DECISION OF THE MINISTER OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

On issuing the Regulation on Selection of Quality Award

 

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

Based on the Ordinance on Product Quality dated December 24, 1999;

Based on the Decree No. 22/CP dated May 22, 1993 of the Government on tasks, powers, and organizational structure of the Ministry of Science and Technology and Environment;

Based on Decision No. 1352/QD-TCCP dated August 5, 1995 of the Minister of Science and Technology and Environment on the Quality Award;

At the proposal of the Director General of the Standard Measurement Quality Agency,

 

DECISION:

Article 1. Issuing along with this Decision is the "Regulation on Selection of Quality Award".

This Regulation shall be applied for the selection and presentation of the Quality Award to enterprises participating in the Quality Award from 2001 onwards.

Article 2. This Decision shall take effect 15 days after the date of signature and replace Decision No. 716/1998/QD-BKHCNMT dated June 8, 1998 of the Minister of Science and Technology and Environment on the issuance of the Regulation on Selection of Quality Award.

Article 3. The Directors of the Standard Measurement Quality Agency, the Head of the Ministry's Office, the Directors of Provincial Departments of Science and Technology and Environment under central cities and relevant agencies are responsible for disseminating and implementing this Decision.

 

REGULATION ON SELECTION

QUALITY AWARD

(Issued together with Decision No. 47/2001/QD-BKHCNMT dated August 15, 2001 of the Minister of Science and Technology and Environment)

The Quality Award (QA) is granted annually to enterprises that have outstanding achievements in building and applying the Quality Management System according to QA criteria and the following four types of enterprises:

PART I

GENERAL PROVISIONS

Article 11. Large manufacturing enterprises;

2. Medium and small manufacturing enterprises;

3. Large service enterprises;

4. Medium and small service enterprises.

4. The Ministry of Science and Technology and Environment decides to grant the QA based on the recommendation of the National Council for QA and the Director General of the Standard Measurement Quality Agency. The number of awards given to enterprises in each province and centrally-administered city will be balanced with the economic development and quality culture of the province or city.

Article 2. Annually, based on the selection of the National Council for QA, the Ministry of Science and Technology and Environment will recommend the Prime Minister to confer a Commendation Certificate to a maximum of four outstanding enterprises among the four types of enterprises mentioned above.

The selection of the QA is conducted in two stages: preliminary selection (at provincial and municipal levels) and final selection. The activities of the QA Selection Council at both levels are regulated in Chapter III of this Regulation.

Article 3. Only enterprises registering to participate in the QA according to this Regulation will be considered for selection. Enterprises awarded the QA can participate in subsequent years. However, enterprises awarded a Commendation Certificate by the Prime Minister must wait three years before reapplying.

Article 4. The assessment for granting the QA is based on the actual quality management activities and effectiveness achieved by participating enterprises according to the following seven criteria:

CRITERIA FOR AWARDS

Article 5. 1. Leadership role;

2. Strategic planning;

3. Customer and market orientation;

4. Information and analysis;

5. Human resource development;

6. Management of processes;

7. Business results.

These criteria are evaluated for each type of participant and through expert scoring. The total score of all criteria is 1000 points. An enterprise must achieve at least 600 points to be considered for the QA award. The Standard Measurement Quality Agency specifies and guides the content of these criteria and the scoring scale for each category.

NATIONAL COUNCIL FOR SELECTION OF QUALITY AWARD  

CHAPTER III

The National Council for Quality Award (hereinafter referred to as the Council) is established by the Minister of Science and Technology and Environment based on the proposal of the Director General of the Standard Measurement Quality Agency. The number of members of the Council ranges from nine to eleven representatives from relevant ministries and sectors. The Council consists of a Chairman, a Vice-Chairman, and members.

Article 6. The National Council for Quality Award is the final selection council tasked with reviewing and recommending the QA award to eligible enterprises among those proposed for the award by the preliminary selection council, and selecting the best enterprises to recommend to the Ministry of Science and Technology and Environment for the Prime Minister to confer a Commendation Certificate.

