Pursuant to the Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government on the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Considering the proposal of the Minister of Science and Technology,

Amending and supplementing Article 3 of Decision No. 104/2009/QĐ-TTg dated August 12, 2009 of the Prime Minister on the functions, tasks, powers, and organizational structure of the Standard Metrology Quality Control General Department under the Ministry of Science and Technology as follows:

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

DECISION:

3. Conformity Assessment and Compliance Division.
13. Technical Standards Metrology Quality Control Center No. 2.
5. International Cooperation Department;
6. Organization and Cadre Department.
7. Inspection.
8. Office.
9. Product and Commodity Quality Management Bureau (abbreviated as GS1 VietNam).
10. Vietnam Institute of Standards and Quality;
11. Vietnam Institute of Metrology;
14. Technical Standards Metrology Quality Control Center No. 3.
15. Technical Standards Metrology Quality Control Center No. 4.
16. Conformity Certification Center.
17. Vietnam Productivity Center.
The organizations from Clause 1 to Clause 9 of this Article are administrative organizations assisting the Director-General in performing state management functions; the organizations from Clause 10 to Clause 24 of this Article are public service organizations serving state management.
The Minister of Science and Technology decides to establish, dissolve, reorganize, and restructure public service organizations under the Standard Metrology Quality Control General Department in accordance with the provisions of the law.

This Decision takes effect from October 15, 2011.

The Minister of Science and Technology, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees, municipal People's Committees directly under the central government, and the Director-General of the Standard Metrology Quality Control General Department are responsible for implementing this Decision.

Article 2. Effectiveness

This Decision shall take effect from October 15, 2011.

Article 3. Responsibility for Implementation

The Minister of Science and Technology, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and the Director of the Standards, Measurement, and Quality Control General Department are responsible for implementing this Decision.
