Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decree No. 45/2013/NĐ-CP dated May 10, 2013 of the Government detailing certain provisions of the Labor Code on working hours, rest periods, and occupational safety and health;

At the proposal of the Director of the Occupational Safety and Health Inspectorate;

The Minister of Labor, Invalids and Social Affairs issues this Circular on technical safety inspection procedures for electric hoists running on rails; hand chain hoists with a capacity of 1,000 kg or more; vertical elevator shafts; inclined elevator shafts; mobile performance stages and oil heating boilers.

Article 1. Scope of Regulation and Applicability

1. Technical safety inspection procedures for electric hoists running on rails; hand chain hoists with a capacity of 1,000 kg or more; vertical elevator shafts; inclined elevator shafts; mobile performance stages and oil heating boilers.

2. This Circular applies to organizations engaged in technical safety inspections and enterprises, agencies, organizations, individuals owning, managing, and using machines and equipment specified in Clause 1 of this Article.

Article 2. Names and symbols of inspection procedures

1. Technical safety inspection procedure for electric hoists running on rails, symbol: QTKĐ:28-2015/BLDTBXH.

2. Technical safety inspection procedure for hand chain hoists with a capacity of 1,000 kg or more, symbol: QTKĐ:29-2015/BLDTBXH.