Article 7. The Chairman of the Council oversees meetings of the Council. In the absence of the Chairman, the Vice-Chairman will oversee the meetings. The Council operates on the principle of discussion and consensus among present members. Resolutions of the Council only have validity if at least two-thirds of the present members agree.

Article 8. The Standard Measurement Quality Agency serves as the permanent body of the Council with the following responsibilities:

Article 9. - Guiding the criteria of the QA and the selection process at various levels.

- Organizing training and seminars for enterprises participating in the QA and QA evaluators.

- Performing secretarial duties for the Council.

- Providing material conditions for the operation of the Council.

The preliminary selection council at the provincial and municipal level has five to seven members, including representatives from the Department of Science and Technology and Environment and related sectors. Members of the Council are experts knowledgeable in the field of quality and familiar with QA requirements.

Article 10. The Director General of the Standard Measurement Quality Agency establishes the preliminary selection council based on the proposal of the Director of the Department of Science and Technology and Environment. The Provincial/Municipal Standard Measurement Quality Agency performs secretarial functions for the preliminary selection council.

The preliminary selection council reviews, evaluates, and selects enterprises with outstanding achievements and exemplary performance among the types of enterprises specified in Article 1 of this Regulation from participating enterprises to propose for the QA award according to the prescribed procedures. The operating principles of the preliminary selection council are stipulated in Article 8 of this Regulation.

Article 11. The Department of Science and Technology and Environment is responsible for providing material conditions for the operation of the preliminary selection council.

The Department of Science, Technology and Environment shall be responsible for providing material conditions for the activities of the Preliminary Selection Council.

PART IV

PROCEDURE FOR REGISTRATION TO PARTICIPATE

AND THE SELECTION PROCEDURE FOR THE QUALITY AWARD

Article 12. Participating enterprises mustsubmit a dossier including:

- Application forparticipation in the Quality Award;

- General activity reportof the enterprise;

- Self-assessment reportbased on the criteria of the Quality Award;

- Copy of the Decisionapproving the environmental impact assessment report.

The participation dossiermust be submitted to the Secretariat of the Preliminary Selection Council of theprovince or city where the enterprise is located within the specified timeframe.

Article 13. AT At the preliminary selectionstage, the evaluation and selection process will be conducted in two rounds:

- Round 1: The evaluation will beconducted by at least three assessors (who may also be members of the PreliminarySelection Council) based on the reports of participating enterprises. ThePreliminary Selection Council will review and verify the assessment results ofthe assessors and select enterprises to proceed to Round 2.

- Round 2: The Council will sendassessors directly to the enterprises selected in Round 1 to conduct on-sitescrutiny. Based on the actual results, the Council will decide to recommendenterprises for awards as those achieving the highest total scores among theenterprises participating in each type of business with scores of 600 points ormore.

Article 14. The Secretariat of thePreliminary Selection Council will submit the Council's conclusion minutes alongwith the participation dossiers of recommended award-winning enterprises to theGeneral Department of Standardization, Metrology and Quality, including:

- Application forparticipation in the Quality Award;

- General activity reportof the enterprise;

- Self-assessment reportof the enterprise;

- Unified assessmentreport of the assessors together with the consolidated score sheet andindividual assessor score sheets;

- On-site assessmentminutes.

Article 15. The General SelectionCouncil will evaluate and select recommended award-winning enterprises based onreviewing the assessment dossiers and recommendation documents from thePreliminary Selection Council. If necessary, the General Selection Council maysend assessors to review the on-site assessment results to supplement necessaryinformation for the selection process.

Based on specific results foreach type of enterprise, the General Selection Council will vote to approve thelist of enterprises recommended by the Ministry of Science and Technology forthe Quality Award and nominate outstanding enterprises for commendation by thePrime Minister.

CHAPTER V

OTHER PROVISIONS

Article 16. Annual funding fororganizing the Quality Award is contributed by participating enterprises and partfrom the state budget allocated to the General Department of Standardization,Metrology and Quality.

Enterprise contributionsare allocated 50% for activities of the Preliminary Selection Council and 50% foractivities of the General Selection Council.

Article 17. The General Department ofStandardization, Metrology and Quality solemnly organizes the annual QualityAward ceremony for award-winning enterprises./.
