DECISION

Regarding the establishment of the National Organizing Board for the Mass Rally, Parade, and March at Ba Dinh Square, Hanoi Capital on September 2, 2005

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

To implement Resolution No. 35/NQ-TW dated February 9, 2004 of the Politburo on organizing major festivals in 2004-2005,

Pursuant to Decision No. 847/QĐ-TTg dated August 5, 2004 of the Prime Minister on establishing the National Steering Committee for Commemorating Major Festivals in 2004-2005,

Considering the proposal of the Minister of Culture and Information,

DECISION:

Article 1. Establish the National Organizing Board for the Mass Rally, Parade, and March at Ba Dinh Square, Hanoi Capital on September 2, 2005 (hereinafter referred to as the Organizing Board).

Article 2. The Organizing Board shall be responsible for organizing the Mass Rally, Parade, and March at Ba Dinh Square, Hanoi Capital on September 2, 2005 according to the directives of the National Steering Committee for Commemorating Major Festivals in 2004-2005.

Article 3. The Organizing Board consists of the following comrades:

1. Mr. Pham Quang Nghi, Minister of Culture and Information, Deputy Head of the Permanent Office of the National Steering Committee - Head of the Board.

2. Mr. Nguyen Hong Vinh, Deputy Head of the Central Propaganda Department - Deputy Head of the Permanent Office

3. Ms. Ngo Thi Thanh Hang, Deputy Chairwoman of the People's Committee of Hanoi City - Deputy Head of the Board.

4. Mr. Nguyen Van Rinh, Deputy Minister of Defense - Deputy Head of the Board.

5. Mr. Le Tien Tho, Deputy Minister of Culture and Information - member.

6. Mr. Nguyen Khanh Toan, Deputy Minister of Public Security - member.

7. Mr. Nguyen Phu Binh, Deputy Minister of Foreign Affairs - member.

8. Mr. Phan Quang Trung, Deputy Minister of Planning and Investment - member.

9. Ms. Huynh Thi Nhan, Deputy Minister of Finance - member.

10. Mr. Be Truong Thanh, Deputy Director of the Ethnic Minority Commission - member.

11. Mr. Tran Quoc Toan, Deputy Director of the Government Office - member.

12. Mr. Le Truyen, Member of the Permanent Office of the Central Committee of the Vietnam Fatherland Front - member.

13. Mr. Do Duc Ngo, Deputy Chairman of the Vietnam General Confederation of Labor - member.

14. Mr. Trinh Dinh Thang, Member of the Central Committee of the Vietnam Veterans Association - member.

15. Mr. Duong Quoc Hung, Member of the Permanent Office, Head of the Central Youth Union Propaganda Department - member.

16. Mr. Vu Van Hien, General Director of Vietnam Television - member.

17. Mr. Vu Van Hien, General Director of Voice of Vietnam Radio - member.

18. Mr. Dao Huu Nghia, Head of the Ho Chi Minh Mausoleum Management Board - member.

Article 4. The National Organizing Board for the Mass Rally, Parade, and March at Ba Dinh Square, Hanoi Capital on September 2, 2005 will dissolve itself upon completion of its assigned tasks.

Article 5. This Decision takes effect from the date of signature. The Head of the National Organizing Board for the Mass Rally, Parade, and March at Ba Dinh Square, Hanoi Capital on September 2, 2005, the Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Heads of organizations and individuals concerned, and members of the Organizing Board are responsible for implementing this Decision./.
