CIRCULAR

Regulations on occupational standards for sound technicians, announcers, film editing technicians, and camera operators in the Information and Communications sectorbelonging to the Information and Communications sector

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, use, and management of civil servants;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Cadre and Civil Servant Department,

The Minister of Information and Communications issues this Circular to stipulate occupational standards for sound technicians, announcers, film editing technicians, and camera operators in the Information and Communications sector.film editing and filming belong to the Information and Communications sector.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates occupational standards for sound technicians, announcers, film editing technicians, and camera operators in the Information and Communications sector.

Article 2. This Circular applies to the occupational titles of sound technicians, announcers, film editing technicians, and camera operators in public institutions under the Information and Communications sector and other related organizations and individuals.

Article 2. General ethical standards

1. Implement the Party’s guidelines, policies, and state laws, as well as industry and local regulations on information and communications.

Clause 2. Be honest, objective, and responsible for assigned tasks; fulfill all obligations of a civil servant in professional activities.

Clause 3. Cultivate ethics, maintain professional integrity, honor, and reputation; refrain from exploiting job positions or assigned tasks for personal gain; foster unity, creativity, readiness to learn new things, and improve qualifications; be cooperative and supportive with colleagues, sharing experiences in work; actively participate in scientific research to develop the profession and enhance qualifications.

PART II. OCCUPATIONAL STANDARDS

Section 1

SOUND TECHNICIAN TITLES

Article 3. Sound Technician Grade I

1. Duties:

- Lead the summary of professional and vocational matters; prepare content and participate in domestic and international specialized seminars;

- Organize the recording and mixing of sound for large-scale films and artistic works requiring multiple technical means to ensure high-quality sound;

- Propose the development direction of technology for the unit, industry, and state level;

- Plan and develop advanced technical systems over the medium and long term;

- Identify and implement the application of scientific and technological advancements in the field of sound to enhance the quality of performing arts, cinema, and television programs;

- Lead the establishment of objectives, content, programs, materials, and organize training for lower-grade sound technicians;

- Prepare content and directly participate in domestic and international sound-related seminars.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in sound engineering, electronics communications, or equivalent;

b) Possess basic information technology skills according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Minister of Information and Communications on Information Technology Skill Standards (hereinafter referred to as Circular No. 03/2014/TT-BTTTT);

c) Have a foreign language proficiency level of B2 according to Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Minister of Education and Training on the Six-Level Foreign Language Proficiency Framework for Vietnam (hereinafter referred to as Circular No. 01/2014/TT-BGDĐT);

d) Hold a certificate for training in the occupational standard for Sound Technician Grade I.

3. Qualifications regarding professional expertise and skills:

a) Thoroughly understand the Party's policies, guidelines, and State laws regarding the specialized field;

b) Be proficient in specialized vocational matters; have knowledge of music and understand the principles of combining different types of sounds, between sound and images, or with performing arts;

c) Have led or participated in editing at least four (4) works recognized by the Art and Science Council or won awards, or have participated in at least two (2) theoretical research projects about specialized vocational science (at the Ministry, provincial, or equivalent level);

d) A civil servant promoted from Sound Technician Grade II to Sound Technician Grade I must meet all requirements stipulated in Clauses 2 and 3 of this Article and have held the position of Sound Technician Grade II or equivalent for a minimum of six (6) years (from seventy-two months), including at least two (2) years (twenty-four months) as a Sound Technician Grade II.

Article 4. Sound Technician Level II

1. Duties:

- Summarize professional expertise; participate in preparing content for domestic and international specialized industry seminars;

- Develop technical plans, sound equipment, and sound budget estimates to meet program requirements and on-site realities;

- Organize and implement sound recording (dialogue, music, sound effects...) and coordinate sound mixing (sound synthesis) for various film genres;

- Proficiently operate and maintain sound recording equipment, regulations, and technological processes;

- Establish backup systems ensuring safety factors when required for live television events;

- Organize and deploy installation and calibration of systems according to program requirements and proposed technical plans;

- Provide professional guidance to lower-level Sound Technicians.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in sound engineering, electronics communications, or equivalent;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training in the qualifications of Sound Technician Level II.

