DIRECTIVE
Regarding the development of traditional military medicine
After nearly 20 years of implementing Directive No. 12/CT-QP dated January 20, 1988 of the Minister of National Defense on "Continuing to intensify efforts to inherit and promote traditional national medicine combined closely with modern medicine in the Military"; the Military Medical Service has established a system of traditional medical organizations (TMTO) from the Ministry of National Defense to the bases; over 90% of units maintain herbal gardens, meeting part of the requirement for local availability. The combination of traditional medicine (TM) and modern medicine (MM) has achieved significant progress. The Military Institute of Traditional Medicine and TM departments and divisions of hospitals have inherited and improved the value of many medicinal formulas and treatment techniques, affirming the position of TMTO in serving medical examinations and treatments for soldiers and civilians, initially implementing普及和在前线深化应用。
然而,在执行过程中也暴露出一些限制,包括:
单位一线:许多基层单位指挥官对发展TMTO的认识不足,因此对此项工作的指导和实施没有给予足够的重视。TMTO专业人员的数量不足,未能满足实际操作技能的要求。TMTO人员的轮换尚未成为常规。
医院一线:TM科的组织结构不统一,许多科室的能力不足以承担继承和发展任务。中药部门的设备更新缓慢,无法有效控制药材来源和质量。
为及时解决上述问题,落实国务院总理2003年11月3日第222/2003/QĐ-TTg号决定“关于批准到2010年的国家传统医药政策”,以满足TMTO与MM结合服务于士兵和民众医疗需求的发展要求。国防部长指示如下:
1. 完善TMTO的组织体系和分级治疗制度。
a) 继续建设符合学院-研究所模式的军事传统医学研究院,以满足教学、科研和治疗的需求。发展TMTO技术,紧密结合MM,提高继承、科研、指导和培训全军专业人才的能力。
b) 巩固医院TM科,按照统一、正规、同步的原则,做好治疗、继承科研、指导和管理药材的任务。
c) 军医和各军区、军团、军种、兵种、兵团加强指导、管理和组织实施TMTO指标,建立确保条件和技术能力的TMTO系统,以服务各线的医疗检查和治疗。
2. 培养TMTO专业人员队伍,普及前线,深化后方,结合军民医和国际合作。
a) 完善各级专业教育课程,统一、科学、实用、现代化,确保传统医药知识在军医学校和药学学校的教学计划中占有足够比例。
b) 培训和提升TMTO医师、药师的实际操作技能。
c) 扩大国内外学术交流和研究合作,宣传使官兵和民众了解并应用传统医药知识来维护健康。
3. 紧密结合MM,提高传统医药继承研究课题的开发和应用效果。
a) 选择具有实际价值的传统医药技术和经验进行研究和应用,以服务军事医学。
b) 确保传统医药有价值的处方和治疗方法的作者权益,在审定和验证过程中得到保障。
4. 发展本地药材资源,逐步提高中药的质量。
a) 与驻地地方政府合作,调查评估本地药材资源情况;制定保护、种植和合理使用中药的计划。
b) 逐步投资升级重点单位的中药生产设备。
c) 提高药园效率,种植各种类型的植物样本,结合收集和保护地方珍稀药材资源,改善营区环境。
5. 确保购买传统药物和设备的资金。
每年从军医系统的经常性预算中安排一定资金,以确保药品供应,并逐步补充和更新设备,用于治疗、生产药品和传统医药的继承研究。
各级机关和单位领导对TMTO工作的责任。
a) 总参谋部:
指导职能机构研究TMTO管理职位设置;为医院设计合适的TM科模型;安排适当时间普及传统医药知识给官兵。与后勤总署和政治工作总署合作,制定调整博士、硕士和专科医生培养比例的计划;为单位培养专科医生。指导编写适合不同对象的教学大纲和内容。
b) 政治工作总署:
制定增加TMTO专业人员的计划。与后勤总署和国防部财务局合作,研究调整和补充鼓励继承传统医药的政策。指导宣传和发展传统医药的工作。
c) 后勤总署:
主持与国防部各部门、军事传统医学研究院和其他相关机构合作,实施本指令的内容。
d) 国防部财务局:
每年根据后勤总署的建议和财政能力,向部报告,确保购买传统药物、更新设备以服务医疗检查和治疗、生产中药和继承研究传统医药,逐步提高医疗服务质量。
e) 国防部科学技术和环境局:
Cooperate with the General Logistics Department, the Military Institute of Traditional Medicine, and related units to develop a research plan for traditional military medicine within the military.
e) The Planning and Investment Department of the Ministry of National Defense:
Cooperate with the Finance Department of the Ministry of National Defense and the General Logistics Department to develop a plan to upgrade equipment for medical examination, treatment, and production of traditional drugs.
g) The Military Institute of Traditional Medicine:
Cooperate with relevant agencies of the Ministry to continue researching and improving the institute-school model to enhance the quality of training and upgrading for Medical Assistants, Specialist Doctors, and the application of traditional military medicine.
Commanders of military regions, corps, services, arms, and formations, Directors of hospitals, academies, and schools at their respective levels shall be responsible for directing and organizing the implementation of work to develop traditional military medicine in accordance with the specific conditions of their units.
7. Implementation
This Directive shall take effect fifteen days after its publication in the Official Gazette and shall replace Directive No. 12/CT-QP dated January 20, 1988, issued by the Minister of National Defense on "Continuing to Vigorously Promote the Inheritance and Promotion of Ethnic Traditional Medicine Combined Closely with Modern Medicine in the Military."
Commanders of relevant agencies and units shall be responsible for implementing this Directive. The General Logistics Department shall lead and coordinate with relevant agencies to urge, inspect, and periodically report to the Ministry according to the prescribed regulations./.
