These regulations are hereby promulgated along with this Decision "Regulations on the Transfer, Rotation, and Temporary Assignment of Officials and Civil Servants of the Government Inspectorate."
DECISION:
Article 1: Issued herewith are the "Temporary Standards for Cadre Positions in Leadership and Management of the Ministry of Agriculture and Rural Development during the Period of Industrialization and Modernization of the Country".
Article 2: THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 3: The Director of the Office, Heads of the Cadre Organization Department, Heads of agencies and units under the Ministry shall be responsible for implementing this decision./.

STANDARDS FOR CADRE POSITIONS IN LEADERSHIP AND MANAGEMENT OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT DURING THE PERIOD OF INDUSTRIALIZATION AND MODERNIZATION OF THE COUNTRY
(Issued pursuant to Decision No. 46/2004/QĐ-BNN dated October 1, 2004 of the Minister of Agriculture and Rural Development)
I. GENERAL STANDARDS
Resolution of the Third Plenary Session of the Central Committee of the Communist Party of Vietnam, Term VIII, stipulates the general standards for cadres in the new period as follows:
"Have a deep sense of patriotism, serve the people with dedication, firmly adhere to the goals of national independence and socialism, strive to implement effectively the Party's policies and the State's laws and regulations.
Be thrifty, honest, impartial, and incorruptible. Do not engage in corruption and resolutely combat corruption. Have a sense of organizational discipline. Be truthful, not opportunistic, closely connected with the people, and trusted by them.
Possess a level of understanding of political theory, the Party's viewpoints and policies, and the State's laws and regulations; have a cultural and professional education level sufficient to perform work effectively and meet assigned requirements.
These standards are closely interrelated. Both virtue and talent are important, but virtue is the foundation."
II. SPECIFIC STANDARDS
On the basis of the general standards prescribed by the Central Committee and the practical needs of the Ministry of Agriculture and Rural Development, cadres in leadership and management positions within the Ministry must also meet the following specific standards:
II-1. Cadres Leading Departments, Bureaus, Offices, and Inspectors General (referred to as Bureaus and Departments)
DEPARTMENT HEADS, BUREAU HEADS
1- Must be a Senior Specialist or equivalent and above.
2- Leadership and management capabilities:
Have a profound understanding of the Party's guidelines and the State's policies and laws. Play a central role in uniting and mobilizing the strength of the agency and subordinate units.
Have experience in leadership and management, macro-management skills in the sector's work, having managed before and consistently performed well, and been trusted by staff.
3- Hold a university degree or higher in a field relevant to the assigned duties. Have a foreign language proficiency level of C or higher. Department Heads of Science and Technology and International Cooperation Departments must be fluent in a commonly used foreign language. Hold a certificate in administrative state management training at the Senior Specialist level.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Have five years of management experience in the assigned professional field.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DEPUTY DEPARTMENT HEADS, DEPUTY BUREAU HEADS
1- Must be a Specialist or equivalent and above.
2- Leadership and management capabilities:
Understand the Party's guidelines and the State's policies and laws. Maintain unity and be trusted by the masses.
3- Hold a university degree or higher in a field relevant to the assigned duties. Have a foreign language proficiency level of C or higher. Deputy Department Heads of Science and Technology and International Cooperation Departments must be fluent in a commonly used foreign language. Hold a certificate in state management training at the Specialist level.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Have at least five years of work experience in the industry, including at least three years of management experience in the assigned professional field.
Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
II-2. Cadres Leading and Managing Scientific Research and Training Units
DIRECTOR OF RESEARCH INSTITUTES AND SIMILAR UNITS
1- Must be a Senior Researcher or equivalent and above.
2- Leadership and management capabilities:
Understand the Party's guidelines and the State's policies and laws in the field of scientific and technological management and training.
Play a central role in uniting and mobilizing the strength of the scientific workforce within the unit, both inside and outside the industry.
Have experience in leading and managing scientific research, having effectively managed scientific and technological activities and gained high trust.
3- Hold a professional qualification suitable for the assigned duties. Have been the principal investigator of a project at the ministry or state level, including projects applied in practice with significant results. Hold a doctoral degree. Have a foreign language proficiency level of C or higher and be able to read, listen, and speak fluently in a commonly used foreign language related to the profession.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Have at least five years of management experience from the head of a department or equivalent position in the assigned professional field.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DEPUTY DIRECTOR OF RESEARCH INSTITUTES AND SIMILAR UNITS
1- Must be a Researcher or equivalent and above.
2- Leadership and management capabilities:
Understand the Party's guidelines and the State's policies and laws in the field of scientific and technological management and training.
Be trusted, maintain unity, and mobilize the scientific workforce within the unit. Have practical work experience, the ability to organize and effectively implement assigned tasks.
3- Hold a professional qualification suitable for the assigned duties. Hold a doctoral or master's degree but still have the potential to further study. Have been the principal investigator of a project at the institute level, or participated in a project at the ministry or industry level. Have a project applied in practice with significant results. Have a foreign language proficiency level of C or higher and be able to read, listen, and speak fluently in a commonly used foreign language related to the profession.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Have at least three years of management experience from the deputy head of a department or equivalent position in the assigned professional field.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
CHAIRMAN OF UNIVERSITIES
1. Is a full professor or equivalent or higher.
2- Leadership and management capabilities:
Understands the Party's guidelines and policies, and the State's laws and regulations in the field of higher education management and cadre training.
Has credibility among the scientific and educational staff, maintains a central role in uniting the strength of the staff within the institution.
Has experience in leading and managing education and training, cadre development. Possesses the ability to effectively organize and direct the implementation of assigned tasks.
3. Has appropriate professional qualifications. Holds a doctoral degree. Has the academic title of professor or associate professor. Has a foreign language proficiency level C or higher and can fluently read, listen to, and speak one commonly used foreign language in their specialty.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5. Has participated in higher education management for at least five years from the department head level or equivalent.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DEPUTY DIRECTOR OF A UNIVERSITY
1. Is a full professor or equivalent or higher.
2- Leadership and management capabilities:
Understands the Party's guidelines and policies, and the State's laws and regulations in the field of higher education management and cadre training.
Has credibility, maintains unity, and unites the scientific staff within the institution's staff.

