DIRECTIVE
ON THE AWARD AND RECOGNITION WORK
Since the Sixth National Party Congress, there have been many changes in all economic, cultural, and social activities nationwide; many outstanding collectives and individuals have emerged and need to be commended and rewarded. However, current regulations on award and recognition work contain many provisions that are no longer suitable for the new situation. While awaiting the State to complete new regulations on award and recognition work, the Prime Minister issues the following Directive:
1. Heads of sectors and levels must strictly guide competitive activities in units under their authority; regularly review and select outstanding collectives and individuals for commendation or report to higher authorities for commendation.
Apart from cases where units or individuals achieve particularly outstanding results and require timely commendation and reward, generally, commendation and reward should only be organized once or twice a year, not sporadically according to the requirements of each unit.
Implement the practice of superiors proactively reviewing, evaluating, and rewarding subordinates' achievements, avoiding situations where units self-assess their achievements and request rewards from superiors as currently practiced, thereby preventing the situation where places with more requests receive more rewards, while those with fewer or no requests receive fewer or no rewards.
2. The subjects eligible for commendation and reward include all collectives and individuals from state agencies and enterprises, armed forces; professional and charitable associations, collective economic units, and private enterprises.
To ensure accurate and truly motivating commendations, emphasis should be placed on rewarding small collectives and individuals with outstanding achievements, without considering the issue of rewarding entire organizations with large scales or broad categories (such as the people's collective and cadres of a province or district; cadres, workers, and staff of a sector or leading management agencies at provincial or city level; ministries and sectors directly under the Government).
The Government will only consider commendation and reward for collectives and individuals from prosecution agencies, courts, mass organizations who have achieved outstanding results in areas managed by the Government; the form of commendation by the Government shall not be used to reward collectives and individuals with outstanding achievements in areas managed by the aforementioned sectors or organizations.
3. Achievements for consideration in commendation and reward mainly consist of high labor productivity, work efficiency, and business effectiveness achieved through personal effort or valuable initiatives and inventions that bring significant benefits to the State and society.
From now on, the State will not commend and reward on the occasion of the 10th, 20th, or 30th anniversary of the establishment of units. Units with truly outstanding achievements that need timely commendation should be rewarded based on their actual achievements, without combining past achievements already recognized by the State with new ones to propose higher levels of commendation.
4. Leaders of ministries, sectors, and localities must establish a routine for commendation and reward work; focus on using commendation forms within the authority of ministries, sectors, and localities to promptly reward outstanding and exemplary collectives and individuals in the competitive movement of units under their jurisdiction. Only collectives and individuals with outstanding achievements representing the whole country, a ministry, sector, or locality should be proposed for commendation by the Government or the President.
5. Close coordination between ministries, sectors, and localities in assessing the achievements of proposed commendation subjects is necessary.
The assessment of collectives and individuals in units managed by provinces and cities generally does not require opinions from central ministries and sectors; only large units under the supervision and guidance of central ministries and sectors or individuals serving as heads of provincial or city-level agencies need the opinion of relevant ministry or sector leaders.
For units or individuals responsible for units managed by central ministries and sectors, the opinion of the provincial or city government where the unit operates regarding the implementation of policies and laws in the locality is required.
Ministries, sectors, and localities should base their implementation of commendation and reward work on Decree No. 53-HĐBT dated February 25, 1992, and this Directive./.
