Regulations on the functions, tasks, and organizational structure of the Vietnam Agriculture Newspaper

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Press Law dated December 28, 1989 and the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999;

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Cadre and Civil Servant Department,

DECISION:

Article 1. Position and Functions

The Vietnam Agriculture Newspaper is the press organ of the Ministry of Agriculture and Rural Development, serving as a social forum for the development and enhancement of literacy in agriculture, forestry, fisheries, water resources, salt industry, and rural development. The Vietnam Agriculture Newspaper is a public service press unit operating under the mechanism of self-management and self-responsibility of a public service entity; it has legal personality, its own seal, and separate accounts at the Treasury and Bank as prescribed by the State. The editorial office of the Vietnam Agriculture Newspaper is located at No. 1059 Hong Ha Street, Hoan Kiem District, Hanoi City.

Article 2. Tasks

Fully perform the tasks and powers of a press organ generally and specifically as follows:

1. Propaganda and dissemination of the Party's and State's policies regarding agriculture, forestry, fisheries, water resources, salt industry, cooperative economy, and rural development.

2. Reflect current events, economic, and social issues both domestically and internationally related to economic and social development and agricultural and rural development.

3. Provide information on the guidance and management activities of the Ministry towards the sector. Highlight exemplary factors and criticize negative phenomena in the field of agriculture and rural development.

4. Participate in disseminating scientific and technological knowledge, innovative ideas, and production experiences to enhance farmers' literacy for the cause of industrialization and modernization of agriculture and rural areas.

5. The Vietnam Agriculture Newspaper shall be entitled to:

a) Engage in business operations, services, joint ventures, and collaborations with domestic and foreign organizations within the agricultural and rural development sector to serve press activities in accordance with the law.

b) Attend conferences and seminars organized by the Ministry of Agriculture and Rural Development and its units; request relevant agencies and units to provide information and materials about their activities to fulfill the newspaper's tasks, as prescribed by the Press Law.

c) Organize professional conferences, seminars, and roundtables to support the newspaper's work.

6. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. Leadership:

The leadership of the Vietnam Agriculture Newspaper consists of the Editor-in-Chief and Deputy Editors-in-Chief appointed by the Minister.

The Editor-in-Chief of the Vietnam Agriculture Newspaper is responsible to the Minister of Agriculture and Rural Development and the law for managing the newspaper's operations as prescribed.

The Deputy Editors-in-Chief assist the Editor-in-Chief in overseeing and directing certain aspects of work as assigned by the Editor-in-Chief, and are responsible to the Editor-in-Chief and the law for the tasks delegated to them.

2. Organizational Structure:

a) Management and Organization Department;

b) Editorial Secretariat;

c) Reporting and Editing Department;

d) Reader Services Department;

e) Electronic Press Department.

3. Affiliated Organizations:

a) Information Service, Distribution, and Advertising Center;

b) Branch of the Vietnam Agriculture Newspaper, headquartered in Ho Chi Minh City;

c) The Vietnam Agriculture Newspaper has Representative Offices: Northern Mountainous Region, headquartered in Yen Bai Province; North Vietnam Region, headquartered in Thai Nguyen Province; North Central Region, headquartered in Nghe An Province; Da Nang Region, headquartered in Da Nang City; Central Highlands Region, headquartered in Khanh Hoa Province; Mekong Delta Region, headquartered in Can Tho City; Ha Tinh Region, headquartered in Ha Tinh Province; Lam Dong Region, headquartered in Lam Dong Province. The Editor-in-Chief of the Vietnam Agriculture Newspaper shall define the tasks, staffing, and personnel arrangements of the Departments, Branches, Centers, and Regional Representative Offices under its jurisdiction, in accordance with the assigned tasks; draft the Charter of the Vietnam Agriculture Newspaper's organization and operation for approval by the Ministry and implement it in accordance with current regulations.

4. Staff members of the Vietnam Agriculture Newspaper shall be classified and appointed to ranks according to general regulations, and are responsible to the Editor-in-Chief and the law for the tasks assigned to them.

Article 4. Effective date

This Decision takes effect fifteen days from the date of publication in the Official Gazette; it replaces Decision No. 120/2003/QĐ-BNN-TCCB dated November 10, 2003 and previous regulations of the Ministry concerning the functions, tasks, and organizational structure of the Vietnam Agriculture Newspaper that conflict with this Decision.

Article 5. Responsibilities for Implementation

The Director of the Ministry's Office, Heads of the Personnel Organization Department, heads of relevant agencies and units under the Ministry, and the Editor-in-Chief of the Vietnam Agriculture Newspaper are responsible for implementing this Decision.
