PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

To understand the situation of state assets in administrative and public service agencies, serving as a basis for setting standards and norms, management policies and regulations on state assets annually and over the long term, ensuring strict compliance with the State Budget Law and the Decree on Thrift and Anti-Waste in the procurement and use of state assets in administrative and public service agencies;

At the proposal of the Minister of Finance,

DECISION:

Article 1. Conduct a comprehensive inventory and revaluation of state fixed assets (excluding weapons, equipment, and combat and support technical equipment, defense and security works) at administrative and public service units from central to local levels (including communes and wards), state agencies located abroad (Embassies, Consulates General, permanent agencies abroad...), Party organizations, defense, security agencies, and social political organizations using state budget funds as of 00:00 on January 1, 1998.

Article 2. Establish a Central Steering Committee for Inventory headed by the Minister of Finance, members of the Central Steering Committee for Inventory include: Deputy Ministers of Planning and Investment, Construction, Education and Training, Health, Deputy Director of the General Statistics Office, Deputy Head of the Government Price Board.

The Central Steering Committee for Inventory shall be responsible for guiding, urging, and inspecting ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under the central government, Party organizations, and social political organizations (hereinafter referred to as ministries, sectors, and localities) in conducting the inventory and revaluation of fixed assets, compiling reports on the results of the inventory to the Government, and proposing measures to manage and use these assets economically and effectively.

Article 3. Ministries, sectors, and localities shall be responsible for guiding subordinate units and organizations in properly conducting the inventory and revaluation of assets and compiling reports on the results of the comprehensive inventory to be submitted to the Central Steering Committee for Inventory by January 31, 1998, in a timely manner to report to the Government.

Article 4. Funding for the comprehensive inventory shall be arranged and allocated within the state budget estimate for 1997 by ministries, sectors, and localities. Operating costs of the Central Steering Committee for Inventory shall be provided by the Ministry of Finance.

Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 6. The Chairman of the Central Steering Committee for Inventory, Ministers of ministries, Heads of ministerial-level agencies and government-affiliated agencies, Heads of related agencies and organizations, and Chairmen of provincial People's Committees under the central government shall be responsible for guiding and organizing the implementation of this Decision.
