CIRCULAR
ISSUING TECHNICAL REGULATIONS ON THE QUALITY OF INDUSTRIAL SODIUM HYDROXIDE
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
The Government issues this Decree amending and supplementing the list of narcotic substances and precursors promulgated together with Decree No. 57/2022/NĐ-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
WHEREAS, Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Chemicals Administration;
The Minister of Industry and Trade issues this Circular to promulgate the National Technical Regulation on the quality of industrial sodium hydroxide.
Article 1. The National Technical Regulation on the quality of industrial sodium hydroxide is hereby issued together with this Circular.
Designation: QCVN 03:2020/BCT.
Article 2. This Circular shall take effect from January 1, 2022.
Article 3. Implementation Organization
1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.
2. The Director of the Ministry's Office; the Director of the Chemicals Department; the Directors of the Departments of Industry and Trade of the provinces and centrally governed cities; the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
3. During the implementation process, if any difficulties arise, the agencies, organizations, and individuals concerned shall promptly report in writing to the Ministry of Industry and Trade or study amendments and supplements as necessary./.