3. Qualifications regarding professional expertise and skills:

a) Thoroughly understand Party policies, State laws, and related political, ideological documents relevant to their field of work;

b) Be proficient in specialized professional duties; have knowledge of music, understand principles of combining different types of sound, between sound and images, or with performing arts;

c) Have led or participated in editing at least two works recognized by the Art and Science Council or won awards; or have contributed to writing special topics in at least one theoretical research work on specialized professional science (at the Ministry, provincial level, or equivalent);

d) A Sound Technician promoted from the title of Sound Technician Level III to Sound Technician Level II must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have held the title of Sound Technician Level III and equivalent titles for a minimum of nine years (from 108 months), including at least three years (from 36 months) holding the title of Sound Technician Level III.

Article 5. Sound Technician Level III

1. Duties:

- Implement sound recording and sound effects for various film genres according to the assignment of higher-level Sound Technician positions;

- Carry out sound recording, music selection, music dubbing, and sound mixing according to production procedures;

- Coordinate simple sound types for various film genres;

- Conduct system equipment calibration before program implementation to ensure quality requirements;

- Utilize the technical system to ensure effective sound space and program sound quality and maintain sound quality;

- Proficiently operate and maintain assigned technical equipment according to production program procedures.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in telecommunications electronics, sound engineering, audio engineering, radio engineering, or higher;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training in the qualifications of Sound Technician Level III.

3. Qualifications regarding professional expertise and skills:

a) Thoroughly understand Party policies, State laws, and new achievements, significant events in political, economic, and social life in the specialized field;

b) Be proficient in specialized professional duties;

c) A Sound Technician promoted from the title of Sound Technician Level IV to Sound Technician Level III must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have held the title of Sound Technician Level IV and equivalent titles for a minimum of three years (from 36 months), including at least one year (from 12 months) holding the title of Sound Technician Level IV

Article 6. Sound Technician Level IV

1. Duties:

- Survey the site where the program is implemented, including space, terrain, technical requirements to ensure program quality;

- Prepare technical equipment according to the requirements of higher-level sound technicians;

- Implement deployment according to requirements, maintain and manage technical equipment for producing programs both on-site and at the unit according to the prescribed procedures;

- Manage, maintain, and handle production equipment of the unit.

2. Qualifications regarding education and training:

a) Hold a diploma in music, electronics, audio engineering, or radio engineering;

b) Have a level 1 (A1) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for training in the standard position of Sound Technician Level IV.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the viewpoints, policies, and guidelines of the Party and state policies and laws regarding performing arts, cinema, and television;

b) Understand specialized knowledge about sound;

c) Understand forms and methods of artistic performance, cinema, and television;

d) Possess the ability to collaborate with colleagues in professional activities;

đ) Possess the ability to propose solutions to enhance the effectiveness of performing arts, cinema, and television work.

Section 2

TECHNICAL CINEMATOGRAPHY POSITION

Article 7. Technical Cinematography Level I

1. Duties:

- Lead professional and vocational summaries; draft contents for domestic and international vocational seminars;

- Lead the development of objectives, contents, programs, materials, and organize vocational training for lower-level technical cinematographers;

- Lead the organization and comprehensive processing of film images and sound to achieve high artistic effects; - Proficiently understand the director's intentions to skillfully handle film editing techniques;

- Participate in the review board for appointing or promoting the technical cinematographer position for lower-level staff.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in film editing, program production technology, or equivalent;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a level 4 (B2) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training in the standard position of Technical Cinematography Level I

3. Qualifications regarding professional expertise and skills:

a) Thoroughly understand the Party's policies, guidelines, and State laws regarding the specialized field;

b) Be proficient in specialized vocational tasks, effectively perform duties as prescribed by the Press Law and other relevant laws;

c) Have led or participated in at least four (4) works recognized by the Art and Science Council or won awards; or have participated in at least two (2) theoretical research projects on specialized vocational science (at the Ministry, provincial level, or equivalent);

d) Staff promoted from Technical Cinematography Level II to Technical Cinematography Level I must meet all provisions of Clause 2 and Clause 3 of this Article and have held the Technical Cinematography Level II position and equivalent positions for a minimum of six (6) years (72 months), including at least two (2) years (24 months) in the Technical Cinematography Level II position.

