CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS ON TECHNICAL REQUIREMENTS AND
TESTING METHODS FOR MOTORCYCLE AND BICYCLE WHEELS

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and subsequent amendments and supplements;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Science-Technology and Environment Department and the Director of the Vietnam Vehicle Inspection Agency;
THE MINISTER OF TRANSPORT ISSUES THIS CIRCULAR TO ESTABLISH NATIONAL TECHNICAL REGULATIONS ON TECHNICAL REQUIREMENTS AND TESTING METHODS FOR MOTORCYCLE AND BICYCLE WHEELS.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON TECHNICAL REQUIREMENTS AND TESTING METHODS FOR MOTORCYCLE AND BICYCLE WHEELS

Article 2. Implementation clause
1. This Circular takes effect from July 1, 2024.
2. THIS CIRCULAR REPEALS CIRCULAR NO. 52/2012/TT-BGTVT DATED DECEMBER 21, 2012 ISSUED BY THE MINISTER OF TRANSPORT REGARDING THE ESTABLISHMENT OF THREE NATIONAL TECHNICAL REGULATIONS ON MOTORCYCLE AND BICYCLE PARTS.
3. Transitional Provisions
a) FOR TESTING DOCUMENTS REGISTERED BEFORE THE EFFECTIVE DATE OF QCVN 113:2023/BGTVT, CONTINUE TESTING AND QUALITY CERTIFICATION ACCORDING TO QCVN 44:2012/BGTVT OR QCVN 46:2012/BGTVT.
b) WITHIN ONE YEAR FROM THE EFFECTIVE DATE OF THIS CIRCULAR, WHEELS THAT HAVE BEEN QUALITY CERTIFIED ACCORDING TO QCVN 44:2012/BGTVT OR QCVN 46:2012/BGTVT DO NOT NEED TO BE TESTED AND QUALITY CERTIFIED AGAIN.
Article 3. Implementation Organization
THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, DIRECTORS OF DEPARTMENTS, DIRECTORS OF VIETNAM MOTOR VEHICLE INSPECTION COUNCIL, HEADS OF MINISTRY OF TRANSPORT AGENCIES AND UNITS, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