Is a high school teacher or equivalent or higher.

Understands the Party's guidelines and policies, and the State's laws and regulations in the field of vocational high school education management.
Has credibility, unites, and gathers the strength of the staff within the unit.
Has the capacity to manage vocational high school education. Possesses the ability to effectively organize and direct the implementation of assigned tasks.
3. Has a bachelor's degree or higher in a relevant specialty suitable for the school's training tasks. Has a foreign language proficiency level B or higher.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5. Has taught or managed a vocational high school for at least five years, or has been a civil servant in the education sector for at least ten years.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DEPUTY DIRECTOR OF A HIGH SCHOOL
Is a high school teacher or equivalent or higher.
2- Leadership and management capabilities:
Understands the Party's guidelines and policies, and the State's laws and regulations in the field of vocational high school education management.
Has credibility and gathers the staff within the unit.
Has the capacity to manage and effectively organize and direct the implementation of assigned tasks.
3. Has a bachelor's degree or higher in a relevant specialty suitable for the school's training tasks. Has a foreign language proficiency level B or higher.
4. Has a mid-level or higher political theory qualification.
5. Has taught for at least three years, or has been a civil servant in the education sector for at least six years.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DIRECTOR OF A VOCATIONAL SCHOOL
Is a high school teacher or equivalent or higher.
2- Leadership and management capabilities:
Understands the Party's guidelines and policies, and the State's laws and regulations in the field of vocational training.
Has credibility, maintains unity, and gathers the strength of the staff within the unit.
Has the capacity to manage vocational training. Possesses the ability to effectively organize and direct the implementation of assigned tasks.
3. Has a bachelor's degree or higher in a relevant specialty suitable for the school's training tasks. Has a foreign language proficiency level B or higher.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5. Must be a teacher, having taught at a professional school for at least five years.