Article 8. Technical Cinematography Level II

1. Duties:

- Summarize professional and vocational tasks; participate in preparing contents for domestic and international specialized vocational seminars;

- Proficiently understand the script and creative intentions of the director, collaborate with the director to produce films with effective results;

- Participate in the process of handling images and sound for various types of television films to complete the film to artistic and technical standards;

- Guide vocational tasks for lower-level technical cinematographers.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in film editing, program production technology, or equivalent;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training in the standard position of Technical Cinematography Level II.

3. Qualifications regarding professional expertise and skills:

a) Thoroughly understand the Party's policies, guidelines, and State laws regarding the specialized field;

b) Be proficient in specialized vocational tasks; organizational and operational activities of the industry, unit, localities related to assigned tasks and effectively perform duties as prescribed by the Press Law and other relevant laws;

c) Have led or participated in at least two (2) works recognized by the Art and Science Council or won awards, or have participated in writing special topics in at least one (1) theoretical research project on specialized vocational science (at the Ministry, provincial level, or equivalent);

d) Staff promoted from Technical Cinematography Level III to Technical Cinematography Level II must meet all provisions of Clause 2 and Clause 3 of this Article and have held the Technical Cinematography Level III position and equivalent positions for a minimum of nine (9) years (108 months), including at least three (3) years (36 months) in the Technical Cinematography Level III position.

Article 9. Third-Class Film Technical Staff

1. Duties:

- Participate in preparing the content of domestic and international specialized vocational seminars;

- Understand the film content and the director's creative intent;

- Conduct preliminary setups for the director and film assembler to review and refine the work;

- Guide vocational tasks for lower-level technical cinematographers.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in film assembly, program production technology, or equivalent;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Possess a certificate for third-class film assembly technical position standards training;

3. Qualifications regarding professional expertise and skills:

a) Be familiar with the Party's policies, guidelines, and state laws related to assigned tasks;

b) Be proficient in specialized vocational skills; organizational structure and activities of the industry, unit, locality, and relevant facilities related to assigned tasks, and effectively perform duties as stipulated by the Press Law and other relevant laws;

d) A staff member promoted from fourth-class film assembly technical position to third-class film assembly technical position must meet all provisions of Clause 2 and Clause 3 of this Article and have at least 03 (three) years (from 36 months) in total holding the fourth-class film assembly technical position and equivalent positions, including at least 01 (one) year (from 12 months) in the fourth-class film assembly technical position.

Article 10. Fourth-Class Film Assembly Technical Staff

1. Duties:

- Participate in film shooting technical tasks; maintain and preserve the unit's equipment;

- Carry out filming according to the script or the director's instructions;

- Edit scripts and assemble films according to the director's instructions, coordinate well with other units' departments.

2. Qualifications regarding education and training:

a) Hold a diploma in film assembly technical education or equivalent or higher;

b) Have a level 1 (A1) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Possess a certificate for fourth-class film assembly technical position standards training;

3. Qualifications regarding professional expertise and skills:

a) Be thoroughly familiar with the Party's policies, guidelines, and state laws related to assigned tasks;

b) Be proficient in specialized vocational skills; organizational structure and activities of the industry, unit, locality, and relevant facilities related to assigned tasks.

