy Director of the Sports Management Committee.
- Deputy Chairpersons:
1. Deputy Chairman of the People's Committee of Hanoi City.
2. Deputy Chairman of the People's Committee of Ho Chi Minh City.
- Members:
1. Deputy Director of the Government Office.
2. Deputy Chairman and Secretary-General of the Vietnam Olympic Committee.
3. Deputy Minister of Finance.
4. Deputy Minister of Construction.
5. Deputy Minister of Transport.
6. Deputy Minister of Culture and Information.
7. Deputy Minister of Public Security.
8. Deputy Minister of Defense.
9. Deputy Minister of Foreign Affairs.
10. Deputy Minister of Health.
11. Deputy Minister of Planning and Investment.
12. Deputy Minister of Education and Training.
13. Director of the Tourism General Department.
14. Director of the Posts and Telecommunications General Department.
15. Director of the Customs General Department.
16. General Director of Vietnam Television.
17. Director of the Civil Aviation Administration of Vietnam.
Article 2. The Organizing Committee for the 22nd Southeast Asian Games in 2003 in Vietnam shall operate under the direct guidance of the National Steering Committee for the preparation of the 22nd Southeast Asian Games in 2003 in Vietnam.
Article 3. The Organizing Committee for the 22nd Southeast Asian Games has the functions and responsibilities as follows:
1. Functions:
To organize and manage the preparation and implementation of the 22nd Southeast Asian Games in 2003 in Vietnam.
2. Tasks:
a) Develop an overall plan for organizing the 22nd Southeast Asian Games.
b) Inspect and urge the construction, upgrading, and renovation of facilities, and provide equipment to meet the training and competition needs of the Games.
c) Develop and implement plans in the following areas:
- Training and preparing athletes for competition;
- Information, transportation, and communication;
- Ceremonies, reception, accommodation, and public services;
- Order, security, and safety;
- Finance and sponsorship;
- Technical services.
d) Organize the development of general rules and regulations of the Games, and competition rules for each sport that comply with the regulations of the Southeast Asian Games Council and the international sports federations' competition laws.
d) Coordinate the activities of relevant ministries, sectors, and localities in organizing the Games.
e) Organize recruitment, training, and utilization of staff for managing competitions, service personnel, and volunteer teams.
Article 4. The Organizing Committee for the 22nd Southeast Asian Games shall have a permanent office and specialized sub-committees. The permanent office of the Organizing Committee shall be located at the Sports Management Committee. The operating regulations of the Organizing Committee, the number of members, and the tasks of the specialized sub-committees shall be determined by the Chairperson.
Article 5. The Organizing Committee shall use the seal and accounts (domestic and foreign currencies) of the Sports Management Committee.
The operational budget of the Organizing Committee shall be within the approved budget for the preparation and organization of the 22nd Southeast Asian Games by the Government.
Article 6. This Decision takes effect from the date of signature.
The Organizing Committee will dissolve itself upon completion of its mission.
Article 7. Members of the Organizing Committee for the 22nd Southeast Asian Games, Ministers, Heads of agencies equivalent to Ministries, Heads of government agencies, Chairmen of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision./.