DEPUTY DIRECTOR OF A VOCATIONAL SCHOOL
Is a high school teacher or equivalent or higher.
2- Leadership and management capabilities:
Understands the Party's guidelines and policies, and the State's laws and regulations in the field of science and technology management and training.
Has credibility, maintains unity, and gathers the scientific staff within the institution's staff.
Has practical work experience, leadership, and management experience in education and training, and cadre development. Possesses the ability to effectively organize and direct the implementation of assigned tasks.
3. Has appropriate professional qualifications for the assigned tasks. Requires a bachelor's degree or higher. Has a foreign language proficiency level B or higher.
4. Has a mid-level or higher political theory qualification.
5. Must be a teacher, having taught at a professional school for at least three years.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
II-3. Management Cadre of the Department of Agriculture and Rural Development
DIRECTOR OF THE DEPARTMENT
1- Must be a Senior Specialist or equivalent and above.
2- Leadership and management capabilities:
Possesses a deep understanding of the political, economic, and social situation of the locality and the country. Firmly grasps the Party's guidelines and policies, and the State's laws concerning the assigned professional field. Has leadership and management experience, consistently fulfills tasks, and is trusted by staff members.
3- Holds a bachelor's degree or higher in a field relevant to the industry's management. Possesses a foreign language proficiency level B or higher. Holds a certificate for civil servant training at the specialist level.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Has five years of experience in state administration work at the department head level or equivalent, including leading agricultural and rural development at the district level or equivalent.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
DEPUTY DIRECTOR OF THE DEPARTMENT
1- Must be a Specialist or equivalent and above.
2- Leadership and management capabilities:
Understands the political, economic, and social situation of the locality and the country, firmly grasps the Party's guidelines and policies, and the State's laws related to the Department's work and assigned tasks.
3- Holds a bachelor's degree or higher in a field relevant to the industry's management. Possesses a foreign language proficiency level B or higher. Holds a certificate for civil servant training at the specialist level.
4. Has a mid-level or higher political theory qualification.
5- Has three years of experience in state administration work at the deputy department head level or equivalent, including leading agricultural and rural development at the district level or equivalent.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
II-4. Production and Business Management Staff
CHAIRMAN OF THE BOARD OF MANAGEMENT OF THE CORPORATION
1- Must be a Senior Specialist or equivalent and above.
2- Regarding leadership and management capabilities:
- Understands and has the ability to creatively apply the Party's guidelines and policies, and the State's laws to the practical activities of the unit, formulates a strategic development plan for the Corporation that aligns with the requirements of the Ministry and suits the market mechanism. Establishes an organizational management model for production and business operations suitable for the Corporation's capacity.
- Has practical experience and effective leadership and management skills from the director level or equivalent. Has the ability to organize, manage, supervise, detect, and inspect production and business activities.
- Has the trust to unite the strength of the member units of the Corporation.
3- Regarding knowledge and professional capabilities:
Holds a bachelor's degree or higher in a field relevant to the assigned tasks. Possesses a foreign language proficiency level B or higher. Holds a certificate for civil servant training at the specialist level.
4- Hold a high-level political theory degree or bachelor's degree in political science.
5- Age at appointment shall not exceed fifty years for female officers and fifty-five years for male officers.
MEMBER OF THE BOARD OF MANAGEMENT OF THE CORPORATION
- The criteria for Board Members are based on the Chairman's criteria. The capability, experience, and education of Board Members may be lower than those of the Chairman, but they must excel in their respective fields. Therefore, the professional knowledge and skills of Board Members must be specialized and suitable for their assigned tasks. Specifically:
- The Member who heads the Audit Committee must have a deep expertise in finance and experience in organizing audits and oversight.
- The Member responsible for economics must have a deep expertise in business management, understand national policies and laws, and have the ability to organize production and business operations.
- The Member responsible for science and technology must have a high level of expertise and a deep understanding of science and technology.
GENERAL DIRECTOR OF THE CORPORATION
1- Must be a Senior Specialist or equivalent and above.
2- Regarding leadership and management capabilities:
- Knows how to creatively apply the Party's guidelines and policies, and the State's laws in organizing production and business operations.
- Dynamic, creative, and sensitive in organizing and managing production and business operations, adapting to the market mechanism. Has solutions to organize production and business operations that suit the market and achieve high economic efficiency.
- Is brave enough to think, act, and take responsibility for decisions made. Respects democratic centralism principles. Has the ability to organize and supervise. Can coordinate the activities of the Corporation's members.
- Has practical experience in leadership, management, and organizing production and business operations effectively from the director level or equivalent. Has the trust and ability to unite the key personnel within the units.
3- Regarding knowledge and professional capabilities:
- Holds a bachelor's degree or higher in a field relevant to the Corporation's requirements. Possesses a foreign language proficiency level B or higher. For export-import corporations with extensive international relations, fluency in one foreign language is required.

- Is dynamic, creative, and sensitive in organizing and managing specific aspects of production and business operations, adapting to the market mechanism according to assigned tasks.
- Is brave enough to think, act, and take responsibility for the areas under their supervision. Respects democratic centralism principles. Has practical experience in leadership and management at the deputy factory director level or equivalent. Is trusted among the key personnel within the unit.
3- Regarding knowledge and professional capabilities:
- Holds a bachelor's degree or higher in a field relevant to the company's requirements. Possesses a foreign language proficiency level B or higher.
- Has completed training and further education programs in economic management as prescribed.
4- Holds a mid-level theoretical political education qualification.
5- Age at appointment shall not exceed fifty years for female officers and fifty-five years for male officers.
HEAD OF ACCOUNTING OF THE ENTERPRISE
1- Possesses professional ethics, honesty, integrity, and a strong sense of law compliance. Holds a professional accounting qualification.
2- The actual working time in accounting shall be at least two years if having specialized knowledge in accounting at the bachelor's degree level or higher, and at least three years for those with intermediate-level specialized knowledge in accounting.
3- Firmly grasp the State's policies and regulations on economic management, and apply them to the organizational process of production and business operations. Possess the ability to organize and implement assigned tasks without errors in professional matters, ensuring compliance with the provisions of the Accounting Law.
4- Hold a certificate from a training course for chief accountants.
5- Have a mid-level or higher theoretical political education qualification.
6- Age at appointment should not exceed fifty for female cadres and fifty-five for male cadres.
The above are the standards for leadership and managerial positions under the Ministry. During the implementation process, if there are issues requiring amendments, agencies and units should report to the Ministry (through the Department of Organization and Cadres) for consideration and decision.