Section 3

RADIO ANNOUNCER TITLES

Article 11. First-Class Radio Announcer

1. Duties:

- Lead in developing, editing reading scripts, introducing, and hosting programs; lead in compiling materials and content for vocational training programs for lower-grade radio announcers;

- Participate in the recruitment board for radio announcer occupational titles;

- Lead in formulating procedural and technical norms for broadcasting on air;

- Read, introduce, and host all types of texts fluently, using standard Vietnamese without local dialects;

- Guide and train lower-grade radio announcers in script editing and development; reading, introducing, and hosting programs;

- Grasp the spirit and content of the text to control tone, volume, voice quality, and language appropriate to the context, nature, and type of transmitted text; be proactive in all situations, promptly address unexpected incidents outside the script;

- Edit grammatical errors, spelling mistakes, and content errors in the text; promptly correct and improve the program both in form and content;

- Set direction and build a unique broadcasting style for the announcer team reflecting the unit's identity;

- Strictly adhere to recording studio, reading room regulations, and unit rules and principles;

- Lead in setting goals, content, programs, materials, and organizing vocational training for lower-grade radio announcers;

- Participate in recruitment, appointment, or promotion boards for lower-grade radio announcers' occupational titles or grades.

2. Qualifications regarding education and training:

a) Holding a bachelor's degree or higher;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a level 4 (B2) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Possess a certificate for first-class radio announcer position standards training;

3. Qualifications regarding professional expertise and skills:

a) Be thoroughly familiar with the Party's viewpoints, policies, guidelines, resolutions, and state laws; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Be proficient in specialized vocational skills; procedural and technical norms, terminology, grammar, and writing style;

c) Understand sociology, customs, traditions, needs, and tastes of domestic and foreign audiences;

d) Have led or participated in reading at least 03 (three) works recognized by the Art and Science Council or won awards; or participated in at least 02 (two) theoretical research projects about specialized vocational science (at the Ministry, provincial level, or equivalent);

đ) A staff member promoted from second-class radio announcer position to first-class radio announcer position must meet all provisions of Clause 2 and Clause 3 of this Article and have at least 06 (six) years (from 72 months) in total holding the second-class radio announcer position and equivalent positions, including at least 02 (two) years (from 24 months) in the second-class radio announcer position.

Article 12. Category II Announcer

1. Duties:

- Participate in compiling materials and content for vocational training programs for announcers of lower categories;

- Participate in compiling materials and content for vocational training programs for announcers of lower categories;

- Participate in establishing procedures, professional norms, and technical standards for broadcasting work on airwaves;

- Read, introduce, and accurately and proficiently deliver commentary on various types of texts with high quality, using standard Vietnamese without incorporating local dialects;

- Proactively grasp the spirit and content of texts to adjust tone, volume, and voice appropriately according to the nature and type of transmitted text; react flexibly to unexpected situations outside the script;

- Identify grammatical errors, spelling mistakes, and content errors in read and introduced texts; propose solutions to rectify and improve the program's form and content to responsible persons;

- Develop a distinctive broadcasting style and voice that reflects the unit's identity;

- Strictly adhere to recording studio, reading room regulations, and unit rules and principles;

- Summarize professional and vocational tasks; participate in preparing contents for domestic and international specialized vocational seminars;

2. Qualifications regarding education and training:

a) Holding a bachelor's degree or higher;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training to meet the criteria of a Category II Announcer position.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the viewpoints, policies, directives, resolutions of the Party, and state laws concerning domestic and foreign issues related to assigned tasks; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Be proficient in specialized vocational skills; procedural and technical norms, terminology, grammar, and writing style;

c) Understand sociology, customs, traditions, needs, and tastes of domestic and foreign audiences;

d) Have led or participated in reading at least two works recognized by the Art and Science Council or awarded prizes, or have contributed to writing specialized topics in at least one theoretical research project on professional science (at the Ministry level, provincial level, or equivalent);

đ) An announcer promoted from the Category III Announcer position to the Category II Announcer position must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum total tenure of nine years (from ninety-six months) in the Category III Announcer position and equivalent positions, including at least three years (from thirty-six months) in the Category III Announcer position.

