DECISION OF THE MINISTER OF EDUCATION AND TRAINING
Educational statistical data serveas important grounds for management agencies to monitor, analyze, evaluate thesituation, and forecast trends in the development of the sector in order todevelop planning, plans, and formulate educational management policies.
3\. Educational statistical datamust be fully, accurately, consistently, and promptly provided by educationalinstitutions and educational management agencies at all levels.
Article 2Management of educationalstatistical data.
1\. The Information ManagementCenter under the Ministry's Office (hereinafter referred to as the InformationManagement Center) is assigned by the Ministry of Education and Training tomanage the statistical data of the Ministry of Education and Training. 2\. Statistical units atProvincial Departments of Education and Training, universities, academies,colleges, and vocational high schools are assigned the task of managing localand educational institution statistical data.

II\. SYSTEM OF EDUCATIONAL STATISTICAL FORMS
Article 3. Authority to issue the system ofeducational statistical forms.
1\. The Information ManagementCenter collaborates with departments and units directly under the Ministry, underthe guidance of the General Statistics Office, to develop and guide theimplementation of periodic statistical form systems according to theinformation management requirements of the State and the sector regardingeducation and training during each stage. The system of forms is issued inaccordance with regulations of the Joint Circular of the General StatisticsOffice and the Ministry of Education and Training.
2\. The Information ManagementCenter is responsible for collecting opinions from departments and unitsdirectly under the Ministry on indicators and criteria to improve, supplement,and perfect the educational statistical form system throughout the sector, toserve educational management work.
Article 4Specialized statistical forms.
1\. Departments and units directlyunder the Ministry when it is necessary to issuereporting forms down to institutions to collect specialized or temporarystatistical information, they must coordinate and cooperate with theInformation Management Center to avoid overlapping and conflicting statisticalelements and prevent institutions from having to report multiple times.
2. The statistical units at Provincial Departments ofEducation and Training, universities, academies, colleges, and vocational highschools shall implement the collection of statistical data in accordance withthe criteria in the periodic statistical form system prescribed by the JointCircular of the General Statistics Office and the Ministry of Education and Training. Ifadditional information is required due to management needs, such supplementaryinformation must be carefully researched, and the concepts of criteria andcalculation methods (if any) must be consistent with the existing concepts andmethods in the already issued system.
III\. COLLECTION, PROCESSING, AND MANAGEMENT OF EDUCATIONALSTATISTICAL DATA
Article 5. Collection of educationalstatistical data.
1\. The collection of educationalstatistical data is carried out through statistical forms.
2\. When receiving requests fromagencies responsible for collecting educational statistical data as stipulatedin Articles 3 and 4 of this document, units responsible for providing full andaccurate statistical data into the statistical forms and submitting them withinthe specified deadlines to the requesting agencies.
Article 6. Responsibilities of theInformation Management Center.
1\. The Information ManagementCenter is responsible for collecting, processing, and summarizing educationalstatistical data through the periodic statistical form system as prescribed bythe Joint Circular of the General Statistics Office and the Ministry ofEducation and Training.
2\. In cases where additionalrelated educational and training data sources need to be supplemented to meetmanagement and industry guidance needs, the Information Management Center willtake the lead or collaborate with relevant agencies to organize sample surveysand special topic surveys.
3\. Every five years and tenyears, the Information Management Center will develop and issue theEducational and Training Statistical Yearbook to serve the evaluation, summaryof each phase of development, and the construction of the industry'sdevelopment strategy.
Article 7. Responsibilities of departmentsand units directly under the Ministry.
Departments and units directlyunder the Ministry only collect, process, and summarize specialized or temporaryeducational statistical data as stipulated in Clause 1 of Article 4 of thisdocument and are responsible for providing processed and summarized data to theInformation Management Center for unified management to ensure that statisticaldata is used consistently.
Article 8Responsibilities of the Departments and schools.
1. The statistical units at Statistical units atProvincial Departments of Education and Training, universities, academies,colleges, and vocational high schools are responsible for collecting,processing, and summarizing educational statistical data according to theperiodic statistical form system and the operational guidelines of the Ministryof Education and Training; coordinating with the Ministry and units within theorganization to conduct sample surveys and special topic surveys; developingthe unit's five-year and ten-year educational statistical yearbooks.
2. The statistical units at Provincial Departments ofEducation and Training, universities, academies, colleges, and vocational highschools are responsible to the Ministry of Education and Training for theaccuracy of reported data; creating conditions for the Ministry's annualinspection when requested.
Article 9. Preservation of educationalstatistical data.
Educational statistical data mustbe preserved by educational institutions and educational management agencies inaccordance with national regulations on document preservation.
IV\. ANNOUNCEMENT AND USE OF EDUCATIONAL STATISTICAL DATA
Article 10. Announcement of educationalstatistical data.
1\. The Information ManagementCenter is assigned the responsibility to announce and provide educationalstatistical data to units inside and outside the sector as prescribed.
2\. The Political Work Departmentcollaborates with the Information Management Center as the focal pointresponsible for providing educational statistical data to news agencies andmedia outlets.
3\. The International RelationsDepartment collaborates with the Information Management Center as the focalpoint responsible for providing educational statistical data to foreignagencies and organizations.
4\. The Planning and FinanceDepartment collaborates with the Information Management Center as the focalpoint responsible for providing educational statistical data on planning andfinance to units inside and outside the sector as prescribed.
5. The Departments of Education and Training, universities, academies, colleges, and specialized high schools shall be responsible for publishing educational statistical data that correspond to the data reported to the Ministry of Education and Training.
Article 11. Utilize educational statistical data.
1. Units within the Ministry's agency and throughout the sector shall be responsible for using the unified educational statistical data from the Educational Management Information Center in official documents and materials, ensuring consistency in data sources.
2. Units under the Departments of Education and Training, universities, academies, colleges, and specialized high schools shall be responsible for using the unified educational statistical data from the statistical department in documents and materials, ensuring consistency in data sources.
V. IMPLEMENTATION PROVISIONS
Article 12Implementation Provisions.
Any violations related to statistical data will be handled according to the provisions of Decree No. 93/1999/NĐ-CP dated September 7, 1999, of the Government on administrative penalties for violations in the field of statistics, and Circular No. 04/1999/TT-TCTK dated October 19, 1999, of the General Statistics Office guiding the implementation of this Decree./.
