Article 1. Position and Functions
The International Cooperation Department is an organization under the Ministry of Public Security, with the function of advising the Minister to manage state activities related to international cooperation in the fields under the Ministry's jurisdiction and regarding international cooperation in the field of administrative reform.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Drafting documents for competent authorities to promulish normative legal documents on international cooperation within the fields under the Ministry's jurisdiction according to the division of labor assigned by the Minister.
2. Developing long-term plans, annual plans, and programs and projects of international cooperation within the fields under the Ministry's jurisdiction.
3. Assisting the Minister in uniformly managing international cooperation activities within the Ministry; coordinating with relevant agencies, units within the Ministry to organize the implementation of approved cooperation plans; monitoring, summarizing, evaluating, and reporting to the Minister for consideration and guidance.
4. Regarding international cooperation in the fields under the Ministry's jurisdiction:
a) Advising the Minister on policies and managing the organization of negotiations and signing of international treaties within the fields under the Ministry's jurisdiction, in accordance with State regulations;
b) Submitting to the Minister for review opinions on the signing of international treaties and other international agreements by ministries, sectors, and localities within the fields under the Ministry's jurisdiction;
c) Organizing or coordinating with foreign agencies and organizations to hold international seminars, conferences, and other international cooperation activities within the fields under the Ministry's jurisdiction;
d) Coordinating with the Training and Civil Servant Development Department to implement training and development programs for civil servants abroad funded by the State budget;
đ) Serving as the permanent assistant to the Management Board and coordinating with projects under the Ministry.
5. Regarding cooperation with foreign countries in the field of administrative reform:
a) Assisting the Minister in managing and coordinating activities of cooperation with foreign countries in the field of administrative reform;
b) Acting as the focal point for coordinating activities of cooperation with foreign countries in the field of administrative reform;
c) Guiding ministries, sectors, and localities in developing programs, projects, and activities of cooperation with foreign countries in the field of administrative reform, participating in reviews, submitting to the Prime Minister for approval, and monitoring and evaluating their implementation.
6. Organizing and compiling information on international conferences and seminars:
a) Compiling information on the activities of international conferences and seminars of central agencies and localities for the Minister to report to the Government Prime Minister;
b) Submitting to the Minister for review opinions on proposals for organizing international conferences and seminars by ministries, sectors, and localities on issues within the Ministry's jurisdiction.
7. Cooperation work with ASEAN:
a) Assisting the Minister in performing the tasks of the focal agency, coordinating and participating in ASEAN cooperation activities in the field of public service;
b) Leading and coordinating with functional departments of the Ministry in the activities of the ASEAN Civil Service Management Resource Center.
8. Leading or participating in scientific research, professional training in areas within the functions and responsibilities of the Ministry and the Department. Implementing comprehensive statistical work, building databases on international cooperation, and coordinating with the Information Technology Application Center to apply information technology in managing, exploiting, and using information databases to serve leadership and management.
9. Performing other tasks assigned by the Minister.
Article 3. Organization and Working System
1. The Department has a Director, several Deputy Directors, and civil servants;
2. The Director shall be responsible to the Minister for organizing and implementing the tasks specified in Article 2 and shall have the following specific duties and powers:
a) Organizing and directing the implementation of the Department's tasks and being accountable to the Minister for all aspects of the Department's work;
b) Assigning tasks, supervising, urging, and inspecting the implementation of tasks by Deputy Directors and civil servants in the Department;
c) Signing on behalf of the Minister to respond, provide guidance, and request agencies, organizations, and localities to provide information on administrative reform projects and international cooperation activities in the field of administrative reform;
d) Coordinate with organizations within the Ministry and relevant agencies in resolving issues related to the Department's functions, tasks, and powers;
đ) Implement information dissemination for civil servants in the Department according to the Ministry's working regulations;
e) Decide on the contents of reports, summaries, conclusions, and recommendations to the Minister regarding policies and solutions in implementing the Department's tasks;
f) Implement the Ministry's regulations; manage civil servants and assets allocated according to the Ministry's delegation;
3. Deputy Directors perform professional tasks and assist the Director in overseeing one or more aspects of work as assigned by the Director; are responsible to the Director for the tasks assigned;
4. Civil servants shall perform specialized tasks assigned by the Department Head and be responsible to the Department Head for the performance of those tasks.
5. The International Cooperation Department operates under a combination of specialist and chief executive systems; in cases where the Ministry's leadership works directly with the Deputy Department Head or specialists, the Deputy Department Head and specialists shall be responsible for implementing the leadership's opinions and promptly reporting back to the Department Head thereafter.
Article 4. Effectiveness and Responsibility for Implementation
1. This Decision takes effect fifteen days from the date of signing;
2. The Heads of the International Cooperation Department, the Organization and Cadres Department, the Director of the Ministry's Office, the Heads of related organizations under the Ministry, and civil servants shall be responsible for implementing this Decision./.