Article 13. Category III Announcer

1. Duties:

- Read, introduce, and smoothly deliver commentary on various types of texts at a moderate level of complexity, using standard Vietnamese without incorporating local dialects;

- Proactively grasp the spirit and content of texts to adjust tone, volume, and voice appropriately according to the nature and type of transmitted text; know how to react flexibly to unexpected situations outside the script;

- Identify grammatical errors and spelling mistakes in read and introduced texts, promptly propose corrections and improvements to responsible persons to enhance the program's form and content;

- Strictly adhere to internal regulations, rules, and operational principles of recording studios, reading rooms, and the unit;

- Participate in preparing the content of domestic and international specialized vocational seminars;

- Guide vocational skills for announcers of lower categories;

2. Qualifications regarding education and training:

a) Holding a bachelor's degree or higher;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

đ) Hold a certificate for training to meet the criteria of a Category III Announcer position;

3. Qualifications regarding professional expertise and skills:

a) Understand the policies, guidelines, and laws of the Party and state related to assigned tasks; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Proficient in professional skills; procedures, terminology, grammar, and style of language in the field of translation;

c) Understand customs, traditions, needs, and understanding of domestic and international audiences;

d) An announcer promoted from the Category IV Announcer position to the Category III Announcer position must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum total tenure of three years (from thirty-six months) in the Category IV Announcer position and equivalent positions, including at least one year (from twelve months) in the Category IV Announcer position.

Article 14. Category IV Announcer

1. Duties:

- Read, introduce, and provide smooth commentary on various types of texts at a basic level, using standard Vietnamese without local dialects;

- Proactively grasp the spirit and content of the text to accurately convey information; be able to react flexibly to unexpected situations outside the script at a simple level;

- Identify grammatical errors, spelling mistakes in read and introduced texts; report to responsible persons and seek opinions to improve the program;

- Strictly adhere to internal regulations, rules, and operational principles of recording studios, reading rooms, and the unit;

2. Qualifications regarding education and training:

a) Hold a diploma from a college-level major or higher;

b) Have a level 1 (A1) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for training to meet the standards of the Category IV Announcer position;

3. Qualifications regarding professional expertise and skills:

a) Understand the policies, guidelines, and laws of the Party and state related to assigned tasks; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Proficient in professional skills; procedures, terminology, grammar, and style of language in the field of translation;

c) Understand customs, traditions, needs, and preferences of audiences in the region where the station is located;

Section 4

FILM DIRECTOR POSITION

Article 15. Category I Cinematographer

1. Duties:

- Be the primary author of the visual images and bear primary responsibility for the artistic and technical quality of the film or video segment;

- Lead the development of procedures, regulations, and technical standards for filming work, lead the compilation of training materials and content for lower category cinematographers;

- Lead directing, editing, analyzing, and processing scripts; develop story ideas, technical solutions, artistic intentions, and creative shaping methods during the production process to enhance the content and highest artistic quality of the film;

- Identify and evaluate new artistic trends and cinematic forms both domestically and internationally;

- Develop technical plans to ensure the quality of cameras, supporting equipment, and materials for filming and post-filming data storage and preservation;

- Strictly adhere to internal rules, regulations, and operational principles of filming work within the unit;

- Lead the development of objectives, content, programs, materials, and organize training for lower category cinematographers;

- Participate in review boards for hiring or promoting positions for lower category cinematographers;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in cinematography or a related field;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a level 4 (B2) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a certificate for training to meet the standards of the Category I Cinematographer position;

3. Qualifications regarding professional expertise and skills:

a) Be well-versed in the Party and State's policies and laws on culture and arts; significant political and social events; cultural and artistic achievements both domestically and internationally;

b) Be proficient in specialized professional skills; various literary and artistic forms, characteristics, and features of combined arts, related scientific and technical fields; sociology and effective application in building artistic figures;

c) Be well-versed in labor protection laws, safety techniques in practice and performance, and other relevant laws;

d) Have led or participated in at least four (4) works recognized by the Art and Science Council or won awards, or have participated in at least two (2) theoretical research projects in the specialized professional field (at the Ministry, provincial level, or equivalent);

đ) A staff member promoted from the Category II Cinematographer position to the Category I Cinematographer position must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the Category II Cinematographer position and equivalent positions of six (6) years (from seventy-two months), including at least two (2) years (twenty-four months) holding the Category II Cinematographer position.

