Decree No. 46/2025/NĐ-CP stipulates the functions, tasks, powers, and organizational structure of the Voice of Vietnam (Vov). Vov is a national radio station, performing the function of disseminating information and propaganda on the Party's guidelines and the State's policies and laws. This Decree replaces Decree No. 92/2022/NĐ-CP.

Prescribing functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio

Pursuant to the Government Organization Law on February 18, 2025;
At the proposal of the Minister of Information and Communications;
The Government issues this Decree prescribing the functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio.ơ cấu tổ chức of the Voice of Vietnam Radio.
Article 1. Position and Functions
Article 1. The Voice of Vietnam Radio is an agency under the Government, a national radio station, a leading multimedia communication agency implementing the function of providing information and propaganda on the Party's guidelines and the State's policies and laws; contributing to education, raising public awareness, and serving the spiritual life of the people through radio programs, printed newspapers, and online newspapers.
Article 2. The Voice of Vietnam Radio has the abbreviated name in Vietnamese as TNVN; the international trading name in English is Voice of VietNam, abbreviated as VOV.
Article 3. The Voice of Vietnam Radio is subject to state management by the Ministry responsible for state management of press.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Voice of Vietnam Radio implements the tasks and powers prescribed in the Law on the Organization of the Government, the Government's regulations on agencies under the Government, and the following specific tasks and powers:
Clause 1. To develop and submit to the Government and the Prime Minister strategic plans, programs, annual plans, and important projects of the Voice of Vietnam Radio and organize their implementation after approval.
Clause 2. To study and propose the construction and submission to the competent authority for the promulgation of national standards; issue basic standards in accordance with the provisions of the law.
Clause 3. To decide and be responsible for the content, program, daily broadcast duration on the channels of the Voice of Vietnam Radio, coverage range, scope of domestic and foreign information impact; direct and guide subordinate news agencies of the Voice of Vietnam Radio to implement their objectives, purposes, tasks, and operational directions in accordance with the law.
Clause 4. To participate in building strategies, planning, and development plans for the system of Vietnamese press.
Clause 5. To organize production, transmission, broadcasting, distribution, and storage of radio programs, printed newspapers, and online newspapers in accordance with the law. Organize the production of digital content products suitable for assigned functions and tasks.
Clause 6. To decide, manage, and organize the implementation of investment and construction projects within its jurisdiction in accordance with the law; participate in the appraisal of important projects within its professional expertise at the request of the Government and the Prime Minister.
Clause 7. To directly manage the technical systems of the Voice of Vietnam Radio for content production; transmit signals over telecommunications infrastructure, broadband Internet; broadcast via terrestrial and satellite radio methods; provide on the Voice of Vietnam Radio digital platform and other digital platforms domestic and international programs and channels in accordance with the law.
Clause 8. To organize the implementation of scientific and technological progress research and application, digital transformation in the activities of the Voice of Vietnam Radio.
Clause 9. To implement international cooperation in fields within the functions, tasks, and powers of the Voice of Vietnam Radio in accordance with the law.
Clause 10. To perform political tasks assigned by the competent authority and ensure funding from the state budget for these tasks; implement financial autonomy mechanisms in accordance with the law; in special cases, the Voice of Vietnam Radio proposes and collaborates with relevant ministries and agencies to build and submit to the competent authority for issuance of regulations on special financial autonomy mechanisms of the Voice of Vietnam Radio.
Clause 11. To exercise rights and responsibilities as the representative owner of state capital invested in establishing and contributing to enterprises in accordance with the law.
Clause 12. To decide and direct the implementation of administrative reform programs of the Voice of Vietnam Radio in accordance with the goals and contents of the administrative reform program approved by the Government and the Prime Minister.
Clause 13. To train and enhance professional skills in journalism in accordance with the law.
Clause 14. To manage the organizational structure, civil servants, and employees; appoint, reappoint, transfer, rotate, dismiss, demote, train, enhance, reward, discipline; implement salary systems and other policies for civil servants and employees under its management in accordance with the law.
Clause 15. To manage and use the state budget and public assets in accordance with the law on the state budget, the law on the management and use of public assets, and related laws.
Clause 16. To organize service provision activities in accordance with the law.
Clause 17. To implement reporting requirements to the Government, the Prime Minister, the Ministry responsible for state management of press, and other authorized agencies in accordance with the law.
Clause 18. To perform other tasks and powers assigned by the Government and the Prime Minister and in accordance with the law.

The Voice of Vietnam Radio has resident offices abroad established in accordance with the law.
Units prescribed from Clause 1 to Clause 4 of this Article are working organizations assisting the General Director; units prescribed from Clause 5 to Clause 18 of this Article and resident offices abroad are content and program production organizations; the unit prescribed in Clause 19 of this Article is a transmission and broadcasting organization; units prescribed from Clause 20 to Clause 21 of this Article are other public service organizations.
The Editorial Board has no more than 04 departments, the Organization and International Cooperation Board has no more than 03 departments, the Planning and Finance Board has no more than 02 departments, and the Office has no more than 04 departments.
The General Director of Vietnam Radio shall submit to the Prime Minister for issuance the list of other public service units directly under Vietnam Radio.
Article 4. Leadership
1. Vietnam Radio has a General Director and no more than 04 Deputy General Directors.
2. The General Director and Deputy General Directors are appointed, relieved of duty, and dismissed by the Prime Minister in accordance with the provisions of the law.
3. The General Director is responsible before the Government, the Prime Minister, and the law for all activities of Vietnam Radio; Deputy General Directors assist the General Director, and are responsible before the General Director and the law for the areas assigned to them.
4. The General Director appoints, relieves of duty, dismisses, disciplines the heads, deputy heads of the heads, and defines the functions, tasks, powers, organizational structure, and working relationships of subordinate units.
Article 5. Transitional Provisions
1. Vietnam Radio Newspaper and VOV Online continue their operations until the General Director of Vietnam Radio issues a decision defining the functions, tasks, powers, and organizational structure, and the competent authority grants the press operation license to VOV Online (Vietnam Radio). The implementation period does not exceed three months from the date this Decree takes effect.
2. VTC Digital Television ceases its broadcasting activities. VTC Digital Television is responsible for handling financial, asset issues; regulations and policies for officials and employees; and any remaining issues (if any) within six months from the date this Decree takes effect. Vietnam Radio leads and coordinates with relevant ministries and agencies to develop plans for handling financial, asset issues, and any remaining issues (if any) of VTC Digital Television in accordance with the regulations.
Article 6. Effectiveness
1. This Decree shall take effect from March 1, 2025.
2. This Decree replaces Decree No. 92/2022/NĐ-CP dated November 2, 2022, of the Government on the functions, tasks, powers, and organizational structure of Vietnam Radio.
Article 7. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government shall be responsible for implementing this Decree.