Article 16. Category II Cinematographer

1. Duties:

- Is the author of the images and is responsible for the artistic and technical quality of the film or video clip;

- Proficient in cinematography skills for various genres such as news, documentary, scientific, entertainment, short films... with diverse content reaching technical standards set by the film industry;

- Participates and collaborates with directors and editors to evaluate, analyze, and process scripts; actively proposes ideas for script development, technical solutions, artistic intentions, and shaping techniques to ensure the ideological content and artistic quality of the film;

- Proposes methods for preserving films, tapes, and storage data according to regulations; guides the handover of materials, adjusts cinematographic techniques, and stores source footage with responsible persons;

- Proposes artistic solutions for constructing compositions and shapes so that the obtained materials have the best quality in terms of content and image;

- Develop technical plans to ensure the quality of cameras, supporting equipment, and materials for filming and post-filming data storage and preservation;

- Strictly adheres to internal rules, regulations, and principles of cinematographic operations of the unit;

- Summarize professional and vocational tasks; participate in preparing contents for domestic and international specialized vocational seminars;

- Trains lower-level cinematographers in their duties.

2. Qualifications regarding education and training:

a) Holds a bachelor's degree or higher in cinematography;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Has a level 3 (B1) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Holds a certificate for training to meet the criteria for the Category II Cinematographer position;

3. Qualifications regarding professional expertise and skills:

a) Fully understands the Party and State's policies, laws, and guidelines in the specialized field; major political and social events; achievements in arts and culture both domestically and internationally;

b) Proficient in specialized vocational skills; types of literary and artistic forms; characteristics and features of combined arts and related sciences; sociology and effective application in building artistic imagery;

c) Be well-versed in labor protection laws, safety techniques in practice and performance, and other relevant laws;

d) Has been the main organizer or participant in at least two works recognized by the Art and Science Council or awarded prizes; or has participated in writing special topics in at least one theoretical research work on specialized vocational science (at the Ministry, provincial level, or equivalent);

đ) A staff member promoted from the Category III Cinematographer to the Category II Cinematographer must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the Category III Cinematographer position and equivalent positions of nine years (from 108 months), including at least three years (from 36 months) holding the Category III Cinematographer position.

Article 17. Category III Cinematographer

1. Duties:

- Proficient in cinematography skills for film genres with non-complex content or filming scenes or parts of a long film, achieving technical quality;

- Participates and collaborates with directors and editors to evaluate, analyze, and process scripts, technical solutions, artistic intentions, and creativity during the production process;

- Meets basic requirements and procedures regarding images, filming strictly according to scene scripts;

- Preserves films, tapes, and storage data according to regulations; hands over materials with necessary instructions and proposes adjustments in cinematographic techniques and storing source footage with responsible persons;

- Strictly adheres to internal rules, regulations, and principles of cinematographic operations of the unit;

- Participate in preparing the content of domestic and international specialized vocational seminars;

- Trains lower-level cinematographers in their duties.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in cinematography or a related field;

b) Possess computer skills meeting basic information technology usage standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess foreign language proficiency at level 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Holds a certificate for training to meet the criteria for the Category III Cinematographer position;

3. Qualifications regarding professional expertise and skills:

a) Understands the Party and State's policies, laws, and guidelines in the specialized field; major political and social events; achievements in art both domestically and internationally;

b) Proficient in specialized vocational skills, basic characteristics, and features of combined arts; basic knowledge of related sciences and technology; sociology and effective application in performing assigned tasks;

c) Understands labor protection laws, safety technical regulations in training and performance, and other relevant laws;

d) A staff member promoted from the Category IV Cinematographer to the Category III Cinematographer must fully comply with the provisions of Clause 2 and Clause 3 of this Article and have a minimum total time holding the Category IV Cinematographer position and equivalent positions of three years (from 36 months), including at least one year (from 12 months) holding the Category IV Cinematographer position.

Article 18. Category IV Cinematography

1. Duties:

- Proficient in basic cinematography skills for film types with uncomplicated content or filming scenes and segments of a feature film to achieve technical quality standards;

- Properly implement technical solutions, artistic intentions, and creativity of the director during the production process;

- Carry out film preservation work, video tapes, and storage data according to regulations and rules;

- Strictly adhere to internal rules, regulations, and operational principles of filming work within the unit;

2. Qualifications regarding education and training:

a) Hold a diploma in cinematography (or related fields such as information technology and above);

b) Possess Level 1 (A1) foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Hold a certificate for training in the standard title of Category IV Cinematographer.

3. Qualifications regarding professional expertise and skills:

a) Understands the Party and State's policies, laws, and guidelines in the specialized field; major political and social events; achievements in art both domestically and internationally;

b) Proficient in specialized vocational tasks, fundamental characteristics, and features of combined arts; effectively apply them in performing assigned duties;

c) Master technical skills to ensure the quality of cameras, supporting equipment, and materials used in the filming and post-filming data storage and preservation processes;

d) Understand labor protection laws, safety technical regulations during practice and performance, and other relevant legal provisions.

Chapter III

IMPLEMENTING PROVISIONS

Article 19. Effective Date

1. This Circular takes effect from February 15, 2018.

2. Replace the criteria for civil servants' positions as specified in Decision No. 428/TCCP-VC dated June 2, 1993 issued by the Minister - Head of the Government's Civil Service Organization Department on the standards for civil servants and employees in the Culture and Information sector corresponding to the positions defined in this Circular.

3. Replace the provisions regarding civil service ranks and employee ranks as specified in Decision No. 78/2004/QĐ-BNV dated November 3, 2004 issued by the Minister of Home Affairs on the list of civil service ranks and employee ranks corresponding to the positions defined in this Circular.

Article 20. Implementation

1. This Circular serves as the basis for implementing recruitment, utilization, management, training, and upgrading of the specialized workforce in Information and Communications in public institutions.

2. The heads of public institutions directly managing and utilizing staff shall be responsible for:

a) Reviewing job positions within their units, formulating plans for appointment to corresponding professional titles within units under their jurisdiction, submitting these plans for review and decision-making by competent authorities or making decisions based on delegated authority;

b) Appointing corresponding professional titles within public institutions based on authority or delegated authority after the appointment plan has been approved by competent authorities;

3. Ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees shall be responsible for:

a) Directing subordinate units to implement appointments to professional titles and salary grading for staff in public institutions;

b) Approving plans for appointment to professional titles and salary grading for staff in public institutions under their management from current employee ranks to corresponding professional titles as defined in this Circular; resolving issues arising during the appointment process and salary grading according to their authority;

c) Deciding on appointments and salary grading for staff under their management to corresponding professional titles in public institutions based on their authority;

d) Examining and recommending the Ministry of Home Affairs to appoint and grade salaries for staff at Grade I;

đ) Regularly reporting the results of appointments to professional titles and salary grading for staff in public institutions under their management to the Ministry of Information and Communications and the Ministry of Home Affairs.

5. Non-public organizations and units may apply the provisions of this Circular for recruitment, utilization, and management of personnel.

Article 21. Responsibility for Implementation

1. The Minister, head of a ministerial-level agency, head of a government agency, Chairman of the People's Committee of a province or centrally-administered city shall be responsible for implementing this Circular.

2. In the course of implementation, if there are any difficulties, they should be reported to the Ministry of Information and Communications for consolidation and consideration, resolution./.
